Winnipeg Property Tax Assessment: Evidence, Appeals, and Hearings

If you think the City of Winnipeg has your property assessment wrong, you challenge it by filing an application with the Board of Revision during the appeal window printed on your assessment notice, paying a non-refundable filing fee, and presenting evidence at a hearing. For the 2027 General Assessment, notices go out in June 2026, and the window to file a Winnipeg property tax assessment appeal runs from June 4, 2026 at 8:30 a.m. to June 29, 2026 at 4:30 p.m. Central Time. Late applications are not accepted.1City of Winnipeg. Realty Assessment Revision

The value set in this cycle sticks for two tax years, 2027 and 2028, so a successful appeal pays off twice.2The Legislative Assembly of Manitoba. The Municipal Assessment Act, CCSM c M226 A rejected one locks the number in for the same stretch.

Check the Assessment Before You File

Start by confirming the city has your property described correctly. Pull your record through the Property Assessment Search tool, which shows the assessed value alongside the recorded characteristics the city used.3City of Winnipeg. Property Assessment Details Look closely at square footage, bedroom count, finished basement space, lot size, and whether a garage is listed. Errors in these fields are common, and each one feeds directly into an inflated value.

Winnipeg values properties through mass appraisal, which runs thousands of similar homes through a model at once rather than sending an appraiser to each door. The model leans on comparable sales, building permits, periodic inspections, and owner questionnaires. Individual quirks slip through: a crumbling foundation, an awkward layout, or deferred maintenance may not register, and the home gets valued like a healthy neighbour. That gap is what the appeal process exists to correct.

Why the Reference Date Matters

Every assessment is pegged to a snapshot date two years before the tax year. For the 2027 assessment, that date is April 1, 2025.4City of Winnipeg. What You Need to Know About Your Proposed 2027 Assessed Property Value Your argument has to speak to what the property was worth then, not what it would fetch today. A renovation finished in late 2025 will not reduce (or raise) this cycle’s number, and sales from mid-2026 are not evidence of April 2025 value. Comparable sales close to April 1, 2025 are the currency of this appeal.

Classification

Confirm the property class is right. Manitoba portions residential property at 45% of assessed value and commercial or industrial property at 65%, so a misclassified home can be taxed as if it were a storefront.5City of Winnipeg. Current and Historical Portion Percentage Rates Classification is appealable along with value.

Build Your Evidence

The strongest appeals pair correct factual data with sales evidence. Once you have confirmed what the city has on file (and flagged any errors), gather:

  • A handful of comparable sales — homes similar in size, age, condition, and neighbourhood that sold near April 1, 2025. The city publishes residential sales information you can search.3City of Winnipeg. Property Assessment Details
  • Photographs of defects or conditions the model would not know about.
  • Contractor estimates for major repairs: a failing roof, foundation problems, outdated electrical or plumbing.
  • An independent professional appraisal, if the dollars at stake justify the cost.

Three or four tight comparables that undercut the city’s number carry more weight than a long list of loose ones. The goal is to show the panel that a willing buyer and a willing seller, dealing at arm’s length around the reference date, would have agreed on a lower figure than the city used.

Filing With the Board of Revision

The Board of Revision is the independent panel that hears Winnipeg assessment challenges. Applications must be filed inside the window published for the cycle, and for the 2027 assessment that window is June 4 to June 29, 2026.1City of Winnipeg. Realty Assessment Revision

If you receive an amended or supplementary tax notice outside the general assessment cycle — because, for example, the city updated your record after a renovation — you have 20 days from the date of that notice to file.6The Legislative Assembly of Manitoba. The City of Winnipeg Charter Act

Filing Fees

The filing fee is non-refundable and scales with assessed value. Properties assessed under $600,000 pay $61. The fee climbs by roughly $12.20 for every additional $100,000 in value, up to $610 for properties assessed at $5 million or more.7City of Winnipeg. Filing Fee Schedule The fee has to be paid before the application is accepted. You do not get it back if you lose.

The Hearing

Once your application is processed, the city sends a hearing notice with your date and time. At the hearing, you and a city representative each present evidence to the panel. Bring your documentation organized and in order: a copy of the assessment record you are disputing, the comparable sales, photographs, repair estimates, any appraisal, and a short written summary of why the city’s value is wrong.

The board does not rule from the bench. Written decisions arrive by mail within several weeks and spell out whether the assessment stands, drops, or is adjusted some other way.

If You Lose: The Municipal Board of Manitoba

A Board of Revision decision is not the end of the road. You can escalate to the Municipal Board of Manitoba, which hears assessment disputes as a higher tribunal.8Government of Manitoba. Municipal Board – How to Prepare A separate filing fee applies, published on the Municipal Board’s own schedule, and the proceeding is more formal: both sides file detailed submissions and present a fuller case.

Most homeowners resolve their disputes at the Board of Revision stage. The appeals that go further tend to involve larger dollar amounts or genuinely unusual properties where mass appraisal broke down and a short hearing could not do the work.

Pay the Bill While You Appeal

Filing an appeal does not postpone your tax bill. The 2026 property tax deadline is June 30, 2026, and missed payments draw a penalty of 2.5% per month on the unpaid balance.9City of Winnipeg. 2026 Property Tax Bills in the Mail10City of Winnipeg. Payment Frequently Asked Questions Pay the current bill on time, pursue the appeal on its own track, and if the assessment is reduced the city adjusts the account afterward. Withholding payment to make a point just adds a penalty on top of the dispute.
