Why Would Someone Not Have a Social Security Number?

Someone might not have a Social Security number for one of a handful of reasons: a religious exemption, an immigration status that doesn’t come with one, undocumented presence in the country, foreign residence with only tax ties to the United States, or the simple fact that no parent ever applied. Each situation has its own legal basis, and each carries different consequences for daily life.

A Religious Exemption From the System

Members of certain religious groups can legally opt out of Social Security entirely. Federal tax law lets individuals who belong to a recognized religious sect opposed to all forms of public and private insurance apply for a full exemption from Social Security and Medicare taxes. The Old Order Amish and some Mennonite communities qualify because they have long traditions of providing for their members’ financial and medical needs. The sect must have existed continuously since December 31, 1950, and must have a track record of caring for its dependents at a reasonable standard of living.1Office of the Law Revision Counsel. 26 USC 1402 – Definitions

The exemption is claimed on IRS Form 4029, and it works as an irrevocable waiver of every Social Security and Medicare benefit: retirement, disability, survivor payments, and Medicare Part A.2Internal Revenue Service. An Immigration Status That Doesn’t Come With One

Living legally in the United States doesn’t automatically entitle someone to a Social Security number. The SSA issues numbers primarily to people with work authorization from the Department of Homeland Security.4Social Security Administration. Types of Social Security Cards A tourist, a patient here for medical treatment, or anyone else without work authorization has no standard path to a number.

Dependents of international students and foreign workers are the most common example. F-2 visa holders, the spouses and children of F-1 students, are not permitted to work and are not eligible for a Social Security number.5Study in the States. POMS RM 10211.530 – List of Documents Establishing Lawful Alien Status for an SSN Card Thousands of people in these categories live in the country for years without ever getting a number.

There is one narrow exception. A non-citizen without work authorization can apply for an SSN if a federal statute or regulation requires one to receive a federally funded benefit, or if a state or local law requires one for public assistance. Medicaid, Temporary Assistance for Needy Families, and Medicare eligibility based on end-stage renal disease are typical examples.7Social Security Administration. Undocumented Presence in the Country

People living in the country without legal immigration status are ineligible for a Social Security number. This covers individuals who entered without inspection and those who stayed after a temporary visa expired. The SSA requires proof of lawful status or citizenship before issuing a number, so someone without documentation from the Department of Homeland Security has no application to file.9Social Security Administration. Federal law also cuts off the licensing routes that might otherwise call for an SSN. Under 8 U.S.C. ยง 1621, a person who is not lawfully present is generally ineligible for state or local public benefits, including professional and commercial licenses, grants, and many forms of public assistance.10Office of the Law Revision Counsel. 8 USC 1621 – Aliens Who Are Not Qualified Aliens or Nonimmigrants Ineligible for State and Local Public Benefits Narrow exceptions exist for emergency medical care, immunizations, communicable disease treatment, and short-term disaster relief.

Foreign Nationals With U.S. Tax Ties but No Residence

A foreign national who has never lived in the United States but earns money from American investments, owns property here, or otherwise has a federal tax filing obligation needs a way to file returns. That’s what the IRS Individual Taxpayer Identification Number is for. An ITIN lets someone comply with federal tax law without entering the Social Security system at all.11Internal Revenue Service. About Form W-7, Application for IRS Individual Taxpayer Identification Number

Applying means filing Form W-7 with a federal tax return and original documents, or certified copies from the issuing agency, that prove foreign status and identity.12Internal Revenue Service. Instructions for Form W-7 One detail worth flagging: an ITIN expires if it goes unused on a federal tax return for three consecutive years, and it has to be renewed before it can be used again.13Internal Revenue Service. How to Renew an ITIN Someone who files sporadically may end up renewing more than once over a long-term investment.

A Child Whose Parents Never Applied

Plenty of children go without a Social Security number because no one has submitted the paperwork. The SSA’s Enumeration at Birth program lets parents request a number at the hospital when they register the birth, and most parents use it. But participation is voluntary, not legally required.14Social Security Administration. Social Security Numbers for Children

Some parents delay while a legal name change is pending. Others simply never feel the need until tax season. The IRS requires a valid Social Security number for any child claimed as a qualifying dependent for the Child Tax Credit or Additional Child Tax Credit; a child with only an ITIN doesn’t qualify.15Internal Revenue Service. Child Tax Credit 4 Claiming a child as a dependent at all requires an SSN on the return.16Internal Revenue Service. Dependents 9 Families who don’t claim these benefits may have children who go years without a number, with no legal consequence until one is actually needed.

What Life Without a Social Security Number Looks Like

Whatever the reason, the daily friction is real. American institutions treat the SSN as the default identifier, so not having one creates obstacles beyond tax filing.

Banking

Federal regulations require banks to collect a taxpayer identification number before opening an account. For U.S. persons that means a Social Security number, and a bank can’t open the account unless the customer has at least applied and the bank obtains the number within a reasonable time.17eCFR. 31 CFR 1020.220 – Customer Identification Program Requirements for Banks Non-U.S. persons have more flexibility, since a passport number or other government ID can substitute, but many institutions still ask for an SSN or ITIN by default. People without any taxpayer identification number often find themselves shut out of the formal banking system.

REAL ID and Air Travel

Since May 2025, a REAL ID-compliant license or identification card has been required to board domestic flights and enter federal facilities. States must collect and verify a Social Security number with the SSA as part of the REAL ID application, even though applicants no longer need to bring a physical card as proof.18Transportation Security Administration. REAL ID Frequently Asked Questions Without an SSN, a REAL ID is not available. Some states still issue a standard non-REAL ID license, but it won’t work at airports or federal buildings.

Health Coverage

Private health insurance applications may not be delayed or denied solely because an applicant lacks an SSN, and only people who already have a valid number are required to provide one. Public programs like Medicaid ordinarily ask for an SSN because federal law ties eligibility verification to it, so applicants without one should expect extra paperwork and longer processing even when they are otherwise eligible.

Getting a Number as an Adult

An adult who has never had a Social Security number and now needs one faces more scrutiny than the hospital form parents fill out for a newborn. Anyone age 12 or older applying for an original number must appear in person for an interview at a Social Security office.19Social Security Administration. Code of Federal Regulations 422.107

The SSA asks for original documents, not photocopies, proving three things: age, identity, and citizenship or immigration status. A birth certificate usually covers age and citizenship. Identity requires a separate document showing your name with either a photograph, date of birth, or parents’ names, such as a driver’s license, state ID, or passport.20Social Security Administration. Time spent living abroad can be shown with a passport and foreign school or employment records. For time spent in the United States, the SSA may check school records or ask for tax transcripts confirming no prior number.

Non-citizens follow the same track but must also present a current immigration document, such as a Permanent Resident Card, Employment Authorization Document, or an unexpired foreign passport with an I-94 arrival record, and demonstrate either work authorization or a valid non-work reason for needing a number.20Social Security Administration.
