If you are wondering why your IRS account is suspended, it comes down to one of three things: the agency flagged a filed return as possible identity theft, ID.me could not verify you during login, or the account sat unused long enough that the system disabled it. Each cause has its own fix, and some require far more paperwork than others.
Suspected Identity Theft on a Return
The IRS is required by federal law to keep your return information confidential and shield it from unauthorized access.1Office of the Law Revision Counsel. 26 USC 6103 – Confidentiality and Disclosure of Returns and Return Information When something on a return filed under your Social Security number looks off, the agency locks the online account and mails a verification letter. Common triggers include a return that doesn’t match your historical filing patterns, logins from unfamiliar locations, or multiple returns filed under the same SSN.
The letter you receive determines how you verify. Read it before doing anything else, because using the wrong channel wastes time.
Letter 5071C or a CP5071 Series Notice
This means the IRS received a return under your SSN or ITIN and needs you to confirm whether you filed it.2Internal Revenue Service. Understanding Your CP5071 Series Notice If you did file it, verify online through the link in the letter or call the number it lists. Have the return in question, your prior-year return, and supporting W-2s and 1099s in front of you. If you did not file it, call immediately: someone may be using your information.
Letter 4883C
Verification for 4883C is phone-only. Call the Taxpayer Protection Program number on the letter with the letter itself, the tax return in question, a prior-year return if you have one, and supporting documents ready.3Internal Revenue Service. Understanding Your Letter 4883C If the phone verification doesn’t clear you, the representative will schedule an in-person appointment.
Letter 5747C
5747C requires an in-person visit to a Taxpayer Assistance Center. Call the number on the letter to book the appointment, and plan to appear personally even if you normally use a representative.4Internal Revenue Service. Understanding Your Letter 5747C Bring a government-issued photo ID, a second form of identification such as a Social Security card or utility bill matching your address, the letter, the return, and any supporting documents.
Do not sit on any of these letters. Until you verify, the IRS will not process the return in question, so any refund stays on hold indefinitely while penalties on anything you owe keep accruing.
ID.me Locked You Out
ID.me is the identity verification service the IRS uses for online account access.5Internal Revenue Service. New Identity Verification Process to Access Certain IRS Online Tools and Services Lockouts here fall into two categories, and telling them apart saves hours.
Too Many Failed Login Attempts
Repeated wrong passwords or missed multi-factor codes trigger a temporary lockout, because the system treats the pattern as a possible brute-force attack. Wait 24 hours, then use the “Forgot password” option to reset your credentials. Guessing at the old password after the lockout expires is what pushes people into a second lockout.
Verification Failed
If the selfie you took during signup or re-verification didn’t match your driver’s license or passport photo, ID.me flags the attempt as possible impersonation. The usual causes are dim lighting, a low-resolution camera, or glare on the holographic security features of your ID. When the automated match fails, ID.me offers a video call with an agent who reviews your documents live. If that doesn’t work either, ID.me runs in-person verification at participating retail locations where a technician handles it with your documents in hand.
The Account Was Inactive Too Long
The IRS suspends online accounts that sit dormant for an extended period, because dormant accounts are prime targets: the real owner is unlikely to notice unauthorized access for months. Reactivating after an inactivity suspension usually means going through full identity verification from scratch, the same way you set the account up the first time.
Confirm the Notice Is Real Before You Act
Before you rush to fix a suspension, make sure the notice actually came from the IRS. The agency does not send unsolicited emails about your tax account.6Internal Revenue Service. Scam Email Sends Malicious Software to Recipients Computers Any email, text, or social media message claiming your IRS account has been locked, demanding immediate payment, or threatening arrest or deportation is a scam.
Watch for misspelled links that don’t point to irs.gov and attachments that could install malware.7Internal Revenue Service. - State-issued driver’s license
- State ID card, if the state’s ID standards match its driver’s license standards
- U.S. passport or passport card
- Federal, state, or local government agency photo ID
Secondary documents can back those up:
- Social Security card
- Birth certificate
- Marriage certificate or court order for a name change
- Voter registration card
- Vehicle registration or title
- Current school ID with a photograph
Every document must be current and unexpired. When photographing an ID for upload, capture all four corners in good ambient light and skip the flash; glare on holographic features is the top reason automated verification rejects an upload. The information you type in has to match what’s on the document, down to the zip code and date of birth.
How to Reactivate the Account
Online Through ID.me
Go to the IRS online account page and start the sign-in, which redirects you to ID.me.10Internal Revenue Service. Online Account for Individuals Upload clear photos of your identification and take a fresh selfie. If the automated system cannot confirm you, it will offer a video call with an agent who reviews your documents in real time.
In Person
If online and video both fail, ID.me offers identity verification at participating retail locations. You can also visit an IRS Taxpayer Assistance Center by calling ahead to schedule.11Internal Revenue Service. Contact Your Local IRS Office Bring a current government-issued photo ID, a second form of identification, your taxpayer identification number, and any relevant tax documents. Arrive within 15 minutes of the scheduled time, or the appointment may be canceled.
By Phone
The individual assistance line is 800-829-1040, open Monday through Friday, 7 a.m. to 7 p.m. local time.12Internal Revenue Service. Let Us Help You Have your SSN, date of birth, filing status, and most recent return on hand so the representative can verify you before discussing the account. If you received a specific letter, call the number printed on it instead; that number routes to the team already working your case.
What Still Works While You’re Locked Out
A locked online account does not freeze your tax obligations, and it does not cut off every channel. You can still file, pay, and request records.
For tax transcripts, mail or fax Form 4506-T. Most requests are processed within 10 business days, and the transcript is mailed to the address on your most recent return.13Internal Revenue Service. Request for Transcript of Tax Return Form 4506-T The form covers return transcripts, account transcripts, records of account, verification of nonfiling, and W-2 or 1099 transcripts.
If you already have an installment agreement, direct-debit payments continue running regardless of login access. What you lose is the ability to change the payment amount, adjust the due date, or update bank information online.14Internal Revenue Service. Payment Plans; Installment Agreements For any of those changes, call 800-829-1040 while online access is down.
Keep It From Happening Again
Once you’re back in, the single most useful protection is an Identity Protection PIN. An IP PIN is a six-digit number the IRS assigns you that has to appear on your return before the agency will process it, which blocks anyone with your SSN but not your PIN from filing in your name.15Internal Revenue Service. Get an Identity Protection PIN Anyone with an SSN or ITIN who can verify their identity is eligible, and parents can request one for dependents. The fastest way to get one is through the IP PIN section of your online account profile.
Beyond that, log in once or twice a year so the account doesn’t go dormant. Store your ID.me credentials in a password manager instead of guessing and triggering lockouts. And update your address with the IRS promptly when you move, so verification letters and mailed transcripts actually reach you.
