Why Did I Get a US Treasury Check? Reasons, Verification, and Scam Signs

If you’re wondering why you got a US Treasury check in the mail, the most likely answer is a federal tax refund or a government benefit payment. The Bureau of the Fiscal Service issues checks on behalf of nearly every federal agency, so payments authorized by the IRS, the Social Security Administration, the Department of Veterans Affairs, and others all arrive with “U.S. Treasury” on the front. A check you weren’t expecting is almost always legitimate, but counterfeit Treasury checks do circulate, and it’s worth taking a few minutes to identify the source and confirm the check is real before you deposit it.

The Most Likely Reasons

A federal tax refund is the single most common explanation. If you overpaid income taxes or qualified for a refundable credit like the Earned Income Tax Credit or the Additional Child Tax Credit, and you didn’t choose direct deposit on your return, the IRS sends the refund as a paper Treasury check.1Internal Revenue Service. A second, smaller check sometimes follows a refund. If the IRS took more than 45 days after your filing deadline to process your return, the law requires it to pay interest on the delayed amount, and that interest goes out as a separate Treasury check.2Internal Revenue Service. Interest The interest is taxable, and you’ll receive a Form 1099-INT for any amount of $10 or more.3Internal Revenue Service. 13.9 Million Americans to Receive IRS Tax Refund Interest

Federal benefits are the other big category. Social Security retirement, disability, and survivor payments; VA benefits; and federal employee pensions all come from the Treasury. Almost all of these payments (about 98%) go out by direct deposit, so a paper check usually means your banking information changed, a new benefit just started, or the direct deposit setup didn’t take. Social Security payments follow a schedule tied to your birth date: the second Wednesday of the month for birthdays on the 1st through 10th, the third Wednesday for the 11th through 20th, and the fourth Wednesday for the 21st through 31st.4Social Security Administration. Other legitimate sources include federal jury duty pay at $50 per day,5Office of the Law Revision Counsel. 28 USC 1871 – Fees settlements from lawsuits involving the federal government, disaster relief payments, and occasional catch-up or corrected Economic Impact Payments from the COVID-19 stimulus rounds.

How to Tell Which Agency Sent It

Look at the check itself first. Treasury checks include an “issue type” or memo field near the bottom that identifies the purpose of the payment. Abbreviations like “TAX REF” indicate a tax refund, and “SOC SEC” indicates a Social Security payment. The check also carries an agency location code, a number tied to the federal agency that authorized the disbursement.

Check for accompanying mail too. The IRS, SSA, and VA generally send a letter explaining the payment either with the check or in a separate envelope. If you recently filed a return, applied for benefits, served on a federal jury, or dealt with the government in court, that’s almost certainly your answer.

When nothing on the check or in your recent history explains it, call the agency directly. Look up the phone number on the agency’s official .gov site rather than dialing anything printed on the check, especially if you have any doubt about whether the check is real.

Why the Amount Might Be Less Than You Expected

If you were expecting a specific refund and got a smaller check, the Treasury Offset Program is the usual reason. Before any federal payment goes out, the Bureau of the Fiscal Service matches the payee against a database of people who owe delinquent debts to federal or state agencies. If there’s a match, the payment is reduced to cover part or all of that debt.6Bureau of the Fiscal Service. Treasury Offset Program – How TOP Works

The debts that trigger an offset include past-due child support, defaulted federal student loans, outstanding federal taxes, and certain state debts. Federal agencies must refer debts to the program once they’re 120 days overdue, and the agency holding the debt is required to notify you at least 60 days before it does.6Bureau of the Fiscal Service. How to Verify the Check Is Real

Genuine Treasury checks carry several security features you can check without special equipment. The paper has a watermark reading “U.S. TREASURY” that’s visible from both sides when held up to a light. What looks like a thin line on the check is actually microprinted text; under a magnifying glass it resolves into readable characters, but a copier reproduces it as a solid line or a row of dots.8Fiscal.Treasury.gov. The Treasury seal sits to the right of the Statue of Liberty image and should read “Bureau of the Fiscal Service.” The seal uses security ink that bleeds red when moisture is applied. Under a black light, a pattern invisible to the naked eye becomes visible: four lines of “FMS” or “FISCALSERVICE” text bracketed by government seals, typically under the payee name and dollar amount area.8Fiscal.Treasury.gov. Your bank can verify a Treasury check through the Treasury Check Verification System at tcvs.fiscal.treasury.gov, using the routing number, check number, and amount. Scam Warning Signs

The clearest red flag is receiving a check you cannot connect to any government interaction: no tax return, no benefits, no jury service, no federal lawsuit. Legitimate Treasury checks always trace back to a specific program or obligation.

Be especially wary if the check comes with instructions to deposit it and send part of the money back. That’s the overpayment scam. The check appears to clear, you wire “excess” funds to the sender, and when the check bounces you’re on the hook for the full amount. No federal agency will ever send more than you’re owed and ask you to return the difference. Treasury checks also do not arrive as prizes, lottery winnings, or survey rewards.10United States Secret Service. Know Your U.S. Treasury Check Campaign

Missing or wrong security features are the other giveaway. A missing watermark, blurry microprinting, or a seal that reads “Financial Management Service” instead of “Bureau of the Fiscal Service” points to a counterfeit.10United States Secret Service. Know Your U.S. Treasury Check Campaign

If you suspect the check is fake, don’t cash or deposit it, even out of curiosity. Knowingly passing a forged Treasury check carries federal penalties of up to ten years in prison, or up to one year if the face value is $1,000 or less.11Office of the Law Revision Counsel. 18 U.S. Code 510 – Forging Endorsements on Treasury Checks or Bonds or Securities of the United States Even without knowledge, if you deposit a fake check your bank will charge back the amount once it’s returned unpaid. If the Check Isn’t Yours

Occasionally a Treasury check arrives that isn’t meant for you: an IRS refund you weren’t owed, or a benefit check for a former resident or a deceased family member.

For an erroneous IRS refund you haven’t cashed, write “Void” in the endorsement area on the back, attach a short note explaining that it’s a return of an erroneous refund, and mail it (without staples or folds) to the IRS address listed for your state on the About Form 3911 page. The IRS asks you to do this within 21 days. If you already cashed it, send a personal check or money order for the same amount, noting “Payment of Erroneous Refund,” the tax period, and your taxpayer identification number. Interest may accrue from the date you cashed it.13Internal Revenue Service. Topic No. 161, Returning an Erroneous Refund – Paper Check or Direct Deposit

A Treasury check for someone who has died should not be cashed. Recurring benefit payments like Social Security and pensions cannot be negotiated after the payee’s death. Return the check to the certifying agency, which will determine whether any amount is still owed and to whom.14eCFR. 31 CFR 240.15 – Checks Issued to Deceased Payees For Social Security payments, notify the SSA promptly so future checks stop.

Treasury Checks Expire After One Year

Treasury checks are only valid for 12 months from the date of issue. After that, the Secretary of the Treasury is no longer required to honor them,15Office of the Law Revision Counsel. 31 USC 3328 – Paying Checks and Drafts and the TCVS system flags expired checks so banks won’t cash them.9Bureau of the Fiscal Service. If you find an old Treasury check that has expired, the money is not lost. Contact the federal agency that authorized the original payment and request a replacement; the Bureau of the Fiscal Service confirms that the issuing agency can reissue.16Bureau of the Fiscal Service.
