Why Banks Close on Federal Holidays: The Fed’s Payment Calendar

Banks close on federal holidays because the Federal Reserve’s payment systems close on those days, and without them banks cannot move money between institutions. The Fed operates the plumbing that lets one bank pay another, clear checks, and settle end-of-day balances. When that plumbing goes dark, most banking activity has nowhere to go, so branches close alongside it.

The Fed’s Payment Systems Set the Calendar

Commercial banks do not settle with each other directly. They rely on accounts held at the twelve regional Federal Reserve Banks, which the Board of Governors supervises under federal law.1Office of the Law Revision Counsel. 12 USC 248 – Enumerated Powers Two Fed services do most of the work. The Fedwire Funds Service moves high-value, time-sensitive transfers between banks in real time. The National Settlement Service handles the net balances banks owe each other at the end of a processing cycle. With Fedwire and the settlement system offline, a bank cannot finalize outgoing transfers to other institutions. A branch that stayed fully open on a holiday would only accumulate unsettled transactions and increase the risk of accounting errors. So nearly every bank in the country closes when the Fed closes. The Automated Clearing House network, which carries direct deposits, recurring bill payments, and most electronic transfers between banks, follows the same holiday calendar and does not process on those days.

The Eleven Holidays Banks Observe

Federal law lists eleven legal public holidays, and the Fed’s closure schedule tracks that list:3Office of the Law Revision Counsel. 5 USC 6103 – Holidays

  • New Year’s Day, January 1
  • Birthday of Martin Luther King Jr., third Monday in January
  • Washington’s Birthday, third Monday in February
  • Memorial Day, last Monday in May
  • Juneteenth National Independence Day, June 19
  • Independence Day, July 4
  • Labor Day, first Monday in September
  • Columbus Day, second Monday in October
  • Veterans Day, November 11
  • Thanksgiving Day, fourth Thursday in November
  • Christmas Day, December 25

Six of these always fall on a set weekday, so the observance is settled. The other five — New Year’s Day, Juneteenth, Independence Day, Veterans Day, and Christmas Day — sit on fixed calendar dates and sometimes land on a weekend.

When a Fixed-Date Holiday Falls on a Weekend

If one of those holidays falls on a Sunday, every Federal Reserve office closes the following Monday, and banks follow suit.4Federal Reserve Board. Saturday is different. Federal law makes the preceding Friday the observed holiday for government workers on a Monday-through-Friday schedule.3Office of the Law Revision Counsel. 5 USC 6103 – Holidays The Federal Reserve Banks and their payment systems, however, stay open on that Friday; only the Board of Governors in Washington closes.4Federal Reserve Board. K.8 – Holidays Observed by the Federal Reserve System 2026-2030 Independence Day in 2026 falls on Saturday, July 4, so Fedwire and settlement will run normally on Friday, July 3, even if individual banks decide to close branches that day as a staffing matter.

Are Banks Legally Required to Close?

No. The regulation governing national bank operating hours leaves the schedule to each institution’s board of directors.5eCFR. 12 CFR 7.3000 – National Bank and Federal Savings Association Operating Hours and Closings State-chartered banks answer to their own state rules, which generally do not require holiday closures either. Closing is a practical response to the payment systems being offline, not a legal command.

There is a narrow twist. When a state or an authorized state official declares an emergency or ceremonial holiday, that day automatically becomes a legal holiday for national banks and federal savings associations in the affected area. Even so, those institutions can choose to stay open or close, unless the Comptroller of the Currency orders otherwise.5eCFR. 12 CFR 7.3000 – National Bank and Federal Savings Association Operating Hours and Closings Credit unions typically follow the federal holiday calendar as well, but that too is an institutional decision.

What Works and What Stalls on a Bank Holiday

You can still use ATMs, check balances, and move funds between your own accounts through a mobile app. What pauses is anything that has to travel between different financial institutions. If your employer’s direct deposit is set for a Monday holiday, the money will not arrive until Tuesday. A check dropped in an ATM on a holiday will not begin verification until the next business day. Regulation CC defines a “business day” for deposit-availability purposes as any calendar day other than a Saturday, Sunday, or federal holiday, and the clock on when your bank must make funds available does not start until the next business day under that definition.6eCFR. 12 CFR Part 229 – Availability of Funds and Collection of Checks (Regulation CC)

International wire transfers slow down for the same reason. A payment routed through the U.S. banking system on a federal holiday sits idle until Fedwire reopens, regardless of what banks in the destination country are doing. Building a day or two of buffer around a U.S. holiday is worth it if you are trying to hit a deadline abroad.

Real-Time Systems That Do Run on Holidays

Two newer networks operate around the clock, every day of the year, including federal holidays. The FedNow Service, which the Federal Reserve launched in 2023, runs on a 24-hour funds-transfer business day every day of the week, including Federal Reserve holidays.7Federal Reserve Bank Services. The Real-Time Payments network, operated by The Clearing House, offers similar always-on availability for transactions up to $10 million.8The Clearing House. Real Time Payments Either can settle a transfer on Christmas Day, but only if both your bank and the recipient’s bank are connected. Not every institution has signed on.

The Reason May Not Hold Much Longer

In late 2025, the Federal Reserve Board announced plans to expand the Fedwire Funds Service and National Settlement Service to run 22 hours a day, six days a week, Sunday through Friday, including weekday holidays.9Federal Register. The Board has said it will consider a further move to 22 hours a day, seven days a week, no sooner than two years after the initial rollout. Saturdays are excluded from the first phase because of the operational strain on smaller institutions.10Federal Register. Once the expansion takes effect, the core reason banks close on weekday holidays, the unavailability of Fedwire, largely goes away. Whether branches actually open on those days is a separate call. Many banks may continue to close for staffing and cultural reasons even when the payment rails are running. But the practical barrier that makes holiday closure almost unavoidable today is on track to be removed within the next few years.
