Banks close on federal holidays because the Federal Reserve shuts down its payment processing systems on those days, and without the Fed acting as the middleman, banks cannot settle transactions with one another. No federal law actually forces a private bank to lock its doors. The closures are a business decision that follows from the underlying fact that the plumbing behind interbank payments has been switched off.
The Fed Runs the Plumbing, and the Plumbing Goes Dark
The 12 regional Federal Reserve Banks are the backbone of the American payment system. They process electronic transfers through the Automated Clearing House, settle wire transfers through Fedwire, clear checks, and hold the reserve balances that commercial banks draw from throughout the day.1Board of Governors of the Federal Reserve System. On a Fed holiday, that intermediary disappears. Fedwire, which handles large-value wire transfers, does not open at all on any day the Federal Reserve observes as a holiday.2Federal Reserve Financial Services. That is the real reason branches close. Running a full staff when the settlement systems are down and the stock exchanges are also closed produces labor costs with almost no revenue against them. The 11 Holidays the Federal Reserve Observes

What Happens When a Holiday Falls on a Weekend
Weekend holidays don’t simply vanish. When a holiday falls on a Sunday, all Federal Reserve offices close the following Monday. When it falls on a Saturday, the Federal Reserve Banks stay open the preceding Friday, though the Board of Governors in Washington closes.6Federal Reserve Board. A Sunday holiday effectively creates a Monday closure, which is the version that tends to catch people off guard.
What Actually Gets Delayed
The consequences of a Fed holiday reach almost every kind of transaction.
Direct Deposits and ACH Payments
The ACH network carries payroll deposits, automatic bill payments, and person-to-person transfers. The Fed operates as one of the two ACH operators, receiving payment files from banks, sorting them, and settling by crediting and debiting each bank’s account.7Board of Governors of the Federal Reserve System. If your payday lands on a federal holiday, what happens depends on your employer. Many employers submit payroll files a day early so deposits clear before the holiday, in which case you may see your money a day ahead of schedule. If the employer doesn’t adjust, the deposit typically posts on the next business day after the holiday.
Wire Transfers and Checks
Wire transfers follow the Fedwire schedule. Initiate a wire the day before a holiday and it may settle that evening; initiate it on the holiday itself and it won’t move until the next business day. Check clearing works the same way. Even a check deposited through a mobile app cannot finish clearing without the Fed’s infrastructure. Under federal funds-availability rules, a holiday is not a business day, so it doesn’t count toward the hold period on a deposit. Tax and Contract Deadlines
Official deadlines shift too. If a tax filing due date falls on a Saturday, Sunday, or legal holiday, the IRS extends the deadline to the next business day.9Internal Revenue Service. The One Fed System That Doesn’t Stop
FedNow, the instant payments service the Federal Reserve launched in 2023, is the exception. It operates 24 hours a day, every day of the year, including weekends and federal holidays.10Federal Reserve Financial Services. Adoption is still growing, though, and FedNow handles individual transfers rather than bulk payments like payroll. ACH and Fedwire still carry the overwhelming majority of payment volume, which is why holidays continue to create real delays for most transactions.
What You Can Still Do When Branches Are Closed
A closed lobby isn’t a total lockout. ATMs work on federal holidays for cash withdrawals, balance checks, and deposits. Online and mobile banking keep running as well, so you can pay bills, move money between your own accounts, and deposit checks by phone camera. The limitation sits on the back end: anything that requires interbank settlement waits for the next business day, and any hold period on a deposit doesn’t begin counting down until the bank reopens.
State Holidays and Emergency Closings Are Different
Some states declare their own holidays.
