These transfers happen without your input. You Don’t Get to Pick a Center

Paper petitions go to a USCIS lockbox chosen by your state of residence and whether you are filing concurrently with an I-485. The lockbox collects the fee and forwards the case to a service center. What Actually Drives Your Wait
The biggest single factor in how long your I-130 takes is the beneficiary’s immigration category. Two petitions filed on the same day at the same center can be years apart in outcome for this reason.
Immediate Relatives
If you are a U.S. citizen petitioning for your spouse, your unmarried child under 21, or your parent (you must be at least 21 to petition for a parent), the beneficiary is an immediate relative. All other family-sponsored relationships fall into preference categories with annual caps. USCIS publishes estimated processing times through an online tool. Select Form I-130, choose the beneficiary category, then pick the office or center shown on your receipt notice.10U.S. Citizenship and Immigration Services. Submit an Online Service Request

Request Expedited Processing
Premium processing under Form I-907 is not available for Form I-130.13U.S. Citizenship and Immigration Services. I-907, Request for Premium Processing Service USCIS may still grant a discretionary expedite in narrow situations: severe financial loss to a person or company, urgent humanitarian reasons, a qualifying nonprofit request tied to U.S. cultural or social interests, a compelling U.S. government interest, or a clear USCIS error requiring correction. Ask Your Congressional Representative
Every member of Congress has a constituent services office that can inquire with USCIS on your behalf. Contact the representative’s or senator’s office and ask about their immigration casework process. Congressional offices route inquiries through a dedicated USCIS portal, email, or fax, and use the receipt number prefix to reach the right USCIS unit. File a Federal Mandamus Action
As a last resort, you can sue in federal court seeking a writ of mandamus to compel USCIS to act on your petition. To succeed you generally must show a clear right to a decision, a clear duty on the agency’s part to adjudicate, no other adequate remedy, and delay extreme enough to warrant court intervention. Courts weigh factors including how long the case has been pending, its complexity, and the impact of the delay on the petitioner. This route usually requires an immigration attorney and is reserved for genuinely egregious waits after other steps have been tried.
