More than a dozen states that freeze property taxes for seniors offer some version of the benefit, but the protection varies a lot. A few states lock in the actual dollar amount on your tax bill. Most freeze only the assessed value of your home while letting local tax rates continue to change. One state reimburses you for the increase rather than preventing it upfront. The difference matters: an assessment freeze still lets your bill drift up when rates rise, while a true tax freeze keeps the payment flat regardless of what happens around you.
States That Freeze the Actual Tax Bill
A small group of states freezes the dollar amount a qualifying senior owes rather than just the underlying home value. These programs offer the strongest protection.
Texas
Texas locks in school district taxes for homeowners 65 and older at the amount owed in the first year they qualified for the over-65 homestead exemption.1State of Texas. Home improvements can push the ceiling upward to reflect the added value, but ordinary market appreciation cannot. Cities, counties, and junior college districts may also adopt a tax ceiling for seniors, though unlike school districts they are not required to.
Tennessee
Tennessee’s Property Tax Freeze Act allows counties and municipalities to adopt a program that locks the tax on a senior’s primary residence at the amount owed in the year they first qualify.2Tennessee Comptroller of the Treasury. Property Tax Freeze The catch: each local government has to opt in. If your county or city has not adopted the program, the freeze is not available to you. Applicants must be 65 or older by the end of the year they apply, and income limits vary by jurisdiction, running roughly from about $37,500 to $67,500.
New Jersey
New Jersey takes a different route. Its Senior Freeze program reimburses eligible seniors for the difference between the property taxes owed in a base year and the current year’s bill.3NJ Division of Taxation. The end result mirrors a freeze, but the timing is different, so you need cash flow to carry the full bill while you wait.
Eligibility requires being 65 or older, owning and living in the home since at least December 31 three years before the application year, and having combined household income of $172,475 or less for the 2025 tax year.4New Jersey Division of Taxation. Oklahoma
Oklahoma calls its program a “property valuation limitation” and freezes the assessed value of a senior’s homestead so it cannot rise above the level set in the base year. Homeowners must be 65 or older as of January 1, must occupy the property as their primary residence, and must fall within a gross household income limit set by the U.S. Department of Housing and Urban Development for their specific county.6Oklahoma Tax Commission. 2026 Form 994 Application for Property Valuation Limitation Applications are due by March 15 or within 30 days of receiving a notice of valuation increase, whichever is later. The income thresholds change each year and differ by county.
States That Freeze the Assessed Value
A larger group of states freezes the assessed or equalized value of the home rather than the tax bill itself. Your home’s taxable value stays locked at the base year level, but local taxing bodies can still adjust their rates. Rate increases tend to be modest in most years, so an assessment freeze still shields you from the biggest driver of property tax growth: rising home values.
Illinois
The Low-Income Senior Citizens Assessment Freeze Homestead Exemption freezes the equalized assessed value of a qualifying home at the base year level.7Illinois General Assembly. 35 ILCS 200/15-172 – Low-Income Senior Citizens Assessment Freeze Homestead Exemption The exemption equals the difference between the current year’s equalized assessed value and the base amount, effectively erasing any value increase. Applicants must be 65 or older, own and occupy the home as a primary residence, and meet a household income cap. For 2026, the maximum household income rises to $75,000, up from $65,000.8State of Illinois. Washington
Washington freezes the taxable value of a senior’s residence in the first year they qualify and also exempts a portion of local levies, creating a two-layer benefit.9Washington State Department of Revenue. Washington sets the minimum age at 61 rather than 65. Georgia
Georgia’s system is a patchwork. At the state level, a floating inflation-proof county homestead exemption is available to residents 62 and older with household income of $30,000 or less, keeping value increases from affecting the county portion of the tax bill.11Georgia Department of Revenue. Property Tax Homestead Exemptions Beyond that, at least 36 counties have adopted their own local valuation freezes that lock a home’s assessed value at a base year level for as long as the senior lives there. Some apply to school taxes, some to all county taxes, and income requirements vary by county. Georgia seniors have to check with their local tax assessor to find out exactly what is available.
Other States with Assessment Freezes
Arizona, Arkansas, Louisiana, New Mexico, Rhode Island, and South Dakota also offer programs that cap or freeze the assessed value of a senior’s home. Income limits, age thresholds, and coverage details differ in each state. Most set the qualifying age at 65 and require the home to be the applicant’s primary residence.
Freeze, Assessment Freeze, and Exemption Are Not the Same
The terminology gets muddled. A property tax freeze locks in the dollar amount you owe. An assessment freeze locks in your home’s taxable value but lets the tax rate float. An exemption reduces the taxable value by a fixed amount each year. Some states blend these, like Washington’s combined value freeze and levy exemption.
The practical difference shows up when local governments raise rates. Under a true tax freeze, like Texas school district taxes or Tennessee’s opt-in program, your bill stays flat no matter what. Under an assessment freeze, like Illinois or Georgia, your bill can inch up if the local rate increases, though you are still shielded from the much larger effect of rising property values. A reimbursement model like New Jersey’s achieves the same end result as a freeze but requires you to front the money and wait for a check.
Who Qualifies
Every state sets its own rules, but a few requirements show up almost everywhere. Most states require the applicant to be 65 or older, though Georgia drops to 62 and Washington to 61. The home must be the applicant’s primary residence, and many programs require between one and three years of ownership before you can apply. Income limits are the most common stumbling block. They usually count all household income: Social Security, pensions, investment earnings, and any other revenue. Temporary absences for medical care or a nursing home stay generally do not disqualify you, as long as the property is not rented out. A spouse or co-owner living in the residence has their income counted toward the household total.
How to Apply
Applications are handled locally in most states, usually through the county assessor, county trustee, or the state department of revenue.2Tennessee Comptroller of the Treasury. Property Tax Freeze You will generally need:
- Proof of age, such as a driver’s license, birth certificate, or passport.
- Proof of residency, such as a voter registration card or utility bill.
- Income documentation: federal tax returns, 1099s for pensions and Social Security, and W-2s from the previous calendar year. - Property identification, meaning the parcel number from your most recent tax bill or deed.
Deadlines vary by state, most falling between February and May. Missing the deadline usually means waiting until the next tax year. There is generally no fee.
Most Programs Require Annual Renewal
Do not assume your freeze is permanent. Most programs require annual renewal to confirm you still meet the income and residency rules. Texas is the exception. Once your school district tax ceiling is set, it stays in place as long as you own and live in the home, no annual paperwork required.1State of Texas. This is where most people lose the benefit unnecessarily. A calendar reminder a few weeks before the deadline is worth setting.
What Happens If You Sell, Move, or Die
A freeze is tied to the specific home and the specific owner. Sell the house and move across town and the freeze does not follow you. You would need to reapply at the new address, where a new base year gets established at the new home’s current tax level.
Texas is unusual in allowing portability. Homeowners who move to a new home within the same school district can transfer a proportional version of the ceiling to the new residence.1State of Texas. When a qualifying homeowner dies, the freeze typically ends unless a surviving spouse independently meets the eligibility rules. In New Jersey, a surviving spouse can maintain the Senior Freeze if they were part of the same household and meet the age, income, and residency criteria on their own.4New Jersey Division of Taxation. No state requires the estate to repay previously frozen taxes.
Because these programs are administered locally and legislatures adjust them often, checking with your county assessor or trustee each year is worthwhile, even if you were told before that you did not qualify.
