Which Delivery Apps Accept EBT for Grocery Delivery?

If you get SNAP benefits, the delivery apps that accept EBT include Instacart, DoorDash, Uber Eats, and Gopuff, along with the delivery and pickup services run by Walmart, Amazon, Kroger, and Target. Coverage has expanded steadily since the USDA launched its SNAP Online Purchasing Pilot in 2019, and most people with an EBT card now have at least one option that reaches their address. The catch is that EBT only pays for eligible food, so you’ll always need a second card on file for fees, tips, and anything that isn’t groceries.

The Apps and What Each One Covers

Two kinds of services handle online EBT orders: multi-store delivery platforms that pull from many chains, and individual retailers that run their own ordering through a website or app.

Multi-Store Delivery Platforms

Instacart has the widest retailer network for EBT orders. Participating stores include Aldi, Albertsons, Safeway, Costco, Kroger, Food Lion, Stop & Shop, Giant, Publix, Meijer, Hy-Vee, and dozens of regional chains and co-ops. Both delivery and pickup are available at participating locations.1Instacart. Participating EBT SNAP Retailers and States

DoorDash accepts SNAP benefits at Aldi, Albertsons, Safeway, Meijer, Hy-Vee, Food Lion, Stop & Shop, Sprouts, Smart & Final, Walgreens, and select 7-Eleven locations, among others.2DoorDash. Use Your SNAP Benefits on DoorDash

Uber Eats supports EBT grocery orders from Albertsons, Safeway, Giant Eagle, Jewel-Osco, Meijer, Sprouts, Wegmans, Smart & Final, and Winn-Dixie, plus convenience retailers like CVS, Walgreens, and 7-Eleven.3Uber Eats. Using SNAP Benefits for Groceries

Gopuff, which focuses on fast delivery of convenience and grocery items, also accepts EBT for qualifying orders once you connect your SNAP EBT card to your account.4Gopuff. Gopuff Donating Up to $10 Million in Free Groceries to SNAP Recipients

Retailers That Handle Their Own EBT Orders

Walmart accepts SNAP EBT and EBT Cash for online transactions in all 50 states, with shipping, pickup, and delivery available where offered.5Walmart. SNAP Online

Amazon accepts SNAP EBT nationwide on Amazon.com grocery items and on Amazon Fresh. The main Amazon.com grocery section carries shelf-stable pantry staples, while Amazon Fresh, available in select cities, includes perishables like produce, meat, and dairy.6National Council on Aging. Kroger accepts SNAP EBT at all participating pickup locations and through delivery on its website and app. You can save your EBT card in Kroger’s online wallet and split payment with another card.7Kroger. SNAP EBT Frequently Asked Questions

Target accepts EBT for grocery shipping, pickup, and Same Day Delivery orders in eligible states. Same Day Delivery lets you order below Target’s usual $35 minimum, but a $7 delivery fee applies and has to be paid with a non-EBT method.8Target. Target Help – SNAP EBT

What Your EBT Card Will and Won’t Pay For

Every one of these platforms works the same way at checkout: your EBT balance covers eligible food, and everything else lands on a backup credit or debit card. That’s why each app requires a second payment method on file before you can place an order.

SNAP covers fruits, vegetables, meat, fish, dairy, bread, cereal, non-alcoholic beverages, and snack foods, plus seeds and plants that produce food for your household. It will not pay for alcohol, tobacco, vitamins or supplements (anything labeled with Supplement Facts), hot ready-to-eat foods, or non-food items like cleaning supplies, paper products, pet food, or cosmetics.9Food and Nutrition Service. What Can SNAP Buy Anything in your cart from those categories gets charged to your backup card.

Delivery fees, service fees, and driver tips also come off the backup card. Without a membership plan, fees alone can run $5 to $10 on a single order. The apps show you the split before you confirm, so nothing should be a surprise, but the backup card does need enough available balance to cover its share.

One benefit that’s easy to miss: federal law bars states from collecting sales tax on food purchased with SNAP benefits.10Office of the Law Revision Counsel. 7 US Code 2013 – Establishment of Supplemental Nutrition Assistance Program In states that normally tax certain grocery items, those items become tax-free when EBT pays for them. On a split-payment order, SNAP is applied to the taxable food items first, which keeps the tax on the remaining balance as low as possible.

Discounted Delivery Memberships

Delivery fees add up quickly if you order groceries often, and several platforms offer reduced-price memberships to SNAP recipients.

  • Instacart+ is available to SNAP cardholders at $4.99 per month for one year. The membership waives delivery fees on grocery orders over $10 per retailer and Costco orders over $35.11Instacart. EBT SNAP and Instacart+ Promotion
  • DoorDash DashPass is $4.99 per month for SNAP/EBT cardholders instead of $9.99, for one year, and includes reduced delivery and service fees on eligible orders.12DoorDash. SNAP / EBT DashPass Plan
  • Amazon Prime Access lets SNAP recipients join Prime at more than 50% off the standard price, which unlocks free delivery on Amazon Fresh and qualifying Amazon.com grocery orders.13Amazon. Sign Up for Prime Access

Memberships are billed to your non-EBT payment method. They pay off only if you order often enough for the waived fees to beat the monthly cost. Two orders a month at $6 in fees each puts a $4.99 membership ahead by roughly $7.

Substitutions and Refunds

Out-of-stock items are one of the more common frustrations with online grocery orders, and they create an extra wrinkle when EBT is involved.

On Walmart, if you don’t have a backup payment method on file but allow substitutions, the shopper picks an item of equal or lower price. If you do have a backup card and the substitute costs more, the price difference is charged to the backup card and may be subject to sales tax.5Walmart. SNAP Online The original item would have been tax-free under SNAP; the added amount charged to your debit card is not.

On Instacart, EBT refunds for unavailable or incorrect items are processed the same day back to your EBT account, and only Instacart can issue those refunds. If something is wrong with an EBT order, contact Instacart support rather than going to the store.14Instacart. EBT SNAP Refunds and Returns

Review the substitution settings before you place an order. Most apps let you allow substitutions, require approval for each one, or decline them entirely. Requiring your approval gives you the most control over what ends up on your backup card.

Availability Where You Live

None of these services work everywhere. Availability comes down to whether your state participates with that retailer’s online SNAP program and whether a participating store is within delivery range of your address.

Walmart and Amazon reach the most people. Walmart accepts SNAP EBT for online orders in all 50 states,5Walmart. SNAP Online and Amazon accepts SNAP EBT nationwide on Amazon.com grocery items, though Amazon Fresh delivery is limited to select metro areas.6National Council on Aging. What Stores Accept EBT for Online Grocery Delivery and Pickup The other platforms vary more by region. A store may accept EBT in person but not through a particular delivery app, or an app may support EBT in one zip code but not another a few miles away.

The fastest way to check is to enter your address in the app before you set anything up. It will show you which nearby stores take EBT for delivery or pickup. If your first choice doesn’t serve your area, try another. Between Instacart, DoorDash, Uber Eats, and the individual retailer sites, most places with grocery delivery service have at least one EBT-compatible option.
