No single county in the United States holds an undisputed title for the highest sales tax, because rates shift with city and special-district overlays inside county lines. But the ceiling sits at roughly 11 percent combined, and the counties that reach it cluster in a few states. Suburban parts of Cook County, Illinois hit as high as 11 percent once special districts stack on top of the Chicago-area base. At least one Alabama city carries a combined rate of 11 percent, and pockets of Jefferson County and Mobile County exceed 10 percent. In California, Lancaster and Palmdale in Los Angeles County reach 11.25 percent as of January 2026, the highest combined rate in that state.1Tax Foundation. State and Local Sales Tax Rates, 2026
What Makes Up a County’s Sales Tax Rate
The number printed on your receipt is a stack, not a single tax. Every sale in a sales-tax state begins with the state’s base rate. Counties add their own layer. Cities layer on top of that. Then transit authorities, hospital districts, stadium financing zones, and other special-purpose districts each contribute fractional percentages.
Chicago is a clean illustration. Illinois charges 6.25 percent statewide. Cook County adds 1.75 percent, the city of Chicago adds 1.25 percent, and the Regional Transportation Authority adds another 1 percent. The combined rate lands at 10.25 percent. Two different addresses on opposite sides of the same street can legally show different totals if one falls inside a special district boundary and the other doesn’t. That is why the “county with the highest rate” question rarely has a tidy answer: within a single county you can find a dozen effective rates depending on the exact address.
The Counties and Cities at the Top of the List
Cook County, Illinois
Chicago’s 10.25 percent combined rate is the headline figure east of the Mississippi. Suburban areas within Cook County can actually exceed the city rate, reaching as high as 11 percent in some pockets because additional special district levies stack on top.1Tax Foundation. State and Local Sales Tax Rates, 2026 The Tax Foundation has noted evidence that Chicago-area consumers shift major purchases to surrounding suburbs or online to avoid the city’s rate.
Los Angeles County, California
California’s statewide base rate of 7.25 percent is the highest state-level rate in the country. Local district taxes can add up to another 5.25 percent on top.1Tax Foundation. State and Local Sales Tax Rates, 2026 As of January 2026, Lancaster and Palmdale both sit at 11.25 percent, the highest combined rate in the state, and dozens of other California cities exceed 10.5 percent. California’s statewide average combined rate is 8.99 percent.
Alabama Counties
Alabama’s state rate is just 4 percent, but the state permits local add-ons as high as 11 percent, the most generous local ceiling in the nation.1Tax Foundation. State and Local Sales Tax Rates, 2026 At least one Alabama city carries a combined rate of 11 percent, and many areas in Jefferson County and Mobile County exceed 10 percent. The statewide average combined rate is 9.46 percent, fifth in the country.
Orleans Parish, Louisiana
Louisiana uses parishes instead of counties, and it leads the nation in average combined sales tax at 10.11 percent.1Tax Foundation. State and Local Sales Tax Rates, 2026 The state base rate is 5 percent, and parishes can add up to 7 percent on top. Orleans Parish hits the full 10 percent combined, split evenly between the state and local portions.2City of New Orleans. Orleans Parish Sales Tax Rate East Baton Rouge Parish runs close behind. Nearly every Louisiana resident pays at or above 9 percent on taxable purchases.
Shelby and Davidson Counties, Tennessee
Tennessee imposes a 7 percent state rate on most goods and allows local additions of up to 2.75 percent.1Tax Foundation. State and Local Sales Tax Rates, 2026 Shelby County, home to Memphis, combines for 9.75 percent after the county’s 2.25 percent and the city’s 0.5 percent. Davidson County, which covers Nashville, also reaches 9.75 percent after a 0.5 percent local increase took effect in early 2026. Tennessee’s statewide average combined rate is 9.61 percent, second only to Louisiana.
Why These Counties Can Go So High
State Caps Set the Ceiling
The single biggest factor in whether a county’s rate is punishing or manageable is how much headroom the state gives local governments. Alabama and Louisiana allow enormous local add-ons, which is exactly why they dominate the high end. Florida and Texas cap local additions at 2 percent, keeping their combined rates more restrained despite substantial state-level rates.1Tax Foundation. State and Local Sales Tax Rates, 2026 Indiana, Kentucky, Maryland, and Michigan don’t allow local sales taxes at all, so their combined rates equal the state rate everywhere.
No Income Tax Means Higher Sales Tax
States without a personal income tax lean harder on sales tax revenue. Tennessee, Washington, and Nevada all fall into this category, and all three rank in the top 15 for combined rates. The money to fund state and local services has to come from somewhere; when income tax is off the table, sales and property taxes absorb the difference.
Special Districts Push Rates Past the Base
Beyond county and city taxes, special-purpose districts add fractional percentages that quietly push rates higher. A regional transit authority might add 0.5 to 1 percent for bus and rail. Fire protection districts, hospital authorities, convention center districts, and stadium financing zones each contribute their own slivers. These overlapping layers are why a single county can carry many different effective rates block by block, and why the most expensive addresses in the country tend to sit inside overlapping special districts.
What You Actually Pay in a High-Tax County
A double-digit combined rate doesn’t necessarily mean you pay that percentage on everything. Most states carve out exemptions for necessities that reduce the effective burden on daily spending.
Groceries are the most common exemption. The vast majority of states either fully exempt unprepared food from sales tax or tax it at a reduced rate. Only Mississippi and South Dakota tax groceries at the full state rate without offering a credit to offset the cost. Tennessee applies only a 4 percent rate to food instead of the standard 7 percent. Alabama temporarily suspended its 2 percent state grocery tax through mid-2026.
Prescription medications are exempt in most states as well, and some jurisdictions extend that exemption to over-the-counter drugs and medical supplies. Clothing gets a full or partial break in a handful of states, though this is less common. The practical result is that the headline combined rate overstates what residents actually pay on basic living costs. It hits hardest on electronics, furniture, vehicles, and other discretionary purchases.
Can You Escape It by Crossing the County Line or Shopping Online?
Crossing a line can help on a big purchase. The difference between a 7 percent rate and an 11 percent rate on a $30,000 vehicle is $1,200, and in Cook County or the Los Angeles County high-tax cities that gap is real enough to change buying behavior.
Online shopping used to offer a similar escape. That door is largely closed. Since the Supreme Court’s 2018 decision in South Dakota v. Wayfair, states can require remote sellers to collect sales tax even when the seller has no physical presence in the buyer’s state. The typical threshold is $100,000 in sales or 200 transactions within the state during the prior year, though the exact numbers vary. California sets its threshold at $500,000. Marketplace platforms like Amazon handle collection automatically for third-party sellers in most states, so the local combined rate applies at checkout whether the seller is down the street or across the country. Living in a high-tax county now costs you more on nearly every purchase, not just the in-person ones.
One boundary worth knowing: five states impose no statewide sales tax at all — Alaska, Delaware, Montana, New Hampshire, and Oregon.1Tax Foundation. State and Local Sales Tax Rates, 2026 Alaska allows local jurisdictions to levy their own, producing an average combined rate of 1.82 percent where one exists. If you’re near one of these states, cross-border shopping is still a genuine strategy on large items, though your home state may expect you to self-report use tax on those purchases at the same rate you would have paid at home.
