PNC Bank, Wells Fargo, and Flagstar are the national banks that accept an Individual Taxpayer Identification Number in place of a Social Security Number on a home loan application, and they are joined by nationwide non-bank lenders including New American Funding, CrossCountry Mortgage, Carrington Mortgage Services, PrimeLending, and Guild Mortgage, plus many local credit unions. Expect to put 10 to 20 percent down and pay an interest rate roughly half a percentage point to two percentage points above what a borrower with an SSN and strong credit would see.
National Banks That Lend to ITIN Holders
Three national banks show up repeatedly for ITIN mortgages.
PNC Bank offers down payment grants and no-PMI loans aimed at lower-income buyers, with minimum down payments starting at 3 percent for qualifying borrowers. Flagstar reports an average closing time of about 30 days and extends conventional loan terms up to 40 years, which can keep monthly payments lower. Wells Fargo has scaled back its mortgage business considerably in recent years but continues to accept ITIN applicants and may offer rate discounts to existing customers.
Nationwide Mortgage Companies
Several non-bank lenders operate in all 50 states and actively market to ITIN holders. New American Funding, CrossCountry Mortgage, Carrington Mortgage Services, and PrimeLending each offer non-QM loan products built for borrowers without traditional credit profiles. Guild Mortgage serves most states and is known for individual loan officers who can customize underwriting. CrossCountry also offers down payment grants of up to $5,250 for qualifying first-time buyers.
Non-bank lenders often have the most flexibility on documentation because their entire business model is built around loans that don’t fit the automated conventional box. That flexibility comes at a price, usually in the form of a higher rate or fees, so compare offers from at least two or three lenders before signing anything.
Credit Unions
Credit unions are member-owned cooperatives and often underwrite ITIN mortgages with more flexibility than large banks. The trade-off is reach. State Employees’ Credit Union, for instance, lends in only five states. Community development financial institutions and credit unions in areas with large immigrant populations frequently run ITIN mortgage programs at competitive rates, but they rarely advertise them. Call credit unions in your area and ask directly.
Government-Backed Loans Are Off the Table
FHA-insured mortgages require a valid Social Security Number. HUD’s single-family housing policy handbook makes narrow exceptions only for employees of the World Bank, foreign embassies, and certain government agencies or HUD-approved nonprofits. If you hold only an ITIN and don’t fall into one of those categories, you won’t qualify for FHA financing.1HUD.gov. FHA Single Family Housing Policy Handbook
VA loans require military service and an SSN, and USDA loans follow a similar pattern. That closes the door on the programs with the lowest down payments — 3.5 percent for FHA and zero for VA and USDA — which is the main reason cash requirements on ITIN mortgages run higher.
What ITIN Mortgages Cost
Bring more cash than an SSN borrower would, and expect a higher rate. Those premiums track how lenders manage risk when private mortgage insurance isn’t available and the loan may stay on the lender’s balance sheet.
Down Payment
Most ITIN mortgage programs require 10 to 20 percent down, compared with 3 to 5 percent for conventional conforming loans and 3.5 percent for FHA.2Urban Institute. ITIN Mortgages: Barriers and Opportunities to Advance Latino Homeownership The higher down payment produces a lower loan-to-value ratio, which protects the lender since PMI coverage typically isn’t available on ITIN loans. On a $300,000 home, that’s $30,000 to $60,000 upfront. You also start with more equity from day one.
Interest Rate
Rates on ITIN mortgages generally run 50 to 200 basis points above conventional mortgage rates. If a standard 30-year fixed sits at 6.5 percent, an ITIN loan on a similar property might range from 7.0 to 8.5 percent.2Urban Institute. ITIN Mortgages: Barriers and Opportunities to Advance Latino Homeownership The spread reflects lenders tying up balance sheet capacity when they hold the loan in portfolio, investor yield requirements when the loan is sold to a private buyer, and the absence of PMI that would otherwise shift some default risk away from the lender.
Non-QM Classification
Most ITIN mortgages fall into the non-qualified mortgage category. That doesn’t mean the loan is predatory or unregulated. It means the loan doesn’t meet the specific criteria that would make it a qualified mortgage under federal rules. In practice, non-QM loans may carry higher fees, prepayment penalties, or interest-only periods that a conforming loan wouldn’t include. Read the loan estimate carefully.
Why Fannie Mae’s Rule Matters for Some Borrowers
Fannie Mae’s selling guide states that borrowers may use either a valid Social Security Number or an ITIN, provided they meet residency and documentation requirements.3Fannie Mae. General Borrower Eligibility Requirements On paper, an ITIN loan can be sold to Fannie Mae on the secondary market like any other conforming loan. In practice, many ITIN borrowers don’t clear the other conforming hurdles — traditional credit score, automated underwriting approval, standard documentation — so their loans end up held in the lender’s portfolio or sold to a private investor at a premium. Still, if your file is strong, ask any lender you talk to whether your loan can be written to Fannie Mae guidelines. Near-conventional terms are possible for some ITIN borrowers.
Documentation You’ll Need
ITIN mortgage files run heavier than conventional files because the lender has to verify identity, income, and tax compliance through channels that don’t rely on an SSN.
Identity and Tax Records
Start with your ITIN assignment letter (IRS Notice CP 565), which confirms the IRS issued your number and ties it to your legal name. Every financial filing and loan document has to match that name exactly. Lenders also require at least two years of federal tax returns filed on Form 1040 and will typically ask you to sign Form 4506-C, which authorizes them to pull your tax transcripts directly from the IRS.4Internal Revenue Service. Form 4506-C IVES Request for Transcript of Tax Return
Income
Wage earners need W-2s from the past two years. Independent contractors and self-employed borrowers need 1099s and often profit-and-loss statements. Lenders look for a consistent 24-month earnings history. Gaps or sudden drops trigger additional questions, so be ready to explain seasonal patterns with bank statements or contracts.
The Application
The Uniform Residential Loan Application (Fannie Mae Form 1003) is the standard form.5Fannie Mae. Uniform Residential Loan Application Your ITIN goes in the field where an SSN would normally appear. The form asks for two years of employment history with employer names and addresses, plus a full accounting of your assets and debts. Those numbers feed the debt-to-income ratio, which is one of the largest factors in approval.
Alternative Credit if You Don’t Have a FICO Score
Many ITIN holders don’t have a traditional credit report from the three major bureaus, so lenders turn to alternative credit verification. This is where manual underwriting does its work: a real person reviews payment history instead of relying on an automated score.
Most lenders require at least two alternative trade lines showing consistent on-time payments over the past 12 months.2Urban Institute. ITIN Mortgages: Barriers and Opportunities to Advance Latino Homeownership The most valuable is rent. Twelve months of rental payments of $300 or more per month, documented through canceled checks, bank statements, or a landlord verification letter, carries significant weight.6U.S. Department of Housing and Urban Development. When Might a Verification of Rent or Mortgage Be Required When Originating an FHA-Insured Mortgage Utility bills for electricity, water, gas, or phone service count as additional trade lines. Auto insurance and life insurance premiums with a documented payment history also work.
Start collecting these records well before you apply. If your rent has been going out in cash with no paper trail, switch to checks or electronic transfers at least a year out. You can’t reconstruct a payment history after the fact.
