Where to Send IRS Correspondence: Returns, Payments, and Notices

Where to send IRS correspondence depends on three things: the form or document you’re mailing, the state you live in, and whether a payment is enclosed. The IRS runs multiple service centers and lockbox facilities across the country, and each one handles specific forms from specific regions. Sending something to the wrong address can push your filing past a deadline even when you put it in the mail on time, so the correct address should come from the instructions for the exact form you’re filing or, for a response, from the notice itself.

Mailing a Paper Tax Return

Each paper return has its own state-by-state address table in the form’s instructions. For Form 1040, an Alabama resident filing without a payment sends the return to the Austin, Texas service center, while the same return with a check enclosed goes to a P.O. Box in Charlotte, North Carolina.1Internal Revenue Service. Where to File Paper Tax Returns With or Without a Payment Those are two different facilities. Returns without a payment go to an IRS service center for processing. Returns with a check are routed to a lockbox that handles the money first. If you use the no-payment address but enclose a check anyway, both the return and the payment sit in limbo while the IRS figures out where each piece belongs.

The same logic runs through the business returns. Form 1120 for corporations and Form 941 for quarterly employment taxes each carry their own state-by-state tables in their instructions.1Internal Revenue Service. Where to File Paper Tax Returns With or Without a Payment Amended returns on Form 1040-X and nonresident returns on Form 1040-NR go to separate addresses again. Pull the current year’s instructions for the specific form you’re filing. The IRS periodically reassigns processing across its service centers, and last year’s address may not be this year’s.

Filing From Outside the United States

U.S. citizens and residents filing from a foreign country, a U.S. territory, or a military APO/FPO address use a dedicated set of addresses. For Form 1040 without a payment, mail to the IRS service center in Austin, TX 73301-0215. With a payment, send it to P.O. Box 1303, Charlotte, NC 28201-1303.2Internal Revenue Service. International – Where to File Form 1040 Addresses for Taxpayers and Tax Professionals These international addresses also apply if you’re filing Form 2555 for the foreign earned income exclusion or Form 4563 for the American Samoa income exclusion, regardless of where you physically live.

Mailing a Payment on Its Own

When you’re mailing money without a return attached, the payment goes to a different address than the return does. This covers estimated tax payments (Form 1040-ES), balance-due payments after filing (Form 1040-V), extension payments (Form 4868), and payments sent in response to an IRS notice. These are routed to specialized lockbox facilities.

Form 1040-V is the voucher you include with a balance-due check. Its instructions divide the country into payment regions. For 2025 returns, residents of Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, and Texas mail payments to P.O. Box 1214, Charlotte, NC 28201-1214. Most other domestic filers mail payments to P.O. Box 931000, Louisville, KY 40293-1000.3Internal Revenue Service. 2025 Form 1040-V The payment voucher’s own instructions take priority over anything in the tax return instructions.

Make the check or money order payable to “United States Treasury.” Write your Social Security number, a daytime phone number, and the tax year and form number (for example, “2025 Form 1040”) on the check itself.3Internal Revenue Service. 2025 Form 1040-V Don’t staple the payment or voucher to your return. If a lockbox can’t identify whose account a payment belongs to, the money sits in suspense while penalties keep accruing.

The failure-to-pay penalty is 0.5% of the unpaid tax for each month or partial month the balance stays outstanding.4Internal Revenue Service. Failure to Pay Penalty If you also filed late, the failure-to-file penalty stacks on at 5% per month, up to a maximum of 25%.5Internal Revenue Service. Failure to File Penalty A misdirected payment that arrives weeks late can trigger both.

Responding to an IRS Notice

When you’re answering a letter from the IRS, the only address that counts is the one printed on that notice. IRS notices come out of different internal departments (Examination, Collections, Automated Underreporter), and each department has its own address with an internal Mail Stop code. Using your return filing address or a general IRS address forces the agency to reroute your response internally, which can add weeks or months.

That delay matters because many notices carry response deadlines. Miss one and the IRS can assess additional tax, interest, or penalties without further input from you. Include a copy of the original notice with whatever you send back so the case file gets matched to your response quickly.

Some notices now offer a digital option. The IRS Document Upload Tool lets taxpayers upload requested documents online instead of mailing them. It currently applies to select notice types, including CP05A, CP06, CP06A, CP08, CP09, and several other CP-series notices.6Internal Revenue Service. IRS Expands Secure Digital Correspondence for Taxpayers If your notice qualifies, it will include a link and an access code. Tax returns cannot be submitted through this tool.

Shipping With FedEx, UPS, or DHL

Private carriers can’t deliver to P.O. Boxes, so if you ship through FedEx, UPS, or DHL instead of the Postal Service, you need physical street addresses. The IRS publishes them for its three main processing centers:7Internal Revenue Service. Submission Processing Center Street Addresses for Private Delivery Service (PDS)

  • Austin: Internal Revenue Submission Processing Center, 3651 S IH35, Austin, TX 78741
  • Kansas City: Internal Revenue Submission Processing Center, 333 W. Pershing, Kansas City, MO 64108
  • Ogden: Internal Revenue Submission Processing Center, 1973 Rulon White Blvd., Ogden, UT 84201

Unlike USPS mailings, where the address depends on whether a payment is enclosed, private delivery service shipments go to the same street address for your assigned processing center regardless of payment.7Internal Revenue Service. Submission Processing Center Street Addresses for Private Delivery Service (PDS) The form’s instructions will tell you which of the three centers handles your return.

Not every service from these carriers qualifies for the “timely mailing treated as timely filing” rule. Only services the IRS has specifically designated count. If you use a non-designated service, your filing date is whenever the IRS physically receives the package. Designated services include FedEx First Overnight, Priority Overnight, Standard Overnight, 2 Day, and its international priority tiers; UPS Next Day Air (and its Early A.M. and Saver variants), 2nd Day Air, 2nd Day Air A.M., Worldwide Express, and Worldwide Express Plus; and specific DHL Express and Import Express services.8Internal Revenue Service. Private Delivery Services (PDS) Standard ground shipping is not on the list. If you’re cutting it close to a deadline, check the current designated list against the exact service on your shipping label.

Proving You Mailed It on Time

The rule is straightforward: if you mail a return or payment through the U.S. Postal Service and the postmark is on or before the due date, the document is treated as filed on the postmark date, even if the IRS receives it days later.9GovInfo. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying Proving that after the fact is where things get messy.

Regular first-class mail gives you no proof of anything. If the envelope arrives with a smudged postmark or never arrives at all, the IRS will treat the return as unfiled and the burden falls on you to prove otherwise.

Certified mail solves this. The postmark on the certified mail receipt is treated as the official postmark date, and the receipt itself is prima facie evidence that the document was delivered. Adding return receipt requested gives you a signed confirmation of when the IRS took delivery. For a few dollars you get proof of both the mailing date and the delivery date, which are the two facts that matter if the IRS ever claims it never got your filing. Registered mail offers the same date-of-mailing protection (the registration date is treated as the postmark date), with more security and higher cost.10eCFR. 26 CFR 301.7502-1 – Timely Mailing of Documents and Payments Treated as Timely Filing and Paying For most taxpayers, certified with return receipt is the practical choice.

Skipping the Mail Altogether

E-filing removes the addressing problem entirely. No P.O. Box, no service center, no proof-of-mailing question. The IRS Free File program offers free tax preparation software to taxpayers with adjusted gross income of $89,000 or less.11Internal Revenue Service. 2026 Tax Filing Season Opens With Several Free Filing Options Available Commercial software handles e-filing for everyone else. When you e-file, you can authorize an Electronic Funds Withdrawal to pay any balance due at the same time.

For payments outside a return, several electronic options skip the mail:

  • IRS Direct Pay, a free service that lets individuals pay balance-due amounts, estimated taxes, and other federal income tax directly from a bank account, with immediate confirmation.12Internal Revenue Service. Pay Personal Taxes From Your Bank Account
  • IRS Online Account, which shows your balance, payment history, and scheduled payments, and accepts payments toward outstanding balances, estimated taxes, or payment plans.13Internal Revenue Service. Payments
  • EFTPS, which allows scheduling payments up to 365 days in advance. The IRS is no longer accepting new individual enrollments in EFTPS and is directing new individual users to Direct Pay and Online Account. Existing individual accounts still work, and businesses can still enroll.14Internal Revenue Service. EFTPS: The Electronic Federal Tax Payment System

Any of these eliminates the risk of a lost check, a misapplied payment, or a penalty triggered by a mailing delay.

Making Sure the IRS Has Your Current Address

None of this works in the other direction if the IRS has the wrong address for you. Notices, refund checks, and collection letters all go to the address on your most recent return. A change of address filed with the Postal Service may update your IRS records through the Postal Service’s National Change of Address database, but this isn’t guaranteed, since not all post offices forward government mail.15Internal Revenue Service. Address Changes

The safer approach is to tell the IRS directly. You can:15Internal Revenue Service. Address Changes

  • File Form 8822, the dedicated individual change-of-address form, mailed to the address in its instructions.
  • Use your new address when you file your next return, which updates your records automatically.
  • Send a signed written statement with your full name, old address, new address, and Social Security number to the address where you filed your last return.
  • Notify the IRS by phone or in person after verifying your identity and providing both addresses.

Businesses use Form 8822-B instead. One thing you currently cannot do is update your mailing address through the IRS Online Account; that feature only handles email preferences.16Internal Revenue Service.
