Some forms specify a different processing center in their printed instructions, and people living outside the United States mail to a central office in Baltimore instead. Mailing From Outside the United States
If you live abroad, your paperwork doesn’t go to a local field office at all. It goes to the Office of Earnings and International Operations in Baltimore, and the SSA uses two different P.O. boxes depending on your situation.4Social Security Administration. Service Around the World

How to Mail Your Packet Safely
You’re putting irreplaceable documents in an envelope. Treat the mailing step accordingly. USPS Certified Mail with a Return Receipt is the standard choice because it gives you a tracking number and a delivery confirmation signed at the receiving office.5USPS. Use a sturdy envelope, ideally padded, with a clear return address. If anything gets damaged in transit, that return address is how the postal service reaches you. Keep the tracking number until your originals come back.
Private carriers like FedEx and UPS are a poor fit for mailing to a local field office. Many SSA field offices use P.O. box addresses for their mail, and private carriers cannot deliver to P.O. boxes. The SSA does publish separate physical addresses for private carrier delivery of employer W-2 forms to its Direct Operations Center in Wilkes-Barre, Pennsylvania, but those addresses are for employer wage reporting only, not for individual applications or document submissions.7Social Security Administration. Alternatives to Mailing Original Documents
Putting a birth certificate in the mail understandably makes people nervous. In many cases, you can avoid it.
Bring Them In Person
The SS-5 form explicitly says you can “take or mail” your application and documents to any Social Security office.3Social Security Administration. If you haven’t started your application online first, call ahead to book an appointment before visiting.8Social Security Administration. Handle It Online
If you need a straightforward replacement Social Security card with no changes to your name, date of birth, or other details, you may be able to request one entirely online through your my Social Security account. To qualify, you must be a U.S. citizen age 18 or older, have a driver’s license or state-issued ID from a participating state, and have a U.S. mailing address.9Social Security Administration. Beyond replacement cards, you can apply for retirement, disability, and Medicare benefits online without mailing anything, check the status of a pending application, or file a medical appeal electronically.10Social Security Administration. Getting Your Original Documents Back
For mail-in Social Security card applications, the SSA says to expect two to four weeks for processing and return of your evidence.11Social Security Administration. If the SSA needs to verify a document with the issuing agency, the timeline stretches. The agency’s internal guidance notes that document verification with the issuing authority can take “several weeks to several months,” and the card won’t be mailed until about two weeks after verification clears.12Social Security Administration. Your originals come back separately from the new Social Security card, so don’t be surprised if they arrive on different days.
