Where to File IRS Form 911: Mail, Fax, Email, or Phone

You can file IRS Form 911 with the Taxpayer Advocate Service by email, fax, or mail. The fastest route is email to TAS.Form.911.Request.for.Assistance@irs.gov. You can also fax the completed form to (855) 828-2723 or mail it to Taxpayer Advocate Service, 7940 Kentucky Dr., Stop MS 11-G, Florence, KY 41042. If you’d rather talk to someone first, call TAS at 877-777-4778 and an advocate can help you open a case over the phone.1Internal Revenue Service. The Three Ways to Send Form 911

All three written submission methods go to a single, centralized TAS intake point rather than a local office. Once your case is accepted, TAS assigns it to an advocate who takes it from there.2Taxpayer Advocate Service. Submit a Request for Assistance

Email

Send the completed form and any attachments to TAS.Form.911.Request.for.Assistance@irs.gov. TAS describes this as the easiest method. One caution: email submissions are not encrypted, so anything you attach travels the same way. If your case involves sensitive financial documents you’d prefer to keep off open email, fax is the safer choice.

Fax

Fax the form and supporting documents to (855) 828-2723. Faxing works well for urgent situations because delivery is immediate and you get a transmission confirmation you can hold onto.

Mail

Mail the form and any attachments to:

Taxpayer Advocate Service
7940 Kentucky Dr., Stop MS 11-G
Florence, KY 41042

Mail is the slowest option. If your issue involves an imminent levy, a pending seizure, or an eviction you’re trying to head off, use email or fax instead.

Phone

If you’re not ready to fill out the form yourself, call 877-777-4778. An advocate can walk you through what’s needed and help start your case.

Filing From Overseas

Taxpayers living abroad don’t use the Florence, Kentucky address. TAS routes international cases through two offices based on your time zone.2Taxpayer Advocate Service. Submit a Request for Assistance

GMT +6 through GMT -4 (Europe, Africa, the Middle East, and the Americas): Fax to (855) 818-5700 or (866) 743-5220, or mail to Taxpayer Advocate Service, City View Plaza, 48 Carr 165, 5th Floor, Guaynabo, PR 00968.

GMT +7 through GMT -11 (Asia, the Pacific, and Oceania): Fax to (855) 819-5024, or mail to Taxpayer Advocate Service, 1003 Bishop St., Honolulu, HI 96813.

The email address (TAS.Form.911.Request.for.Assistance@irs.gov) is also open to overseas filers and avoids international mail delays entirely.

Is There an Online Filing Option?

No. TAS does not offer a web portal for submitting Form 911. Email is the closest equivalent, and it’s the option TAS itself recommends for speed. Anything referred to as “filing online” for Form 911 is really email submission.

Fill the Form Out Completely Before You Send It

TAS asks that Form 911 be filled out completely before submission. Incomplete forms slow the review down. Have this ready:1Internal Revenue Service. Form 911 – Request for Taxpayer Advocate Service Assistance

  • Your full name as it appears on your tax return, your SSN, ITIN, or EIN, your current mailing address, and a daytime phone number.
  • Your spouse’s name and taxpayer identification number if the issue involves a joint return.
  • The specific tax form (1040, 941, and so on) and the tax year or period involved.
  • A clear description of the problem, including what the IRS did or didn’t do.
  • The relief you want. “Release the levy on my bank account” is more useful than “fix my tax problem.”

Attach anything that supports your situation: IRS notices, collection letters, financial statements, medical bills, or eviction notices. TAS notes that including documentation often leads to faster resolution.

If Someone Else Is Filing for You

A tax professional, attorney, enrolled agent, or CPA can submit Form 911 on your behalf, but TAS needs authorization on file first. Section II of Form 911 collects the representative’s information, including their Centralized Authorization File (CAF) number.3Internal Revenue Service. Request for Taxpayer Advocate Service Assistance (Accessible)

The representative also has to attach a copy of Form 2848 (Power of Attorney and Declaration of Representative) covering the relevant tax periods. Form 2848 authorizes someone to advocate on your behalf, receive your confidential tax information, and communicate with the IRS.4Internal Revenue Service. About Form 2848, Power of Attorney and Declaration of Representative If you only want someone to access your tax information without representing you, Form 8821 (Tax Information Authorization) covers that narrower role.5Internal Revenue Service. After You Submit

TAS reviews your request to decide whether the case meets its acceptance criteria. If it does, a case advocate is assigned to work with you as the go-between with the IRS. The advocate investigates, contacts the relevant IRS divisions, and updates you on progress.

Urgent cases involving imminent levies or seizures tend to get faster initial contact. Total resolution time depends on complexity: simple processing errors may clear up in weeks, while disputes involving multiple tax years or large balances can take months.

If You Haven’t Heard Back in 30 Days

TAS doesn’t publish a guaranteed turnaround, but the form instructions set a clear benchmark. If you haven’t heard anything within 30 days of sending in your Form 911, call 877-777-4778 for an update.1Internal Revenue Service. One boundary worth knowing: filing Form 911 does not pause the clock on IRS collection or assessment deadlines. Although the statute includes a provision for suspending certain statutes of limitations while a Taxpayer Assistance Order is in effect, TAS does not currently implement that suspension.7Internal Revenue Service. Suspension of the Statutes of Limitation Under IRC 7811(d) If you have a separate deadline running, keep tracking it while your TAS case is open.
