Where to File Form I-907: Addresses by Form and Online Filing

Where to file Form I-907 depends on the underlying petition you are asking USCIS to speed up, whether Form I-907 accompanies a new filing or upgrades a pending one, and whether you are eligible to file online. Paper filings go to a specific USCIS lockbox or service center; online filing is limited to certain Form I-765 and Form I-539 requests.

Filing With Form I-129

If you are filing Form I-907 together with a new Form I-129 petition for a nonimmigrant worker, mail both forms to the address where the I-129 would normally be filed. USCIS points filers to the Form I-129 direct filing instructions, because the correct address depends on the nonimmigrant classification and the beneficiary’s work state.¹

If you are upgrading an I-129 that is already pending, send Form I-907 with a copy of your Form I-797 receipt notice to the address in those same I-129 direct filing instructions.² Online filing is not available for I-129 cases; paper is the only option.¹

Filing With Form I-140

When Form I-907 is filed together with a new Form I-140 immigrant petition for a worker, both forms go to a USCIS lockbox rather than a service center. The lockbox is chosen by the state where the beneficiary will work.³

USCIS Phoenix Lockbox: Alaska, Arizona, California, Colorado, Idaho, Nevada, Oregon, Texas, Utah, and Washington
USCIS Elgin Lockbox: Florida, Illinois, Massachusetts, New York, Ohio, Pennsylvania, and Virginia

If the I-140 is already pending and you are upgrading it, the filing rule is different. Send Form I-907 with a copy of your I-797 receipt notice to the service center where the I-140 is currently pending.² I-140 premium processing cannot be requested online.¹

Filing With Form I-765 for F-1 OPT and STEM OPT

Paper premium processing requests tied to a Form I-765 for Optional Practical Training or a STEM OPT extension go to the USCIS Chicago Lockbox. The address is the same in both scenarios, but the attention line changes based on how you are filing.⁴

Use the “I-907” attention line if you are filing Form I-907 alone to upgrade a pending I-765.
Use the “Premium I-765” attention line if you are filing Form I-907 together with a new I-765.

F-1 students filing for OPT or STEM OPT also have the option to file online, either together with the I-765 or as an upgrade of a pending I-765.¹

Filing With Form I-539 for a Change to F, M, or J Status

Premium processing is available for Form I-539 only when the applicant is changing status to F-1, F-2, M-1, M-2, J-1, or J-2.¹

If you are upgrading a pending I-539, send Form I-907 to the USCIS Elgin Lockbox regardless of where you live. If you are filing Form I-907 and Form I-539 together, the lockbox is chosen by your state of residence: western states use the Phoenix Lockbox, and eastern states use the Elgin Lockbox, following the same state list that applies to I-140 filings.⁴

Applicants in these change-of-status categories can also file Form I-907 online, whether concurrently with the I-539 or as an upgrade.¹

USPS Versus Courier: Two Different Addresses

Every USCIS lockbox publishes two addresses: a P.O. Box for U.S. Postal Service delivery and a physical street address for private couriers such as FedEx, UPS, and DHL. Sending a courier package to a P.O. Box, or a USPS envelope to a street address, can result in a failed delivery.⁴

The Chicago Lockbox illustrates the split. USPS mail goes to a P.O. Box on South Dearborn Street, while courier packages go to a street address at 131 South Dearborn, 3rd Floor. The Phoenix Lockbox uses a P.O. Box in Phoenix for USPS and a street address in Tempe, Arizona, for courier deliveries.⁴ Before you print a label, confirm on the USCIS page for your form that the address matches the shipping method you are using. Tracked courier service provides proof of delivery and helps document when the premium processing period begins.

Filing Form I-907 Online

Online filing is limited to two situations:¹

F-1 students requesting OPT or STEM OPT extensions, filing Form I-907 with a new I-765 or to upgrade a pending I-765.
Applicants changing status to F-1, F-2, M-1, M-2, J-1, or J-2, filing Form I-907 with a new I-539 or to upgrade a pending I-539.

To file online, set up a USCIS online account through the myUSCIS portal. During setup you will choose a two-step verification method: email, text message, or an authentication app.⁵ Once logged in, choose the option to file a new form, enter the case information, upload supporting documents, and pay the fee electronically. A digital receipt and confirmation number are issued at the moment of submission.

If an attorney or accredited representative is filing Form I-907 online on your behalf, they must submit a new Form G-28 through the online system, even if a Form G-28 was already filed for the underlying petition. A representative who does not want to file Form G-28 online has to submit Form I-907 on paper to the appropriate lockbox instead.²

When Online Is Not an Option

Form I-129 and Form I-140 premium processing requests must be filed on paper. There is no online pathway for either form, whether you are filing concurrently or upgrading a pending case.¹ And within the I-765 and I-539 categories, online filing is restricted to the specific benefit types listed above; other I-765 or I-539 cases are not eligible for premium processing at all.

Because filing addresses change and lockbox assignments can be updated by USCIS notice, confirm the current address on the USCIS I-907 page and the direct filing addresses page for your specific underlying form before mailing. A package sent to an outdated address can be rejected or delayed, and the premium processing clock does not start until the correctly filed request reaches the right location.²
