W-4 forms are not sent out on any schedule. Your employer gives you one when you start a job, and after that you submit a new Form W-4 only when you want to change your withholding or when a specific event requires it. The IRS does not mail the form to individual taxpayers, and no annual “renewal” is required for a standard W-4. When You Get a W-4
Federal regulations tie the form to the start of the employment relationship. You complete a W-4 on or before your first day, and your employer applies it to your first wage payment.2eCFR. 26 CFR 31.3402(f)(2)-1 – Furnishing of Withholding Allowance Certificates Most employers slot the form into onboarding paperwork alongside direct-deposit authorizations and benefits enrollment.
Once you turn it in, that W-4 stays in effect until you replace it.3Internal Revenue Service. Hiring Employees A new calendar year, by itself, does not require a new form. If you want one, download the current version from IRS.gov or ask your payroll or HR department for a copy.
When You Need to Submit a New One
For most life changes, updating your W-4 is optional. You can file a new one anytime to fine-tune your withholding, and common reasons to do so include marriage, the birth or adoption of a child, a raise, starting a second job, or a spouse entering or leaving the workforce. Changes that would increase your withholding carry no deadline, though submitting promptly keeps your paychecks accurate.
One category of change is not optional. If something happens that would reduce your withholding, federal regulations require you to file a new W-4 within 10 days.2eCFR. 26 CFR 31.3402(f)(2)-1 – Furnishing of Withholding Allowance Certificates The triggers include:
- A filing status change that requires different withholding, such as going from married filing jointly to single after a divorce.
- Losing a qualifying dependent, for example a child who no longer meets the age or residency requirements.
- Tax credits listed on your current W-4 dropping by more than $500, or itemized deductions listed on the form decreasing by more than $2,300.
If none of those apply, you can leave your existing W-4 in place for as long as you stay with the same employer.
The February 15 Deadline for Exempt Filers
The one recurring deadline built into the W-4 system applies only to people claiming exemption from withholding. You can claim exempt if your total tax on your 2025 return was zero (or you were not required to file) and you expect the same for 2026.4Internal Revenue Service. Unlike a standard W-4, an exempt W-4 expires. To keep exempt status into the following year, you must submit a new W-4 claiming exempt by February 15 of that year, or the next business day if February 15 falls on a weekend or holiday. Miss that deadline, and your employer must switch to withholding as though you are single or married filing separately with no adjustments.5Internal Revenue Service. If You Never Submit a W-4
Starting a job without turning in a completed W-4 does not leave your withholding to guesswork. Federal rules require your employer to withhold as though you are single or married filing separately with no adjustments in Steps 2, 3, or 4 of the form.5Internal Revenue Service. Topic No. 753, Form W-4, Employees Withholding Certificate That default generally withholds more than most workers need, so paychecks come in smaller than they would with an accurate W-4 on file. You can correct the situation at any time by submitting a completed form.
How Long Your Employer Has to Apply the Change
A new W-4 does not have to hit your paycheck immediately. Your employer must put the new withholding into effect no later than the start of the first payroll period ending on or after the 30th day from the date they received the form.5Internal Revenue Service. Topic No. 753, Form W-4, Employees Withholding Certificate Many payroll systems process changes faster, but 30 days is the outer limit. Once the update takes effect, the adjusted federal tax will show on your next pay stub.
When the IRS Sends a Lock-In Letter
In some cases the IRS reviews an employee’s withholding and decides the filing status or adjustments on the W-4 are not warranted. When that happens, the IRS sends the employer a “lock-in letter” (Letter 2801-C) directing them to withhold at a specific higher rate. Once the lock-in takes effect, your employer must disregard any new W-4 you submit that would lower your withholding.6Internal Revenue Service. There is a window before the lock-in rate kicks in during which you can submit a new W-4 and a written explanation of why your claimed withholding is correct.6Internal Revenue Service. Understanding Your Letter 2801C After it takes effect, getting the letter lifted requires contacting the IRS directly.
State Withholding Forms Are Separate
The federal W-4 only controls federal income tax withholding. If you live or work in a state with an income tax, your employer may need a separate state withholding form on top of the W-4. Some states accept the federal W-4 for state purposes; others require their own form with different instructions and allowance rules. Nine states have no state income tax, so no state form applies. When you start a job, ask payroll whether a state form is needed alongside the federal W-4.
Where to Get a Blank W-4
Because the form is not distributed on a schedule, you get a blank W-4 the same way any time you need one: download the current year’s version from IRS.gov, or ask your employer’s payroll or HR department. Completed forms go back to your employer, not to the IRS. Employers are not required to routinely forward W-4s to the IRS, and only send copies when the IRS specifically directs them to in writing.7Internal Revenue Service.
