Form 1099-R has three separate filing deadlines. Payers must deliver the recipient’s copy by January 31 of the year after the distribution, file paper returns with the IRS by February 28, and file electronic returns by March 31. For the 2026 filing season, both January 31 and February 28 fall on Saturdays, so the recipient deadline shifts to Monday, February 2, 2026, and the paper filing deadline shifts to Monday, March 2, 2026. The March 31 electronic deadline is unchanged. Sending the Recipient Copy by January 31
Every payer that made a qualifying distribution during the calendar year must deliver a completed Form 1099-R to the recipient by January 31 of the following year.2Internal Revenue Service. When January 31 lands on a weekend or a federal holiday, the deadline rolls to the next business day.2Internal Revenue Service. General Instructions for Certain Information Returns (2025) For the 2026 filing season covering 2025 distributions, that means Monday, February 2, 2026.3Internal Revenue Service. The IRS applies a postmark rule to the recipient copy. Your form counts as timely as long as the envelope is properly addressed and postmarked by the deadline, whether you use the U.S. Postal Service or an IRS-designated private delivery service.4Internal Revenue Service. 2025 General Instructions for Certain Information Returns
Filing With the IRS: Paper vs. Electronic
The IRS filing deadline depends on how you file. Paper submissions are due February 28, and electronic submissions are due March 31.2Internal Revenue Service. General Instructions for Certain Information Returns (2025) For the 2026 season, February 28 is a Saturday, so paper filers have until Monday, March 2, 2026. March 31 is a Tuesday, so the electronic date does not move.
Paper filers must include Form 1096 as a cover sheet summarizing the batch of 1099-R forms in the envelope.2Internal Revenue Service. General Instructions for Certain Information Returns (2025) Electronic filers do not use Form 1096.
The 10-Return Electronic Filing Threshold
Most payers no longer have a choice about paper. If you file 10 or more information returns of any type during the year, you must file all of them electronically.5Office of the Law Revision Counsel. 26 USC 6011 – General Requirement of Return, Statement, or List The count is aggregate, not per form. It includes every W-2, 1099, 1098, and other information return your organization files across all form types.3Internal Revenue Service. Publication 1099 General Instructions for Certain Information Returns – For Use in Preparing 2026 Returns Five 1099-R forms plus six W-2s puts you over the threshold, and the March 31 electronic deadline applies to everything you send.
If you meet the threshold but genuinely cannot file electronically, request a waiver on Form 8508 at least 45 days before your filing deadline. The IRS automatically grants a first-time waiver request. Second and later requests require you to explain why electronic filing creates an undue hardship, typically by showing that the cost of e-filing exceeds the cost of paper filing.6Internal Revenue Service. Getting More Time to File
If you need more time to file Form 1099-R with the IRS, submit Form 8809 before the original filing deadline. You can file it electronically through the FIRE or IRIS system, which gives you immediate confirmation, or mail a paper copy.7Internal Revenue Service. Form 8809 (Rev. For Form 1099-R, the initial 30-day extension is automatic. You do not have to justify it. If you still need more time after that first extension runs out, you can request a second 30-day extension on a paper Form 8809 before the first one expires, and this second request must meet one of the specific hardship criteria listed on the form.7Internal Revenue Service. Form 8809 only extends your IRS filing deadline. It does not buy more time to deliver forms to recipients.7Internal Revenue Service. Form 8809 (Rev. December 2025) – Application for Extension of Time to File Information Returns For the recipient copy, file Form 15397 instead. It provides a one-time 30-day extension to furnish recipient statements, must be submitted before the recipient deadline, and requires you to explain why you need the extra time. The IRS does not send approval letters for Form 15397. It only contacts you if the request is incomplete or denied.8Internal Revenue Service. Penalties for Late or Incorrect Filing
The IRS charges separate penalties for two failures: filing the return late with the IRS, and delivering the recipient copy late. The dollar amounts are identical for both, and they scale with how late the filing is.
For returns due in 2026, the per-form penalties are:9Internal Revenue Service. Information Return Penalties
- Up to 30 days late: $60 per form
- 31 days late through August 1: $130 per form
- After August 1, or never filed: $340 per form
- Intentional disregard: $680 per form, with no annual cap
Because the tiers step up sharply, a form fixed within 30 days costs roughly one-sixth of a form left unfiled past August 1.
Annual Caps for High-Volume Filers
For payers with large filing volumes, annual caps limit total exposure, unless the IRS finds the failure was intentional. The caps depend on average annual gross receipts over the prior three tax years.
Businesses with gross receipts above $5 million face annual caps of $683,000 for failures corrected within 30 days, $2,049,000 for failures corrected by August 1, and $4,098,500 after August 1. Businesses with gross receipts of $5 million or less get lower caps at each tier: $239,000, $683,000, and $1,366,000.10Internal Revenue Service. 20.1.7 Information Return Penalties No cap applies when the IRS finds intentional disregard.
De Minimis Safe Harbor for Small Dollar Errors
The IRS provides a narrow cushion for minor dollar-amount mistakes. If no single incorrect amount on a return differs from the correct amount by more than $100, and the error is otherwise correctable, the return may be treated as correctly filed. The safe harbor covers dollar amounts only. Fixing an Error After You File
If you discover an error on a Form 1099-R you already filed, submit a corrected form as soon as possible.12Internal Revenue Service. Instructions for Forms 1099-R and 5498 (2025) There is no single hard deadline for most corrections, but the same tiered structure applies: a correction made within 30 days of the original filing deadline drops the per-form penalty from $340 to $60, and a correction made before August 1 drops it to $130.9Internal Revenue Service. To correct a paper-filed return, submit a new Form 1099-R marked as corrected and send an updated copy to the recipient. If you filed electronically, follow the correction procedures in IRS Publication 1220. Either way, the recipient needs a corrected copy so they can amend their own return if necessary.
