What’s the Difference Between an MC Number and DOT Number?

The difference between an MC number and a DOT number comes down to what each one authorizes: a USDOT number is a safety identifier the Federal Motor Carrier Safety Administration uses to track your inspections, crashes, and audits, while an MC number is operating authority — legal permission to charge money for hauling freight or passengers across state lines. Most interstate commercial carriers need the USDOT number. Only for-hire carriers of regulated freight or passengers need an MC number on top of it.

What a USDOT Number Does

The USDOT number is your company’s safety fingerprint. The FMCSA assigns it as a unique identifier and uses it to collect information from audits, compliance reviews, crash investigations, and roadside inspections.1Federal Motor Carrier Safety Administration (FMCSA). Do I Need a USDOT Number? Every inspection result and crash report ties back to it.

You need one if your vehicle has a gross vehicle weight rating or gross combination weight rating of 10,001 pounds or more and operates in interstate commerce. You also need one if the vehicle carries hazardous materials in placardable quantities, carries 9 to 15 passengers for compensation, or carries 16 or more passengers regardless of pay.2eCFR. 49 CFR Part 390 – Federal Motor Carrier Safety Regulations; General Many states apply their own USDOT number requirements to purely intrastate operations, so even if you never cross a state line, your state may still require one.

The USDOT number applies whether you haul your own products, carry freight for customers, or run a passenger service. It is a safety tool. It does not, by itself, authorize you to charge for transportation.

What an MC Number Does

An MC number, formally called operating authority, is your legal license to run as a for-hire carrier in interstate commerce. Where the USDOT number monitors safety, the MC number grants economic permission: the right to charge money for moving goods or people across state lines.3Federal Motor Carrier Safety Administration. What Is Operating Authority (MC Number) and Who Needs It? The statutory basis is 49 U.S.C. § 13902, which sets out the registration requirements the FMCSA uses to vet applicants before granting authority.4Office of the Law Revision Counsel. 49 USC 13902 – Registration of Motor Carriers

The FMCSA actually issues several types of operating authority, each with its own prefix. An MC number covers motor carriers of property or passengers. An FF number covers freight forwarders. An MX number covers brokers who arrange transportation without hauling anything themselves. A single company may need more than one if it plays multiple roles, such as brokering some loads and hauling others on its own trucks.5U.S. Department of Transportation. An MC number cannot exist without a USDOT number underneath it. Federal law requires a motor carrier to be issued a USDOT number under 49 U.S.C. § 31134 before operating authority can be granted.4Office of the Law Revision Counsel. 49 USC 13902 – Registration of Motor Carriers Plenty of carriers have a USDOT number without an MC number. The reverse never happens.

Which One You Actually Need

The simplest test: the USDOT number is about safety, and the MC number is about getting paid to haul. How that shakes out in practice:

  • Private carriers hauling their own goods need a USDOT number only, assuming they meet the weight or cargo thresholds. No MC number, because no one is paying them for transportation.
  • For-hire carriers hauling others’ goods for pay need both. The USDOT number tracks safety; the MC number authorizes the commercial activity.
  • Passenger carriers charging for interstate transport need both.
  • Freight brokers need a USDOT number and an MX number.
  • Freight forwarders need a USDOT number and an FF number.

Cargo That Is Exempt From the MC Requirement

Not every kind of freight triggers the operating authority requirement. Federal law exempts motor vehicles carrying ordinary livestock, fish, and unmanufactured agricultural commodities from the MC number requirement.6eCFR. 49 CFR 372.115 – Commodities That Are Not Exempt Under 49 USC 13506(a)(6) The word “unmanufactured” does a lot of work in that sentence. Raw corn from a field is exempt. Flour milled from that corn is not. Check where your specific cargo falls before assuming you can skip the MC number.

Insurance and BOC-3 Filings Gate the MC Number

Your MC number does not activate until proof of insurance is on file with the FMCSA. Federal minimums vary by what you carry:

  • General freight, nonhazardous: $750,000 in public liability for for-hire carriers with vehicles rated at 10,001 pounds or more.
  • Hazardous materials, most categories: $1,000,000 in public liability.
  • High-risk hazmat, including bulk explosives, poison gas, and radioactive materials: $5,000,000.
  • Passenger carriers with 16 or more seats including the driver: $5,000,000.
  • Passenger carriers with 15 or fewer seats including the driver: $1,500,000.

Your insurer files proof directly with the FMCSA.7eCFR. 49 CFR Part 387 – Minimum Levels of Financial Responsibility for Motor Carriers If coverage lapses, operating authority is revoked, often before the carrier notices.

Every motor carrier, broker, and freight forwarder must also file Form BOC-3, which designates a process agent in each state where you operate or maintain a principal office. A process agent is a person authorized to accept legal papers on your behalf. Skip it, or let it lapse, and the FMCSA will deactivate your USDOT number.8eCFR. 49 CFR Part 366 – Designation of Process Agent Most carriers pay a one-time fee for a blanket BOC-3 service covering all 50 states plus Washington, D.C.

How Long Each Takes and What They Cost

The USDOT number is fast. You apply online through the FMCSA’s registration system and receive the number instantly, with a confirmation letter following by mail.9Federal Motor Carrier Safety Administration. How Long Does the Operating Authority or USDOT Number Application Processing Take if You File on the Internet or by Mail?

The MC number takes considerably longer. First-time applicants filing through the Unified Registration System should plan on 20 to 25 business days. Applications flagged for extra vetting can add another 2 to 8 weeks. Existing carriers adding authority by mail face 45 to 60 business days.9Federal Motor Carrier Safety Administration. Each type of operating authority costs $300, and there are no refunds if you file the wrong type by mistake.5U.S. Department of Transportation. Get Operating Authority (Docket Number) | FMCSA

A realistic sequence for a new for-hire carrier: apply for the USDOT number first, apply for MC authority, arrange the BOC-3 filing, and have your insurer file proof of coverage. Expect 4 to 6 weeks from start to finish before you can legally haul for pay.

Penalties for Skipping the Registration You Need

A carrier caught operating without authority can be placed out of service on the spot, meaning the truck stops where it is until the problem is fixed.10Federal Motor Carrier Safety Administration. What Happens if I Operate Without Authority?

The financial penalties are severe and adjust annually for inflation. For 2026, the minimum civil penalty for a single instance of transporting household goods without proper registration is $51,211.11Federal Register. Civil Monetary Penalties – 2026 Adjustment That is the floor, not the ceiling. General operating authority violations carry their own penalty schedules. Beyond fines, enforcement actions mark up your safety record, which raises insurance costs and can lock you out of contracts with shippers who screen carrier ratings.

Keeping Both Numbers Active

Both numbers require ongoing maintenance. Every motor carrier must update its registration information every 24 months by filing Form MCS-150. The filing schedule is keyed to the last two digits of your USDOT number.12Federal Motor Carrier Safety Administration (FMCSA). When Am I Required to File a Biennial Update? You also need to file when your contact information, number of power units, or other key details change. Missing the biennial update can deactivate your USDOT number, which in turn deactivates any operating authority tied to it.13Federal Motor Carrier Safety Administration (FMCSA). FMCSA Form MCS-150 Instructions

If operating authority gets revoked for noncompliance, usually from an insurance lapse or missed filing, you can apply to reinstate it for $80. You will need an active USDOT number with current contact information, valid insurance on file, and a current BOC-3 designation. Reinstatement usually takes about a week once the FMCSA has your application and payment.14Federal Motor Carrier Safety Administration (FMCSA). How Do I Reinstate My Operating Authority (MC/FF/MX Number)? Reinstatement is not available if you have been placed out of service as an imminent hazard or received a final unsatisfactory safety rating. Those cases require a longer and more complicated process.

A Coming Change: Motus and the Possible End of MC Numbers

The FMCSA is modernizing its registration infrastructure through a new system called Motus, scheduled to open to all users in 2026.15FMCSA. Registration Modernization The plan is to consolidate the various FMCSA registration forms into a single online platform.

The agency has also proposed eventually phasing out MC numbers entirely. Under that proposal, the USDOT number would become the sole identifier, with suffixes indicating each type of operating authority rather than separate MC, FF, or MX docket numbers. The FMCSA has stated that eliminating docket numbers will not happen with the first release of Motus and will require a formal rulemaking process with a public comment period before taking effect.16Federal Motor Carrier Safety Administration. Registration Modernization FAQs For now, the two-number system stands, and carriers should keep FMCSA Portal accounts active and biennial updates current so accurate information transfers when Motus launches.
