What to Send When Filing Taxes by Mail: Forms, Schedules, and Proof

When you file a federal tax return by mail, the envelope needs to contain a signed Form 1040, Copy B of every W-2 you received, any Form 1099-R that shows federal tax withheld, the supplemental schedules that apply to your situation, and, if you owe a balance, Form 1040-V with a check payable to the United States Treasury. That is what to send when filing taxes by mail. The order those pieces sit in and how they’re attached matters, because paper returns get flagged and delayed for small assembly mistakes more than for anything else.

Form 1040 on Top

Every individual paper return starts with Form 1040, the primary document federal law requires for reporting your income, deductions, and tax liability.1Office of the Law Revision Counsel. 26 USC 6011 – General Requirement of Return, Statement, or List Fill in your Social Security number, filing status, and income figures carefully, and print clearly. Handwritten returns get flagged for errors far more often than typed or software-printed ones.

Sign and date the return before it goes in the envelope. An unsigned return is not treated as valid, and the IRS will send it back or write to you asking for a signature, which stalls everything.2Internal Revenue Service. Return Signature If you’re filing jointly, both spouses must sign. This is the most common paper-return mistake and the easiest to prevent.

W-2s and 1099s

Staple Copy B of every W-2 to the front of Form 1040 so it stays put during processing. W-2s verify your wages and the federal tax already withheld from your pay, which the IRS credits against what you owe. Employers must furnish W-2s by early February; if yours hasn’t arrived by mid-February, contact the payroll department directly.3Internal Revenue Service. General Instructions for Forms W-2 and W-3 (2026)

For 1099s, the attachment rule is narrower than most people assume. Attach Form 1099-R (retirement distributions) only if it shows federal tax was withheld. Other 1099 types, such as 1099-INT for interest or 1099-NEC for freelance income, generally do not get attached. Report that income on the appropriate lines of the return and keep the 1099 copies with your own records.

If a W-2 Never Came

If an employer never sends your W-2 and you can’t get it after asking, file Form 4852 as a substitute. You estimate your wages and withholding using pay stubs, bank deposits, or any other records you have.4Internal Revenue Service. About Form 4852, Substitute for Form W-2, Wage and Tax Statement, or Form 1099-R Form 4852 also substitutes for an incorrect W-2 or a missing 1099-R. Include it in place of the document you’re missing. Returns filed with Form 4852 often take longer to process because the IRS verifies your estimates, but filing on time with estimates beats filing late while waiting for a form that may never arrive.

Schedules That Apply to You

If your tax picture goes beyond straightforward wages, one or more supplemental schedules go behind Form 1040 in numerical order. Only include schedules you actually filled out. Each schedule you attach should correspond to a line you used on Form 1040. Don’t send blank ones.

  • Schedule A, for itemized deductions, if mortgage interest, state and local taxes, medical costs, and similar expenses together exceed the standard deduction for your filing status. Most filers take the standard deduction, so don’t attach Schedule A unless the math favors itemizing.5Office of the Law Revision Counsel. 26 USC 63 – Taxable Income Defined
  • Schedule B, for interest and dividends, required if you earned more than $1,500 in taxable interest or ordinary dividends during the year. List each paying institution and amount.6Internal Revenue Service. Instructions for Schedule B (Form 1040)
  • Schedule C, for self-employment income, freelance work, or a side business. Report gross receipts and deduct business expenses to arrive at net profit or loss.
  • Schedule EIC, if you’re claiming the earned income tax credit and have a qualifying child. It collects identifying information about each child.7Internal Revenue Service. Schedule EIC (Form 1040) – Earned Income Credit

If a schedule needs additional statements that don’t fit on the form itself, attach those statements at the end of your return with your name and Social Security number on each page.6Internal Revenue Service. Instructions for Schedule B (Form 1040)

If You Owe: Form 1040-V and a Check

When your return shows a balance due, payment is due by April 15 whether or not you file an extension.8Office of the Law Revision Counsel. 26 USC 6151 – Time and Place for Paying Tax Shown on Returns Include Form 1040-V so the IRS can match your check to your return. Fill in your name, address, Social Security number, and the amount you’re paying.

Make the check or money order payable to “United States Treasury.” On the check itself, write your Social Security number, the tax year (2025), and “Form 1040.” For a joint return, use the Social Security number listed first.9Internal Revenue Service. 2025 Form 1040-V That information helps the IRS credit the right account if the check gets separated from the return during processing.

Do not staple or clip the check or Form 1040-V to your return. Place both loose in the envelope.9Internal Revenue Service. 2025 Form 1040-V Never send cash. If you can’t pay the full amount, send what you can; a partial payment reduces the penalties and interest that accrue on the remainder.

If You Need More Time

If you’re not ready to file the return itself by April 15, mail Form 4868 by that date to get an automatic six-month extension to October 15. You can send Form 4868 with or without a payment, and you don’t need to explain why. The extension gives you more time to file, not more time to pay. Interest and penalties start running on April 15 on any unpaid balance, even if the return itself isn’t due yet.10Internal Revenue Service. Assembling and Mailing the Envelope

Stack the envelope in this order: Form 1040 on top, with W-2s and any 1099-Rs showing withholding stapled to the front page. Supplemental schedules follow in numerical order behind the return. Any additional statements go at the back. If you’re enclosing a payment, Form 1040-V and the check sit loose in the envelope, not attached to anything.

Postage and the Correct Address

Most complete returns weigh more than one ounce, so a single stamp usually won’t cover it. Weigh the envelope and apply the correct postage. A return with insufficient postage gets bounced back, and by the time you re-mail it you may have missed the deadline.11USPS. Mail Your Tax Return with USPS

The mailing address depends on your state and whether you’re enclosing a payment. The IRS “Where to File” page lists the correct address for each situation.12Internal Revenue Service. Where to File Paper Tax Returns With or Without a Payment Using the wrong address reroutes the return and adds weeks. Check the address before sealing the envelope.

Proof That You Mailed It

Under federal law, a postmark on or before the due date counts as timely filing, so a return that arrives at the IRS a few days late but bears an April 15 postmark is on time.13Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying Proving it is the harder part. Regular first-class mail leaves no paper trail if the IRS says nothing arrived.

USPS Certified Mail with a return receipt is the common way to protect yourself. Registered mail also works and is specifically treated as presumptive evidence of delivery under the statute.13Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying A private carrier will also satisfy the timely-mailing rule, but only if you use one of the specific FedEx, UPS, or DHL Express services the IRS designates. Not every service level qualifies. FedEx Ground doesn’t count; FedEx Priority Overnight does.14Internal Revenue Service. Private Delivery Services (PDS) Check the IRS list before choosing a carrier.

Keep the mailing receipt, the tracking confirmation, and a complete photocopy of everything inside the envelope. If a dispute ever comes up about whether you filed or what you reported, those copies are your only defense.
