What Loans Are Guaranteed by the Federal Government?

Four federal programs guarantee loans made by private lenders: the Federal Housing Administration and the USDA insure or back mortgages for general and rural buyers, the Department of Veterans Affairs backs mortgages for service members and veterans, and the Small Business Administration backs loans to small businesses. Federal student loans are often lumped in with these, but they work differently: the Department of Education lends the money directly. Together, these are the loans guaranteed by the federal government, plus the one big program that people assume is guaranteed but isn’t.

In every guaranteed program, the government isn’t writing you a check. It’s promising the lender that if you stop paying, the agency will cover part of the loss. That promise is what lets lenders approve borrowers, terms, or down payments they otherwise wouldn’t.

FHA Loans

The Federal Housing Administration insures mortgages on single-family homes under 24 CFR Part 203.1eCFR. Part 203 Single Family Mortgage Insurance Borrowers pay insurance premiums that flow into the Mutual Mortgage Insurance Fund, and that fund reimburses lenders when a borrower defaults.

For 2026, FHA loan limits run from a floor of $541,287 in lower-cost areas to a ceiling of $1,249,125 in high-cost markets on a single-family home.2U.S. Department of Housing and Urban Development (HUD). HUD Federal Housing Administration Announces 2026 Loan Limits Your county sits somewhere in that range.

The minimum down payment is 3.5% if your credit score is 580 or higher. Between 500 and 579, you can still qualify, but you’ll need to put 10% down.

Every FHA borrower pays two forms of mortgage insurance. The upfront premium is 1.75% of the loan amount, usually rolled into the balance at closing. On a $300,000 loan, that’s $5,250 added to what you owe. The annual premium runs from 0.15% to 0.75% depending on your term, loan amount, and down payment. On a typical 30-year loan with the minimum 3.5% down, the annual premium is 0.55% and lasts the life of the loan. Put 10% or more down and the annual premium drops off after 11 years.

VA Home Loans

VA home loans, authorized under 38 U.S.C. Chapter 37, are the only government program that requires no down payment, provided the purchase price doesn’t exceed the appraised value.3Veterans Affairs. Purchase Loan The VA guarantees a portion of each loan, which is enough for lenders to skip the down payment entirely.

The guarantee percentage depends on loan size. For loans up to $45,000, the VA guarantees 50%. That steps down as the loan grows, reaching 25% for loans above $144,000, which covers most home purchases today.4Office of the Law Revision Counsel. 38 USC 3703 – Basic Provisions Relating to Loan Guaranty and Insurance A 25% guarantee effectively substitutes for the risk cushion a 20% down payment would give a conventional lender.

VA Funding Fee

Instead of monthly mortgage insurance, VA borrowers pay a one-time funding fee at closing. For 2026, first-time users with no down payment pay 2.15%. That drops to 1.5% with 5% to 9.99% down, and to 1.25% with 10% or more. Repeat users with no down payment pay 3.3%. Veterans with service-connected disabilities are exempt from the fee entirely.

Restoring Your Entitlement

VA entitlement isn’t one-and-done. Sell a home bought with a VA loan and pay off the balance, and you can restore your full entitlement for a new purchase.5Veterans Affairs. Eligibility for VA Home Loan Programs Entitlement also restores if another eligible veteran assumes your loan and substitutes their own. There’s a one-time option to restore entitlement after paying off the loan without selling the property, useful if you want to keep the prior home as a rental.

USDA Guaranteed Rural Housing Loans

The USDA’s Single Family Housing Guaranteed Loan Program, under 7 CFR Part 3555, helps moderate-income buyers purchase homes in eligible rural areas.6eCFR. 7 CFR Part 3555 – Guaranteed Rural Housing Program Like the VA loan, it allows no down payment.

Two things drive eligibility: location and income. The property must sit in a USDA-designated rural area, and household income generally cannot exceed 115% of the area median. “Rural” is broader than most people think. Many towns under 35,000, including suburban-feeling communities near larger cities, qualify. USDA publishes an eligibility map you can check by address before you house-hunt.

USDA guaranteed loans carry an upfront guarantee fee and an annual retention fee that works like mortgage insurance. Fee rates are set annually by the agency.7Federal Register. OneRD Annual Notice of Guarantee Fee Rates, Periodic Retention Fee Rates, Loan Guarantee Percentage and Fee for Issuance of the Loan Note Guarantee Prior to Construction Completion for Fiscal Year 2026 The annual fee is technically paid by the lender to USDA but passes through to the borrower in the monthly payment.

SBA Loans

The Small Business Administration guarantees loans to small businesses through two main programs, both regulated under 13 CFR Part 120: the 7(a) general business loan and the 504 fixed-asset loan.8eCFR. 13 CFR Part 120 – Business Loans SBA doesn’t lend the money. It guarantees a percentage so banks and credit unions will approve businesses they’d otherwise turn down.

7(a) Loans

The 7(a) program is the flexible option, covering working capital, equipment, real estate, and business acquisitions. The maximum loan amount is $5 million.9U.S. Small Business Administration. 7(a) Loans For loans of $150,000 or less, SBA can guarantee up to 85% of the balance. Above that threshold, the maximum guarantee is 75%. A higher guarantee generally means a more willing lender and better terms.

504 Loans

The 504 program is narrower and useful for buying land, buildings, or major equipment. The maximum 504 loan amount is $5.5 million.10U.S. Small Business Administration. 504 Loans Eligible costs include acquiring real estate, constructing or improving buildings, purchasing long-term machinery, and professional fees tied to the project like appraisals and environmental studies.11eCFR. 13 CFR 120.882 – Eligible Project Costs for 504 Loans You can’t use 504 money for working capital or inventory. For those needs, look at 7(a).

Both programs require your business to meet SBA size standards, which vary by industry and are measured either by employee count or annual receipts.

Federal Student Loans Are Direct, Not Guaranteed

Federal student loans are frequently described as guaranteed, but under the William D. Ford Federal Direct Loan Program, the Department of Education lends the money itself.12eCFR. 34 CFR Part 685 – William D. Ford Federal Direct Loan Program The government is both creditor and guarantor, backed by the U.S. Treasury. The older program in which banks lent and the government guaranteed stopped issuing new loans in 2010.

The Direct Loan Program offers Subsidized Loans (undergraduates with financial need; the government pays interest during enrollment and grace periods), Unsubsidized Loans (undergraduates and graduate students, interest accrues from disbursement), PLUS Loans (parents of dependent undergraduates and graduate/professional students, credit check required), and Consolidation Loans that combine existing federal loans into one.

Dependent undergraduates can borrow between $5,500 and $7,500 a year in combined Subsidized and Unsubsidized loans, up to an aggregate of $31,000. Independent undergraduates can borrow between $9,500 and $12,500 a year, up to $57,000.

The One Big Beautiful Bill Act, passed in July 2025, restructures federal borrowing for graduate and professional students beginning July 1, 2026. New graduate students will be limited to $20,500 per year in Direct Unsubsidized Loans, capped at $100,000 for the degree. New professional students (generally medical, law, and dental) can borrow up to $50,000 per year, capped at $200,000.13U.S. Department of Education. U.S. Department of Education Issues Proposed Rule to Make Higher Education More Affordable and Simplify Student Loan Repayment The law eliminates Grad PLUS for new borrowers, which previously allowed unlimited graduate borrowing. Parent PLUS Loans for undergraduates will be capped at $20,000 per year and $65,000 per degree. Annual eligibility will scale with enrollment intensity, so a half-time student receives half the annual limit.

What Default Does to You Across Every Program

Defaulting on a federally backed or direct loan opens up collection tools private lenders don’t have.

The Treasury Offset Program can intercept federal payments and apply them to your delinquent debt: tax refunds, federal wages including military pay, retirement benefits, and certain Social Security payments.14Bureau of the Fiscal Service. Frequently Asked Questions for Debtors in the Treasury Offset Program For defaulted federal student loans, the Department of Education can garnish up to 15% of your disposable pay without a court order.15Federal Student Aid. Student Loan Default and Collections – FAQs

A default also lands you in CAIVRS, the Credit Alert Verification Reporting System, a federal database agencies check before approving any new government-backed loan.16Bureau of the Fiscal Service. Do Not Pay Portal Quick Reference Card – CAIVRS While you’re in CAIVRS, you’re locked out of FHA, VA, and USDA mortgages until the issue is resolved. Waiting periods differ: FHA and USDA generally require three years after a default or foreclosure, and the VA requires two years after a foreclosure or deed-in-lieu. A defaulted student loan from a decade ago can still block an FHA purchase today if it was never cleaned up.

How You Apply

For every guaranteed program, you apply through a private lender. Federal student loans are the exception, filed through your school’s financial aid office. The lender collects your documents, underwrites the loan on its own terms, and submits the package to the relevant agency for review. Housing loans use the Uniform Residential Loan Application. SBA borrowers submit Form 1919, which covers business financials, ownership, and existing debts.17U.S. Small Business Administration. SBA Form 1919 – Borrower Information Form

Expect to provide proof of income through pay stubs, W-2s, or tax returns. If the file checks out, the agency issues a guarantee commitment or insurance certificate to the lender.18eCFR. 24 CFR 1007.50 – Certificate of Guarantee That’s the assurance the lender needs to close. Inaccurate information on any of these applications can cause the guarantee to be denied or revoked later, so get the paperwork right the first time.
