Several USPS services require a recipient’s signature before a letter or package can be handed over. The letters and packages that require a signature are those sent by Certified Mail, Registered Mail, Signature Confirmation, Collect on Delivery, retail items insured for more than $200, and Priority Mail Express when the sender checks the signature-required box. Which one you should use depends on whether you need legal proof of delivery, maximum security for something valuable, age verification, or delivery to one specific named person.
Certified Mail
Certified Mail is the standard choice for legal notices, demand letters, lease terminations, and any correspondence where you need to prove the other side received it. The sender gets a mailing receipt with a unique tracking number, and USPS keeps an electronic record of delivery that includes the recipient’s signature.1U.S. Postal Service. PS Form 3800 – Certified Mail Receipt That postmarked receipt is your proof of mailing.
Certified Mail costs $5.30 per item on top of regular postage. A physical green return receipt card (PS Form 3811) adds $4.40; an electronic return receipt adds $2.82 and gives you the same signature image as a downloadable record.2Postal Explorer. Registered Mail
Registered Mail is the most secure service USPS offers. It uses a documented chain of receipts to track every handoff from mailing to delivery, with a signature required at each transfer point.3United States Postal Service. Fees start at $19.70 for a declared value of zero and rise with the declared amount, reaching $38.00 plus $2.90 per additional $1,000 for items over $5,000. Insurance matching the declared value is included up to $50,000.2Postal Explorer. Signature Confirmation
Signature Confirmation is a lighter alternative built for packages rather than legal correspondence. Standard USPS Tracking only confirms a package reached the delivery address; Signature Confirmation verifies that a specific person signed for it. It does not provide proof of mailing and does not function as a legal mailing receipt the way Certified Mail does.
The retail fee is $4.95 per item, or $3.95 when purchased electronically. It’s available for Priority Mail, USPS Ground Advantage, and Package Services such as Media Mail.2Postal Explorer. Notice 123 – Price List Signature Confirmation is domestic only and can be combined with Restricted Delivery for $13.35 retail.

Priority Mail Express includes a signature record, but by default the carrier signs on the recipient’s behalf and leaves the item in a secure spot. If you need the recipient’s actual signature, check the “Signature Required” box on Label 11-F at mailing.7United States Postal Service. What Is a Waiver of Signature? What Is Signature Required? A recipient signature is always mandatory when Priority Mail Express carries additional insurance or COD.
Adult Signature and Restricted Delivery
Two add-on services control who is allowed to sign. Adult Signature Required means the person signing must be at least 21 and must show photo ID for age verification. Any adult at the delivery address can sign, and the service costs $9.70.8United States Postal Service. Adult Signature Required and Adult Signature Restricted Delivery Services2Postal Explorer. Why Signature Mail Matters in Legal Disputes
Signature-required mail creates evidence. When you send a demand letter, eviction notice, or contract termination, a signed return receipt proves the other party received it on a specific date. Courts routinely accept Certified Mail return receipts as proof of notice, which matters in landlord-tenant disputes, debt collection, and contract deadlines.
Even when a recipient refuses to sign or ignores pickup notices, the mailing still helps the sender. A documented delivery attempt paired with a refusal or a failure to pick up is generally treated as a reasonable effort to notify. The tracking record shows the court you did your part.
One boundary to keep in mind. Federal Rule of Civil Procedure 4 does not require Certified Mail for service of process within the United States, though many state courts and administrative agencies mandate it for particular notices.10Legal Information Institute. Federal Rules of Civil Procedure Rule 4 – Summons Rule 4(f) allows any form of mail requiring a signed receipt for service on someone in a foreign country. Check your jurisdiction’s rules before relying on mail alone; some situations still require personal delivery by a process server.
How to Send Signature-Required Mail
For Certified Mail, use PS Form 3800, the green-and-white receipt that attaches to the mailpiece. Add PS Form 3811 if you want a physical return receipt mailed back. Both are free at any Post Office or through USPS online.11United States Postal Service. Certified Mail Receipt Forms Fill in the addresses carefully and mark any add-on services.
Signature-required mail has to be presented at a Post Office counter rather than dropped in a collection box. The clerk scans the item to start the tracking chain and hands you a receipt with the tracking number. You can then monitor delivery status through USPS Tracking. Keep the receipt. It’s your proof of mailing, and the postmark on it may matter if a legal deadline is involved.
Receiving or Picking Up Signature Mail
Signature mail is usually easy to spot: a green Certified Mail sticker, a red Registered Mail label, or another service-specific marking. The carrier will ask you or another authorized person at the address to sign and won’t leave the item unattended.
If nobody is home, the carrier leaves PS Form 3849, the “Sorry We Missed You” notice, with pickup and redelivery instructions.12United States Postal Service. PS Form 3849 Redelivery Notice The item goes to your local Post Office and is held for a limited period; if you don’t pick it up or schedule redelivery, USPS returns it to the sender.
To pick up in person, bring the PS Form 3849 and valid photo ID. USPS accepts a driver’s license or state ID, a passport, and military or other government-issued identification.13United States Postal Service. Postal Bulletin 22189 – Standardized Procedures for Notice Left Mail If you’ve lost the notice, ID alone is usually enough for the clerk to find your item.
The Sender Controls the Signature Requirement
The decision to waive a signature belongs to the sender, not the recipient. A sender can check the “Waiver of Signature” box at mailing to authorize the carrier to leave the item without a signature, provided the location is secure and sheltered.7United States Postal Service. What Is a Waiver of Signature? What Is Signature Required? Once the item is in the mail, the choice can’t be changed in transit. If the sender didn’t check that box, the carrier will not leave the item unsigned, whatever the recipient requests. Waiving the signature also voids any insurance claim for loss of the package.
