What Jobs Are Considered Public Service for PSLF?

For Public Service Loan Forgiveness, what jobs qualify for PSLF comes down to who employs you, not what you do day to day. Any full-time position at a U.S. government organization, a 501(c)(3) tax-exempt nonprofit, certain other nonprofits that devote most of their staff to designated public services, or a full-time national service program such as AmeriCorps or the Peace Corps is a qualifying public service job.1Federal Student Aid. The Employer Is What Matters, Not Your Role

Federal law looks at the organization that signs your paycheck. An accountant, a janitor, and a social worker employed by the same qualifying nonprofit all hold public service jobs under the PSLF rules. A nurse at a for-profit hospital does not, even though the same nursing work at a county hospital would.2Federal Student Aid. Public Service Loan Forgiveness (PSLF)

If your employer is on the eligible list and you work full-time, your job counts. There is one wrinkle to the “any job title” rule, and it applies to nonprofits that are not 501(c)(3) tax-exempt. Those organizations have to meet a staffing test tied to specific service areas, covered below.3Federal Student Aid. Qualifying Public Services for the Public Service Loan Forgiveness (PSLF) Program

Government Jobs at Every Level

Any U.S.-based government organization qualifies, regardless of what services it provides. That includes every federal agency, from the Department of Justice to the National Park Service, along with state agencies, county offices, municipal departments, and tribal government entities.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF) Public school districts and state-run universities are included because they are government-operated.

Within those agencies, every full-time employee qualifies. Administrative staff, maintenance workers, teachers, agency directors, and everyone in between share the same eligibility. What matters is direct employment: a private contractor working inside a government building usually does not qualify, because the actual employer on the W-2 is a for-profit company.2Federal Student Aid. Public Service Loan Forgiveness (PSLF)

Military and National Guard

Active-duty military service qualifies. The statute also includes full-time National Guard duty as defined in federal defense code, but it excludes active duty performed solely for training or attendance at a service school.5Office of the Law Revision Counsel. 20 U.S. Code 1087e – Terms and Conditions of Loans The regulations list the U.S. Armed Forces and the National Guard as qualifying employers by name.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF)

Members of Congress Are Excluded

Serving as a member of Congress is explicitly carved out of qualifying employment, even though Congress is a government body. The exclusion appears in both the statute and the regulations.5Office of the Law Revision Counsel. 20 U.S. Code 1087e – Terms and Conditions of Loans Congressional staff are government employees and do qualify.

501(c)(3) Nonprofit Jobs

Nonprofits that hold tax-exempt status under Section 501(c)(3) of the Internal Revenue Code are automatically qualifying employers. Any job at one of them counts, no matter the organization’s mission or your role.3Federal Student Aid. Qualifying Public Services for the Public Service Loan Forgiveness (PSLF) Program The category sweeps in charitable, religious, educational, and scientific organizations.

Employees at 501(c)(3) religious organizations qualify even if their duties include religious instruction or worship. Time spent on religious activities counts toward the full-time hours requirement.2Federal Student Aid. Public Service Loan Forgiveness (PSLF)

The 501(c)(3) status has to be current. If a nonprofit loses its exemption, its employees lose qualifying status going forward.

Other Nonprofits That Qualify Through Service Areas

A nonprofit that is not 501(c)(3) tax-exempt, including some 501(c)(4) social welfare groups, can still qualify. The bar is higher: the organization must devote a majority of its full-time equivalent employees to at least one designated public service area.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF) The recognized areas are:

  • Emergency management: services that help remedy, lessen, or eliminate threats to human life, health, or property
  • Public safety: services that seek to prevent the need for emergency management
  • Law enforcement: publicly funded crime prevention, crime reduction, or enforcement of criminal law
  • Public interest law: legal services funded in whole or part by a government entity
  • Public health: clinical healthcare providers, health support staff, counselors, social workers, and related community service roles as defined by the Bureau of Labor Statistics
  • Public education: educational enrichment or support for students in a public school or school-like setting
  • Public library services, including supporting services
  • School library and other school-based services such as health, nursing, social work, or parent counseling in a school setting
  • Early childhood education: licensed or regulated childcare, Head Start, and state-funded prekindergarten
  • Civilian service to the military: services for active-duty members, veterans, or military families
  • Military service: active-duty or full-time National Guard duty
  • Public service for individuals with disabilities, provided because of that status
  • Public service for the elderly, meaning people aged 62 or older, provided because of that status

The organization itself attests on the PSLF certification form that it meets the majority-of-employees threshold in one or more of these areas.3Federal Student Aid. Qualifying Public Services for the Public Service Loan Forgiveness (PSLF) Program

AmeriCorps and Peace Corps

Federal law treats full-time AmeriCorps and Peace Corps service as qualifying public service employment, even though participants are categorized as volunteers and receive a living allowance rather than a salary.5Office of the Law Revision Counsel. 20 U.S. Code 1087e – Terms and Conditions of Loans Within AmeriCorps, VISTA, the National Civilian Community Corps, and state and national direct-service positions all count.1Federal Student Aid. Jobs That Do Not Qualify

Three categories of employers are shut out no matter what work they perform:

  • For-profit organizations, including for-profit government contractors
  • Labor unions
  • Partisan political organizations

These exclusions hold even when the work mirrors a qualifying public service. A for-profit emergency management company does not qualify despite doing the same work a nonprofit or government agency would.3Federal Student Aid. Qualifying Public Services for the Public Service Loan Forgiveness (PSLF) Program

International and intergovernmental organizations such as the United Nations or the World Bank are not on the list either. The regulation limits qualifying government employers to “United States-based Federal, State, local, or Tribal” entities.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF)

The Contractor Exception for Healthcare Workers

Employees of for-profit contractors generally do not qualify even when they work inside a government hospital or nonprofit facility. A narrow exception applies in states where the law prevents a qualifying employer from hiring certain workers directly. This comes up most often with physicians, because some states prohibit hospitals from directly employing them.

Where state law creates that barrier, a contracted employee can qualify for PSLF by reporting the qualifying employer’s Employer Identification Number on the certification form, not the EIN of the contracting company that appears on the W-2. An authorized official at the qualifying employer must certify that the position cannot be filled by a direct employee because of state law.2Federal Student Aid. Full-Time Hours

Qualifying employment has to be full-time. With a single job, you satisfy that by meeting your employer’s own definition of full-time or by working at least 30 hours per week, whichever is greater.6StudentAid.gov. Public Service Loan Forgiveness (PSLF) Requirements Infographic

You can combine hours from multiple part-time jobs to hit the 30-hour weekly threshold, but every one of those jobs has to be with a qualifying employer. Hours at a for-profit position cannot be stacked with nonprofit hours to make the total.6StudentAid.gov. Public Service Loan Forgiveness (PSLF) Requirements Infographic

How to Confirm Your Job Qualifies

The Department of Education runs a free PSLF Help Tool that lets you search for your employer by name or EIN. You will need the EIN and your employment start date to run the search.7Federal Student Aid. Public Service Loan Forgiveness Employer Search

Submitting the PSLF form (formerly the Employment Certification Form) is the step that actually locks in your qualifying employment and tracks your progress toward 120 payments. The Department of Education recommends filing the form every year and whenever you change employers. You can generate the form through the Help Tool, route it to your employer for digital signature, and submit it electronically. An authorized official at your organization, usually in human resources, has to certify your employment dates and status.8Federal Student Aid. Public Service Loan Forgiveness Form

A New Disqualification Taking Effect in 2026

New PSLF regulations take effect on July 1, 2026, and change employer eligibility in one notable way. Under the updated rules, organizations that “engage in activities such that they have a substantial illegal purpose” will be disqualified as PSLF employers, even if they otherwise meet the government or nonprofit criteria.9Federal Register. William D. Ford Federal Direct Loan (Direct Loan) Program

Once the Department of Education makes that determination about an employer, payments made after the determination will not count toward PSLF. Payments made before it still count. Because the provision is new and the effect on any given employer is uncertain, annual PSLF form submissions are a reasonable way to confirm your employer remains eligible.8Federal Student Aid.
