In a mortgage, VOE stands for Verification of Employment: the lender’s formal check that you actually work where your application says you work and earn what you say you earn. Lenders run this check during underwriting and again shortly before closing, because a job loss between application and funding can change whether the loan is safe to make. The verification can happen through a form sent to your employer, a phone call, or a pull from an automated payroll database.
What the Lender Is Checking
Most lenders gather the core information on Fannie Mae Form 1005, a standardized request sent to your employer’s payroll or HR department.1Fannie Mae. Request for Verification of Employment The form asks your employer to confirm:
- Your job title and the date you started
- Your current gross base pay, stated hourly, weekly, monthly, or annually
- Year-to-date and prior two years of earnings, broken out to show overtime, commissions, and bonuses
- Whether your position is expected to continue
The two-year earnings history matters most when part of your pay is variable. Instead of leaning on one pay stub, the underwriter averages the history to get a realistic monthly figure for the debt-to-income calculation.1Fannie Mae. Request for Verification of Employment
An authorized company representative signs the completed form, which carries a warning that federal law imposes severe penalties for misrepresentation on documents used to obtain government-backed loans (VA, FHA, or USDA).1Fannie Mae. Request for Verification of Employment Separately, you sign IRS Form 4506-C, which lets the lender request your tax transcripts from the IRS to make sure the income your employer reports lines up with what you filed.2Fannie Mae. The Three Ways Lenders Verify Employment
Written Verification
The full written VOE on Form 1005 gives the most complete picture and is the method lenders rely on most heavily when a large share of your income is commissions or bonuses. The two-year breakdown lets the underwriter judge whether that income is stable enough to count.1Fannie Mae. Request for Verification of Employment
Verbal Verification
A verbal verification of employment, often written VVOE, is the lender’s final check shortly before closing. The point is narrow: confirm you are still actively working and not under notice of termination. Fannie Mae requires this check within 10 business days before the note date for salaried employees, and within 120 calendar days for self-employed borrowers.3Fannie Mae. Verbal Verification of Employment
To guard against fraud, the lender has to independently verify your employer’s phone number through a third-party source like a phone directory, a licensing bureau, or the internet, rather than calling a number you supplied. An email from your employer’s work address can substitute for the call. For military borrowers, a Leave and Earnings Statement dated within 120 days of closing or a check through the Defense Manpower Data Center works.3Fannie Mae. Verbal Verification of Employment
Automated Verification
Many lenders now pull employment and income data directly from automated payroll databases. The Work Number is the largest, storing records contributed by employers and payroll providers nationwide.4U.S. Department of Labor. Employment Verification If your employer participates, the lender can retrieve dates, title, and income history in minutes. If not, the lender falls back to Form 1005, and turnaround depends on how quickly your HR department responds.
Where the VOE Fits in the Timeline
The process starts once you sign a release on your loan application authorizing the lender to contact your employer and pull your records. The lender typically tries the automated route first; if that’s unavailable, Form 1005 goes to your employer’s HR or payroll department by secure email or fax.5Fannie Mae. Standards for Employment Documentation
When the data comes back, the underwriter compares it against your application. Any mismatch in income, title, or dates can trigger a request for updated pay stubs, W-2s, or a letter of explanation. The lender may contact your employer more than once if new questions come up.
The final verbal check happens within the 10-business-day window before closing.3Fannie Mae. Verbal Verification of Employment If your closing date slips past that window, the lender has to re-verify before proceeding. Once employment is reconfirmed, the file moves to clear-to-close.
Why You Should Not Change Jobs During Underwriting
Because employment gets checked at multiple points, and the last check happens days before funding, a job change mid-process can be costly. Switching employers — even for higher pay — triggers a new VOE from the new employer, updated pay stubs, and possibly a new offer letter. If the change involves a different industry, or a shift from salary to commission, the lender may re-underwrite the loan from scratch, delaying closing by weeks.
Quitting or being laid off before closing is more serious. If the final verbal check shows you are no longer employed, the lender will almost certainly pause or deny the loan, even if everything else looks fine. If a change is unavoidable, tell your loan officer as soon as possible so the file can be updated deliberately.
Employment Gaps in the Last Two Years
Because the VOE covers a two-year history, any gap during that stretch will show up. Fannie Mae does not set a strict maximum length for an acceptable gap, but the lender will want a written explanation of why you were out of work and what changed. Gaps beyond roughly 30 to 60 days are more likely to require formal documentation, depending on the loan type. The question the underwriter is trying to answer is whether your current income is stable and likely to continue.
If You Are Self-Employed
The employer-completed VOE does not fit self-employment, so lenders verify your income through your tax returns. Fannie Mae generally asks for two years of signed personal returns, plus business returns depending on your business structure. IRS-issued transcripts are acceptable if complete and legible.6Fannie Mae. Underwriting Factors and Documentation for a Self-Employed Borrower One year of returns may be enough in some cases when additional conditions are met.
Lenders may also ask for business licenses, profit-and-loss statements, balance sheets, or proof of business insurance to assess whether the business is healthy. Fannie Mae also requires confirmation that the business is still active within 120 calendar days of closing, typically through a CPA, regulatory agency, or licensing bureau.3Fannie Mae. When the Lender Cannot Get a Completed Form
Sometimes HR does not respond, or a previous employer has gone out of business. Fannie Mae allows the lender to work from alternative documents in those situations, including recent pay stubs dated no earlier than 30 days before your application with year-to-date earnings, the most recent one or two years of W-2s, IRS Wage and Income Transcripts, or data from an authorized third-party verification service.5Fannie Mae. Standards for Employment Documentation For a former employer that no longer exists, a combination of W-2s and IRS transcripts covering that period usually satisfies the file.
Your Consent and Your Right to Correct Bad Data
A lender cannot pull your employment records without permission. The authorization is built into the paperwork you sign at the start of the application. Federal law requires that before a consumer reporting agency releases a report for employment-related purposes, you receive a clear written disclosure and give written authorization.7Office of the Law Revision Counsel. 15 USC 1681b – Permissible Purposes of Consumer Reports
If the lender’s automated pull shows the wrong title, incorrect income, or outdated dates, you can dispute it. Under federal law, when you notify a consumer reporting agency that information in your file is inaccurate, the agency must investigate at no charge and correct or delete the disputed data.8Office of the Law Revision Counsel. 15 USC 1681i – Procedure in Case of Disputed Accuracy For records held by The Work Number, you can file online, by mail, or by phone at 1-800-367-2884, and the investigation can take up to 30 days. Supporting documents like recent pay stubs, W-2s, an offer letter on company letterhead, or IRS transcripts help. If you’re already in a live mortgage application, tell your loan officer about the dispute so the file can rely on alternative documentation in the meantime.
You can also request your Employment Data Report from The Work Number for free before applying, which lets you catch problems ahead of the lender’s pull rather than during underwriting.
