What Is VA Residual Income? Regional Minimums and Example

VA residual income is the money left in your household budget each month after taxes, your proposed mortgage payment, recurring debts, and estimated home upkeep are subtracted from your gross income. The Department of Veterans Affairs requires that leftover figure to meet a minimum dollar amount, set by the region where you’re buying and the size of your household, before a lender can approve a VA-backed home loan. It sits alongside the debt-to-income ratio as one of the two core underwriting tests for the program.

What the Calculation Subtracts

The formula starts with gross monthly income and works down through categories of expenses defined at 38 C.F.R. § 36.4340.1eCFR. 38 CFR 36.4340 – Underwriting Standards, Processing Procedures, Lender Responsibility, and Lender Certification What’s left at the bottom is your residual income.

Taxes and Payroll Deductions

Federal income tax, state and local income tax where applicable, Social Security, Medicare, and any automatic retirement contributions come off first. The point is to move from gross pay to the dollars that actually reach your account.

Housing Costs

The proposed mortgage payment is subtracted in full: principal, interest, property taxes, homeowners insurance, and any HOA or condo fees or special assessments tied to the property.

Monthly Debts

Any recurring obligation with ten or more months of payments remaining counts. That includes car loans, student loans, personal loans, and minimum credit card payments. Alimony and documented child support you pay are deducted as well. Child support you receive can be added back as income if the court order and consistent receipt are documented.2VA Home Loans. Maintenance and Utilities

The VA uses a flat estimate for ongoing home upkeep and utilities: $0.14 per square foot of living area per month.3Regulations.gov. FHA/VA/HUD 184 Residual Income Calculation Worksheet A 2,000-square-foot home means a $280 monthly deduction; a 1,500-square-foot home means $210. The rate is the same everywhere, regardless of climate or local utility prices.

Childcare and Job-Related Expenses

If your household situation suggests childcare is necessary, the lender must determine the amount and deduct it. You’ll need a letter documenting the expense and the provider’s name and address, or an explanation for why none exists.4VA Home Loans. VA Credit Standards Course – Childcare Costs as Debt Significant commuting costs can also be deducted where they meaningfully reduce disposable income.1eCFR. 38 CFR 36.4340 – Underwriting Standards, Processing Procedures, Lender Responsibility, and Lender Certification

How Non-Taxable Income Is Counted

Basic Allowance for Housing, Basic Allowance for Subsistence, and VA disability compensation are all tax-free. For residual income purposes, the VA requires lenders to use the actual dollar amount rather than a grossed-up figure.2VA Home Loans. VA Credit Standards Course The advantage still comes through, though: because no taxes are withheld from that income, less is subtracted at the tax step, and more flows to the residual line. Grossing up (often around 15%, with the exact figure set by tax tables) applies to the debt-to-income ratio calculation, not to residual income.5Veterans Benefits Administration. Grossing Up

Minimum Amounts by Region and Family Size

The requirement depends on where the home is located and how many people live in the household. The VA divides the country into four regions (Northeast, Midwest, South, and West) and sets separate tables for loans of $80,000 and above versus loans below $80,000.1eCFR. 38 CFR 36.4340 – Underwriting Standards, Processing Procedures, Lender Responsibility, and Lender Certification Most borrowers today land on the higher table.

Monthly minimums for loans of $80,000 or more:

  • 1 person: $450 Northeast, $441 Midwest and South, $491 West
  • 2 people: $755 Northeast, $738 Midwest and South, $823 West
  • 3 people: $909 Northeast, $889 Midwest and South, $990 West
  • 4 people: $1,025 Northeast, $1,003 Midwest and South, $1,117 West
  • 5 people: $1,062 Northeast, $1,039 Midwest and South, $1,158 West

For six or seven members, add $80 per additional person beyond five. Household members past seven aren’t factored in. “Family” means everyone living in the home, not just legal dependents.

Loans below $80,000 use lower figures. A single borrower in the West, for instance, needs $425 rather than $491, and the add-on per person for larger families is $75 instead of $80.

The West carries the highest thresholds across every family size. The Midwest and South share identical figures and sit at the low end.

How Residual Income Interacts With Debt-to-Income

VA underwriting runs both a debt-to-income ratio test and a residual income test. The standard debt-to-income benchmark is 41%.1eCFR. 38 CFR 36.4340 – Underwriting Standards, Processing Procedures, Lender Responsibility, and Lender Certification Missing the ratio doesn’t automatically kill the loan. If your debt-to-income exceeds 41%, you can still qualify when your residual income exceeds the regional minimum by at least 20%.6U.S. Department of Veterans Affairs. Debt-To-Income Ratio: Does it Make Any Difference to VA Loans? For a family of four in the West, that means clearing about $1,340 per month ($1,117 × 1.20) instead of the base $1,117.

Underwriters can also weigh compensating factors on marginal files, including low consumer debt, significant cash reserves, and minimal payment shock (a new mortgage close to your current rent).7Veterans Benefits Administration. A Worked Example

Consider a family of three buying an 1,800-square-foot home in the South with a gross monthly income of $6,500.

  • Federal, state, and payroll taxes: −$1,300
  • Proposed mortgage (principal, interest, taxes, insurance): −$1,850
  • Car loan payment: −$450
  • Student loan payment: −$200
  • Maintenance and utilities ($0.14 × 1,800 sq ft): −$252
  • Childcare: $0

Total deductions: $4,052. Residual income: $2,448. The minimum for a family of three in the South on a loan of $80,000 or more is $889, so this file clears the threshold with room to spare. Even the 20% cushion ($1,067) is well covered.

What To Do If You Come Up Short

The most direct fix is trimming monthly obligations before you apply. Paying off a car loan or small credit balance removes that payment from the calculation. Revolving accounts with a zero balance don’t require a minimum payment to be counted in the debt figures.7Veterans Benefits Administration. A few other moves that can shift the numbers:

  • Buy a smaller home. Less square footage means a smaller maintenance and utilities deduction, and a lower price usually means a smaller mortgage payment.
  • Add a co-borrower’s income. A spouse’s earnings raise the top of the formula, though their debts get added too.
  • Make sure non-taxable income is documented properly so the tax step deducts less and more reaches the residual line.
  • If you have geographic flexibility, the Midwest and South set lower minimums than the West.
