USDA GUS underwriting refers to the Guaranteed Underwriting System, the automated tool that USDA-approved lenders use to evaluate borrowers for the Single Family Housing Guaranteed Loan Program.1USDA Rural Development. Single Family Housing Guaranteed Loan Program The lender enters your financial and property information, and GUS returns one of three recommendations: Accept, Refer, or Refer with Caution. That single output shapes how much documentation you’ll need to provide, how long the file will take, and how much scrutiny a human underwriter will apply before your loan reaches the closing table.
What GUS Actually Evaluates
GUS is a risk-scoring engine. The lender builds the submission from your Uniform Residential Loan Application (Form 1003) and Form RD 3555-21, then feeds in the data that determines whether you can afford and repay the loan.2USDA Rural Development. Request Forms GUS Application Page The recommendation is only as reliable as the data going in, so accuracy on the front end matters.
The system weighs several variables together:
- Credit history and credit scores pulled from a full credit report
- Repayment income — the stable, dependable earnings of the people who will sign the loan3USDA Rural Development. HB-1-3555 Attachment 9-A Income and Documentation Matrix
- Liquid assets such as bank balances and investment accounts
- Monthly debts including credit cards, auto loans, and student loans
- The proposed housing payment and the subject property address
Cash reserves after closing aren’t required, but GUS does factor them into the risk assessment, so having money left over strengthens the file. Gift funds and money borrowed from a retirement account can be used at closing but aren’t counted as reserves.4USDA Rural Development. HB-1-3555 Chapter 5 Origination and Underwriting Overview
One point worth understanding: a loan should never be approved or denied solely on what GUS produces. The lender still has to verify that you meet every program requirement, regardless of the automated recommendation.5USDA Rural Development. HB-1-3555 Chapter 5 Origination and Underwriting Overview
The Three GUS Recommendations
Once the lender submits, GUS returns one of three findings, and each one sets a different path.
Accept. Your file meets the system’s risk parameters for automated approval. Credit, income, assets, and debts all sit within acceptable ranges. This is the fastest track because the lender can submit streamlined documentation to the USDA rather than a full manual package.6USDA Rural Development. HB-1-3555 Chapter 15 Submitting the Application Package
Refer. Something in the file raised enough concern that GUS won’t approve it automatically. A human underwriter has to step in and evaluate the application manually against the program’s credit and capacity rules. A Refer isn’t a denial — plenty of Refer files close successfully — but they take longer and require more paperwork.
Refer with Caution. The file carries elevated risk. It also goes to manual underwriting, but the bar for approval is higher, and the lender has to document more compensating factors to justify moving forward.
Alongside the recommendation, GUS produces an underwriting findings report that spells out what the system evaluated and flags specific concerns, such as excessive debt or thin credit history. For your lender, that report is the roadmap for what to address before submitting the file to the USDA.7USDA Rural Development. USDA Rural Development GUS Lender User Guide
How GUS Handles Credit Scores
A widespread misconception is that you need a 640 credit score for a USDA guaranteed loan. The USDA itself has stated plainly that it does not use a single minimum credit score and that GUS has no standard credit score floor.8USDA Rural Development. Single Family Housing Guaranteed Loan Training The system weighs your score alongside job history, reserves, and overall credit patterns to produce a full risk picture. A strong score helps. A lower score doesn’t automatically disqualify you.
Scores still matter in practical ways. A score of 680 or higher is specifically listed in federal regulation as a compensating factor that can help justify approval when debt ratios exceed the standard limits.9eCFR. 7 CFR 3555.151 Eligibility Requirements And many individual lenders impose their own credit overlays, often around 620 or 640, even though the USDA doesn’t mandate one. If a lender tells you that you need a 640, that’s their rule, not the agency’s.
Bankruptcy and Foreclosure Waiting Periods
A Chapter 7 bankruptcy that was discharged or dismissed more than 36 months before your application is not treated as adverse credit. Inside that 36-month window, if GUS returns a Refer or Refer with Caution, the lender must obtain a credit exception from the USDA. Foreclosure follows the same 36-month timeline.10USDA Rural Development. Single Family Housing Guaranteed Loan Program Credit Analysis Once you’re past three years, these events carry much less weight, provided the rest of your credit profile shows recovery.
Debt Ratios and Compensating Factors
GUS looks at two ratios. The PITI ratio compares your proposed monthly housing payment (principal, interest, taxes, and insurance) to your gross monthly repayment income. The total debt ratio adds every other recurring monthly debt on top of that housing payment. The standard benchmarks are 29 percent for PITI and 41 percent for total debt.11USDA Rural Development. HB-1-3555 Chapter 11 Ratio Analysis
Exceeding those percentages doesn’t kill an application. Higher ratios can be approved when compensating factors are present, and when GUS issues an Accept, the lender doesn’t have to document a justification for the ratio waiver at all.9eCFR. 7 CFR 3555.151 Eligibility Requirements For purchase transactions on a manually underwritten loan, though, hard caps apply: the PITI ratio cannot exceed 34 percent and the total debt ratio cannot exceed 44 percent.12USDA Rural Development. HB-1-3555 Chapter 11 Ratio Analysis
Compensating factors the regulation recognizes include:
- Cash reserves after closing equal to at least three months of PITI payments (cash on hand doesn’t count)
- Two or more continuous years with your current primary employer, other than for self-employed borrowers
- A proposed mortgage payment no more than $100 or 5 percent above your current verified rent or mortgage, whichever is less, with no more than one late payment in the past 12 months
- A credit score of 680 or higher
- New construction that meets current International Energy Conservation Code standards
Compensating factors don’t override other risk in the file. When multiple weak spots stack up, one strength usually won’t rescue the application.9eCFR. 7 CFR 3555.151 Eligibility Requirements
How Student Loans Are Counted
Student loans get their own rule because the calculation isn’t intuitive. When the credit report shows a monthly payment above zero, the lender uses 0.5 percent of the outstanding balance as the monthly payment for DTI purposes. Loans in deferment or on a forgiveness plan still count, because the debt remains your legal obligation until the creditor releases you. Even if someone else is making payments on a loan that’s solely in your name, the payment must be included in your monthly debts.13USDA Rural Development. What Happens After the GUS Finding
The recommendation determines the documentation track, and the gap between an Accept and a Refer is meaningful in both time and paperwork.
The Accept Path
A GUS Accept lets the lender submit streamlined documentation to request a Conditional Commitment. Income verification for non-self-employed borrowers, for example, can use a written verification of employment and one recent pay stub rather than two years of W-2s plus a month of pay stubs. Rent verification isn’t required on an Accept. The lender packages the GUS findings report, supporting documents, and the completed Form RD 3555-21 and uploads it through the USDA’s system.6USDA Rural Development. HB-1-3555 Chapter 15 Submitting the Application Package
The Refer or Refer with Caution Path
When GUS returns a Refer or Refer with Caution, an underwriter has to perform a full manual evaluation. That means full documentation: two years of W-2s, a month of pay stubs with year-to-date figures, and for self-employed borrowers, two years of personal and business tax returns plus a year-to-date profit and loss statement. The lender must also document any compensating factors and mitigating circumstances considered during the analysis.5USDA Rural Development. HB-1-3555 Chapter 5 Origination and Underwriting Overview For manually underwritten loans where the borrower’s credit score is below 680, the lender must also verify rent or mortgage payment history.
The Conditional Commitment
If the USDA approves the submission, the agency issues a Conditional Commitment for Single Family Housing Loan Guarantee (Form RD 3555-18). That document is the agency’s promise to guarantee the loan once the remaining conditions are met at closing. The commitment is valid for 90 days from the date of issuance. If closing can’t happen inside that window due to circumstances beyond the lender’s control, the lender can request a one-time 90-day extension, but the request must be submitted before the original commitment expires. For new construction, the expiration can be tied to the estimated completion date, up to 12 months.14USDA Rural Development. Conditional Commitment for Single Family Housing Loan Guarantee
If you’re under contract and delays are piling up, make sure your lender is tracking that expiration date. Missing the 90-day window without requesting an extension means the commitment expires and the file has to be resubmitted. That is where deals occasionally fall apart for entirely avoidable reasons.
What GUS Does Not Decide
Two threshold requirements sit outside the automated risk score, and GUS won’t rescue an application that fails either one. Your household income must fall within the USDA limit for your county and household size, counting the earnings of every adult in the home, not just the people on the loan.15USDA Rural Development. HB-1-3555 Chapter 9 Income Analysis And the property must sit in a USDA-eligible rural area, which you can check on the agency’s eligibility map before applying.16United States Department of Agriculture. USDA Eligibility Map Both are pass-or-fail gates, not sliding-scale factors, and they need to clear before the GUS recommendation matters.
