What Is the VITA Program? Eligibility, Sites, and Filing

The Volunteer Income Tax Assistance program, known as VITA, is an IRS initiative that offers free federal and state tax return preparation by certified volunteers at thousands of community sites across the country. You generally qualify if your household income is $69,000 or less, if you have a disability that makes doing your own return difficult, or if you have limited English proficiency.1Internal Revenue Service. Free Tax Return Preparation for Qualifying Taxpayers The program has run for more than 50 years, with the IRS awarding matching grants to partner organizations in all 50 states and the District of Columbia to staff sites each filing season.2Internal Revenue Service. Who Qualifies

You qualify for VITA if you fall into any one of three categories:1Internal Revenue Service. Free Tax Return Preparation for Qualifying Taxpayers

  • You generally earned $69,000 or less during the tax year.
  • You have a physical or mental disability that makes it hard to prepare your own return.
  • English is not your primary language and you need help filing.

There is no age minimum or maximum, and citizenship is not required. Taxpayers who file with an Individual Taxpayer Identification Number (ITIN) can also use VITA. If you are filing jointly, both spouses must be present at the site to sign the return.3Internal Revenue Service. Checklist for Free Tax Return Preparation

What VITA Volunteers Can Prepare

VITA volunteers handle basic federal and state income tax returns, primarily Form 1040. That includes standard and itemized deductions and common credits like the Earned Income Tax Credit and the Child Tax Credit.4Internal Revenue Service. Form 4012 – Scope of Service They can also prepare amended returns on Form 1040-X and returns for the previous three tax years.

Simple self-employment income on Schedule C is in scope, but only if the return has no net losses, no depreciation, and no employee expenses. Health Savings Account contributions and distributions on Form 8889 are generally covered, with some complex situations excluded.5Internal Revenue Service. Reporting HSA Contributions, Distributions, and Deductions Capital gains from selling stocks, mutual funds, or a personal residence are usually fine; sales of other asset types or returns with complex basis calculations are not.4Internal Revenue Service. These situations are outside what VITA can handle:

  • Rental income and expenses, for non-military taxpayers.
  • Schedule C returns involving depreciation, business losses, or employees.
  • Dual-status alien returns, where you qualify as both a resident and nonresident alien in the same year.6Internal Revenue Service. Filing Status

If your return runs into one of these, the volunteer will tell you and may suggest a paid preparer or other resource.

What to Bring

Coming prepared saves time and prevents a return trip. Bring the following:3Internal Revenue Service. Checklist for Free Tax Return Preparation

  • Photo ID for you and your spouse if filing jointly. A driver’s license, state ID, passport, or military ID all work.
  • Original Social Security cards for you, your spouse, and every dependent. If you file with an ITIN, bring your ITIN notice (CP-01A) instead.
  • All income documents: W-2s, 1099s covering retirement, interest, dividends, unemployment, or self-employment income, and Social Security benefit statements (SSA-1099).
  • Records of deductible expenses, including your child care provider’s tax identification number and any tuition statement (Form 1098-T).
  • A blank check or your bank routing and account numbers, if you want direct deposit for your refund.
  • A copy of last year’s return, if you have it. Volunteers use it to verify information and catch carryover items.

Before work begins, you will fill out Form 13614-C, the Intake/Interview and Quality Review Sheet. It asks about your household, income sources, and possible deductions, and it helps the volunteer identify every credit you qualify for.7Internal Revenue Service. How to Find a Site and What Happens There

VITA sites usually open in late January and run through mid-April, matching the federal filing season. To find one, use the IRS VITA Locator Tool online or call 800-906-9887.1Internal Revenue Service. Free Tax Return Preparation for Qualifying Taxpayers The locator lets you search by zip code and distance and also lists virtual sites.8Internal Revenue Service. Sites operate out of community centers, libraries, schools, and similar public spaces. Some take appointments, others work first-come, first-served. Call ahead or check the locator to be sure. When you arrive, staff confirm your documents are complete, then a certified volunteer interviews you about your intake form and asks follow-up questions. Once the return is prepared, a second certified volunteer performs an independent quality review. After you sign, the site e-files the return and gives you a printed copy.

Filing from Home

If you cannot get to a site, virtual VITA works through platforms like GetYourRefund.org. There are two paths:10GetYourRefund. Free Tax Filing, Made Simple

  • File with Help: A volunteer prepares your return after you upload photos of your ID and tax documents. Suggested income limit is $69,000 or less, and turnaround is about two to three weeks. Some locations also help with ITIN applications.
  • File Myself: You use guided software with chat and email support from a volunteer. Income limit is $89,000, and filing usually takes one to two hours.

Both options are open to residents of all 50 states and Puerto Rico. Have photos of your Social Security card or ITIN notice and all your tax forms ready.

Who Is Responsible if There Is a Mistake

Even though a volunteer prepares your return, you are the one legally responsible for what it says. If the IRS later finds an error, the additional tax, interest, and penalties are yours, not the volunteer’s.11Internal Revenue Service. Volunteer Standards of Conduct Agreement – VITA/TCE Programs The two-volunteer quality review is designed to catch errors before filing, but if a notice does arrive, you can request an audit reconsideration by submitting a letter or Form 12661 with supporting documentation through the IRS Document Upload Tool or by mail. If you already paid the disputed amount, file an amended return on Form 1040-X to claim a refund.12Internal Revenue Service. Other Free Options if VITA Does Not Fit

VITA is not the only free option. A few related programs cover different situations.

Tax Counseling for the Elderly

TCE offers free preparation by IRS-certified volunteers with a focus on taxpayers 60 and older, and volunteers there specialize in pension and retirement questions.13Internal Revenue Service. IRS VITA and TCE Grants AARP Foundation Tax-Aide is one of the largest TCE partners and works especially with taxpayers over 50 with low-to-moderate income. TCE sites appear in the same IRS locator tool and phone line as VITA.

MilTax
