The Philippine travel tax declaration is the pre-departure filing every Filipino citizen, permanent resident alien, and long-staying foreign national completes to pay the travel tax before boarding an international flight out of the Philippines. The standard amount is ₱1,620 in economy and ₱2,700 in first class, with reduced rates and full exemptions for specific groups. The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) collects the tax under Republic Act No. 9593, and the revenue funds tourism infrastructure and heritage preservation.1Supreme Court E-Library. Republic Act No. 9593
How Much You Pay
TIEZA sets three rate tiers based on the traveler’s age and connection to an Overseas Filipino Worker.2Tourism Infrastructure and Enterprise Zone Authority. Travel Tax
- Full travel tax: ₱2,700 first class, ₱1,620 economy. Applies to most adult Filipino citizens and covered resident aliens.
- Standard reduced tax: ₱1,350 first class, ₱810 economy. Children aged two to below twelve qualify.3Tourism Infrastructure and Enterprise Zone Authority. Reduced Travel Tax
- Privileged reduced tax: ₱400 first class, ₱300 economy. Covers legitimate spouses of OFWs, unmarried children of OFWs under 21, and children of OFWs with disabilities.3Tourism Infrastructure and Enterprise Zone Authority. Reduced Travel Tax
The rate follows the class of your ticket as booked, not any gate upgrade. If your confirmation shows first class, you pay the first-class rate.
Who Owes the Travel Tax
Presidential Decree No. 1183 identifies three groups who owe the tax on every international departure, regardless of where the ticket was bought or how it was paid:4Lawphil. Presidential Decree 1183 – Amending and Consolidating the Provisions on Travel Tax
- Filipino citizens, unless they fall within a specific exempt category.
- Permanent resident aliens, including holders of a Section 13(a) visa for alien spouses of Filipino citizens and visas under the Alien Social Integration Act. They are treated the same as citizens for travel tax purposes.5Philippine Consulate General. Travel Tax Exemption
- Non-immigrant aliens who have stayed in the Philippines for at least one continuous year.
Short-term tourists and business visitors on non-immigrant visas whose stay has been under a year are not covered.
Who Is Exempt
Several categories of travelers owe nothing. The exemptions trace back to Section 2 of PD 1183 and have been broadened by later laws. The ones most commonly used include:5Philippine Consulate General. Travel Tax Exemption
- Overseas Filipino Workers hired through the Philippine Overseas Labor Office. The Overseas Employment Certificate is the proof.
- Infants who have not reached their second birthday on the date of travel.
- Filipino permanent residents abroad whose stay in the Philippines has been under one year.
- Balikbayans returning under Republic Act No. 6768 whose visit is shorter than a year, plus accompanying family.
- Philippine government officials traveling on official business, excluding those from government-owned corporations.
- Foreign diplomats and consular staff and their immediate families.
- Scholarship grantees whose course lasts at least one year and has been approved by the appropriate government agency.
- International airline crew members leaving to join their flights.
The President may also grant additional exemptions for reasons of national interest, so the list is not closed.6Supreme Court E-Library. Presidential Decree No. 1205
Balikbayan Documentation
The Balikbayan exemption trips up returning former citizens because the paperwork rules are strict. You need the identification pages of your foreign passport, Philippine immigration stamps showing your most recent stay is under a year, and the airline ticket used to travel to the Philippines. Accompanying family members need extra documents: the former Filipino’s foreign passport or other proof of former Philippine citizenship, plus a birth certificate, adoption papers, or marriage contract depending on the relationship. Missing any of these at the airport means paying the full tax with no on-the-spot refund.5Philippine Consulate General. Travel Tax Exemption
Travel Tax Exemption Certificate
Exempt travelers still need paperwork. The Travel Tax Exemption Certificate (TEC) is the official proof that you owe nothing, and TIEZA processes applications through its online portal and at airport counters. You submit your passport, proof of exempt status, and documents specific to your category. For OFWs, the Overseas Employment Certificate itself functions as the TEC.5Philippine Consulate General. Travel Tax Exemption
Apply before the day of your flight when you can. Airport TIEZA counters get long lines, and incomplete documents force you to pay the full tax instead.
How to File and Pay
TIEZA runs an Online Travel Tax Services System (OTTSS) that lets you submit the declaration and pay electronically before arriving at the airport.7Tourism Infrastructure and Enterprise Zone Authority. Online Travel Tax Services System The form asks for your passport number, full name as printed on the passport, date of birth, nationality, airline, booking reference, destination country, departure date, and contact details including mobile number and email.
You then pick your tax category: full rate, reduced rate, or exemption. Reduced-rate and exempt filers enter their supporting certificate number. Every field has to match your passport and booking exactly, because the airline cross-checks the travel tax receipt against its passenger manifest before issuing a boarding pass.
If you prefer, you can pay in person at TIEZA counters inside the international terminals. Either way, you receive an official receipt with a unique reference number. Save a digital copy and, ideally, a printout. Without that receipt, the airline will not check you in.
What to Bring to the Airport
- Your valid passport. The number and name have to match the travel tax record.
- The travel tax receipt or e-receipt with the unique reference number. A phone screenshot works; a printout is safer if your battery dies or the network drops.
- Exemption documents if they apply: Overseas Employment Certificate, proof of foreign residency, scholarship approval, or whichever document supports your status.
- Your airline booking confirmation. The reference on the tax declaration must match the ticket.
Name mismatches between passport and travel tax receipt are the most common cause of check-in delays. Verify the spelling before you submit the form.
Dual Citizens and U.S. Taxpayers
Dual nationals holding both Philippine and U.S. passports still owe the travel tax on departure from the Philippines, because Philippine law applies based on Filipino citizenship regardless of any other passport carried. Balikbayan and permanent-resident-abroad exemptions are available on the same terms as for anyone else who meets the criteria.
The tax is not creditable on a U.S. return. The IRS Foreign Tax Credit under Form 1116 covers only income taxes, war profits taxes, and excess profits taxes paid to a foreign government.8Internal Revenue Service.
