What Is the E-4 Navy Rank? Duties, Pay, and Promotion

The E-4 Navy rank is Petty Officer Third Class, the first non-commissioned officer rung in the enlisted structure. In 2026, an E-4 earns between $3,142 and $3,815 per month in base pay, depending on years of service, plus tax-free allowances for housing and food. Reaching E-4 is the point where a sailor stops being an apprentice and starts carrying real responsibility for the work and welfare of junior sailors.

What Petty Officer Third Class Is

E-1 through E-3 are apprentice paygrades with no formal leadership authority. E-4 changes that. As the first petty officer rank, a PO3 is a non-commissioned officer, and the Navy expects them to supervise, train, and evaluate the sailors below them.1MyNavy HR. 4221 – E1-E6 Rate Insignia

Every petty officer also holds a rating, which is the Navy’s word for an occupational specialty. An E-4 Electronics Technician and an E-4 Hospital Corpsman share the same paygrade but do completely different jobs. The rank insignia reflects both: an eagle over a specialty mark for the rating, with a single chevron beneath.1MyNavy HR. 4221 – E1-E6 Rate Insignia

How Sailors Get Promoted to E-4

The old system required a Navy-wide advancement exam and open quotas in your rating. That system was scrapped in July 2024. Advancement to E-4 is now based almost entirely on time in service: a sailor who reaches 30 cumulative months of service and holds their commanding officer’s recommendation for retention gets promoted to Petty Officer Third Class automatically.2MyNavy HR. Apprentice Advancements (E1-E4)

The Professional Military Knowledge Eligibility Exam (PMK-EE) is no longer required for E-4 advancement. Promotions now process through the Navy’s personnel database once the time-in-service threshold is met, with no exam scores or quotas involved.3MyNavy HR. Meritorious Advancement

Strong E-3 sailors can pin on E-4 before the 30-month mark through the Meritorious Advancement Program. Commanding officers receive a limited number of MAP quotas each cycle and use them on their top junior sailors. Specific eligibility and quota numbers are published ahead of each MAP season.3MyNavy HR. Navy-Wide Apprentice (E1-E4) Advancement Changes Fact Sheet

What Can Block the Automatic Promotion

The 30-month rule only works if the CO keeps recommending the sailor for advancement. That recommendation can be pulled for disciplinary problems, poor performance, or failing standards. On the evaluation itself, a sailor needs at least a “Promotable” recommendation, which requires trait marks of 3.0 or higher overall with no trait graded at 1.0.4MyNavy HR. Physical fitness also counts. A sailor who fails consecutive Physical Fitness Assessments and receives an adverse evaluation loses advancement eligibility until passing a later PFA and getting a clean evaluation.5MyNavy HR. Physical Readiness Program Update for CY25 PFA Fact Sheet

What an E-4 Actually Does

A Petty Officer Third Class wears two hats: technical specialist and junior supervisor. On the technical side, an E-4 is expected to perform their rating’s core work independently. An Aviation Machinist’s Mate troubleshoots engines. A Cryptologic Technician processes intelligence data. A Damage Controlman fights shipboard fires and maintains damage-control gear. By E-4, no one is standing over your shoulder.

The supervisory side is where E-4 feels different from E-3. Petty officers third class translate their supervisor’s assignments into specific tasks for subordinates, evaluate completed work for quality and timeliness, and provide rating-specific expertise to more junior sailors.6MyNavy HR. Naval Standards E1 Through E9 – Section: Petty Officer Third Class (E-4) In practice that means running a small work team, verifying maintenance was done correctly, and reporting on people to the chain of command.

E-4s also stand watches that E-3s cannot: Petty Officer of the Watch, Master-at-Arms, and Shore Patrol are common assignments. Those watches involve security, accountability, and serving as the on-duty representative for the command after hours. And they are expected to help newly reporting personnel adjust, provide career information to junior sailors, and assist supervisors with performance tracking.6MyNavy HR. E-4 Base Pay in 2026

Military base pay is set by Congress and adjusted every year. For 2026, the across-the-board raise is 3.8%. An E-4’s monthly base pay by years of service:

  • Under 2 years: $3,142
  • Over 2 years: $3,303
  • Over 3 years: $3,482
  • Over 4 years: $3,659
  • Over 6 years: $3,815

Pay tops out at the over-6-years level. Staying at E-4 beyond six years of service does not increase base pay further, one of several reasons the Navy pushes sailors toward E-5.

These numbers are meaningfully higher than they were two years ago. The FY2025 National Defense Authorization Act gave E-1 through E-4 sailors a 14.5% total raise: 4.5% across the board in January 2025, plus an additional 10% starting in April 2025.7House Armed Services Committee. FY25 NDAA Would Give Junior Troops 14.5 Percent Pay Raise in 2025 Combined with the 2026 raise, today’s E-4 earns substantially more than E-4s did just a few years back.

Allowances and Bonuses on Top of Base Pay

Base pay is only part of what an E-4 takes home. Several tax-free allowances and pays can add thousands per year.

Basic Allowance for Housing

BAH covers rent and utilities for sailors living off base. The amount depends on duty station zip code, paygrade, and whether the sailor has dependents. A PO3 in San Diego receives a very different BAH than one at a rural Mississippi base.8Military Compensation and Financial Readiness. Different Types of BAH

There is a catch that trips up new E-4s. Single sailors with fewer than four years of service are generally expected to live in the barracks and do not automatically get BAH. Receiving BAH in that situation requires the CO’s approval and a written confirmation from the installation that no unaccompanied housing is available. Do not sign a lease before both are in hand.9MyNavy HR. BAH/OHA for E4 Under Four Years of Service

Basic Allowance for Subsistence

BAS offsets food costs. In 2026, the enlisted rate is $476.95 per month. Family size and duty station do not change it, and it is tax-free.10Defense Finance and Accounting Service. Basic Allowance for Subsistence (BAS)

Career Sea Pay

Sailors assigned to ships or certain deployable units draw Career Sea Pay in addition to base pay and allowances. For an E-4, the monthly amount runs from $70 in the first year of sea duty to $488 after eight or more cumulative years at sea. The three-year mark is a steep jump, going from $160 to $350 per month.11Defense Finance and Accounting Service. Monthly CSP and CSP-P – Navy and Marine Corps

Selective Reenlistment Bonus

E-4s in high-demand ratings can qualify for a Selective Reenlistment Bonus at reenlistment. The Navy publishes an updated SRB award plan each fiscal year listing which ratings are eligible and how much they pay. For FY2026, some critical specialties offer bonuses well into six figures; certain cryptologic and special warfare ratings carry Zone A bonuses of $75,000 to $100,000.12MyNavy HR. TSP Matching

Anyone who entered service on or after January 1, 2018 is under the Blended Retirement System and receives automatic and matching Thrift Savings Plan contributions. After two years of service, the military matches your TSP contributions dollar-for-dollar on the first 3% of base pay and 50 cents on the dollar for the next 2%. Contributing 5% of base pay gets you a 4% government match, which is free money most E-4s should be capturing.13Thrift Savings Plan. Contribution Types

How Long You Can Stay at E-4

The Navy does not let sailors sit at one rank forever. High Year Tenure caps time at each paygrade. For active-duty E-4, that limit is 10 years. Reserve E-4s get 14 years. Hit the HYT gate without advancing to E-5 and you cannot reenlist or extend.14MyNavy HR. High Year Tenure

Waivers exist but are not guaranteed. Sailors near their HYT limit can work with their Command Career Counselor to submit a waiver through the ePAR process. The Navy also runs an HYT Plus program that lets sailors serve beyond tenure if they take orders to a vacant billet that needs filling.14MyNavy HR. High Year Tenure

Moving Up to E-5

The next step is Petty Officer Second Class, and advancement gets competitive again. Unlike the time-based E-4 promotion, E-5 requires demonstrating knowledge and beating your peers.

The path depends on the rating. Some ratings have transitioned to Billet Based Advancement, where sailors take a Rating Knowledge Exam and compete for specific open positions through the Advance to Position program. Ratings already in the BBA system as of 2026 include Aviation Boatswain’s Mates, Culinary Specialists, Damage Controlmen, Electrician’s Mates, Gunner’s Mates, and several others.15MyNavy HR. NAV26008 – E-5 Advancement Cycle 271

Sailors in every other rating still compete through the traditional Navy-Wide Advancement Exam, where promotion depends on exam score, performance evaluations, awards, and available quotas in the rating.15MyNavy HR. NAV26008 – E-5 Advancement Cycle 271 Either way, strong evaluations, advanced training, and sustained performance are what separate sailors who move quickly from those who stall at E-4 until High Year Tenure ends the enlistment.
