The carbon tax rebate in Saskatchewan, formally the Canada Carbon Rebate, has ended. The federal government set the consumer fuel charge to zero on April 1, 2025, and the April 2025 deposit was the final payment issued to Saskatchewan households.1Canada Revenue Agency. Closed – Canada Carbon Rebate for Individuals No further quarterly rebates are scheduled, and there is no replacement household program at the federal or provincial level.
Why the Rebate Stopped
The rebate existed to return revenue collected through the federal fuel charge back to households. When Prime Minister Mark Carney took office in March 2025, the government set all fuel charge rates under the Greenhouse Gas Pollution Pricing Act to zero as of April 1, 2025, and removed the requirement for provinces to maintain their own consumer carbon pricing.2Department of Finance Canada. Removing the Consumer Carbon Price, Effective April 1, 2025 With no fuel charge revenue coming in, there is nothing to rebate.
Saskatchewan never ran its own consumer carbon pricing system that met federal requirements, so the federal fuel charge applied directly and the Canada Carbon Rebate was the return mechanism. Both are now closed for households.
What the Final Saskatchewan Payment Was Worth
The last rebate cycle used the 2024 base year. For Saskatchewan residents, the final quarterly amounts were:3Canada Revenue Agency. How Much the Payment Amounts Were
- Single adult: $206
- Spouse or common-law partner: $103
- Each child under 19: $51.50
- First child in a single-parent family: $103
A family of four with two adults and two children received $412 for that final quarter. Only one payment was issued under the 2024 base year before the program closed.
Rural Supplement
Residents living outside the Regina and Saskatoon census metropolitan areas qualified for a 20% rural supplement on top of the base amount.4Canada Revenue Agency. Supplement for Residents of Small and Rural Communities – Canada Carbon Rebate for Individuals For the final payment, a rural single adult received an extra $41.20, bringing their total to $247.20. The rural spouse portion added $20.60, and each child’s portion increased by $10.30.
Shared Custody
Parents sharing custody each received 50% of the child portion they would have received if the child lived with them full time, so the total child amount was still paid out across both households.5Canada Revenue Agency. Canada Carbon Rebate for Individuals – Who Was Eligible
If Your April 2025 Payment Never Arrived
Some Saskatchewan residents did not receive the final payment because they filed their tax return late or had outdated banking or address information on file. Log in to CRA My Account and check the Benefits and Credits section under Canada Carbon Rebate to see your payment history and eligibility status.
The CRA has typically added retroactive rebate amounts to the next scheduled payment once eligibility was confirmed. Because no future payments are scheduled, you may need to call the CRA directly at 1-800-959-8281 to resolve a missing final payment. Keep your address and banking details current with the CRA to avoid the same problem with other benefit programs.6Canada Revenue Agency. Update Your Personal Information With the CRA
Are Past Payments Taxable?
Canada Carbon Rebate payments to individuals were not taxable income and did not need to be reported on your return, the same way the GST/HST credit works.
One boundary worth flagging for business owners: the Canada Carbon Rebate for Small Businesses is also non-taxable for all fuel charge years, and the CRA is adjusting returns where businesses mistakenly included the rebate in taxable income.7Canada Revenue Agency. What You Need to Know About the Non-Taxability of the Canada Carbon Rebate for Small Businesses Sole proprietors or corporations that reported it as income can request a reassessment.
What Carbon Pricing Still Exists
Ending the consumer fuel charge did not end all carbon pricing in Canada. The federal government kept industrial carbon pricing, which applies to large emitters rather than households.8Environment and Climate Change Canada. Carbon Pricing Systems Across Canada Saskatchewan ran its own Output-Based Performance Standards program for large industrial facilities, with a provincial compliance option called the Saskatchewan Technology Fund, and announced it was pausing that industrial program effective April 1, 2025.
Industrial carbon pricing does not produce rebate payments for households. For Saskatchewan residents looking for a replacement household rebate, none currently exists.
