Streamlined Sales Tax is a 24-state agreement that lets a business register for sales tax in every participating state through a single online portal, file on a standardized return, and rely on uniform product definitions instead of learning each state’s rules from scratch. It grew out of a project the states started before the Supreme Court’s 2018 Wayfair decision and became far more useful after it, because remote sellers suddenly owed tax in places they’d never set foot. The system doesn’t remove sales tax obligations. It makes meeting them across many states manageable, at least for the states that belong.
Why the System Exists
Before 2018, a state could only force a business to collect its sales tax if the business had a physical presence there. In South Dakota v. Wayfair, Inc., the Supreme Court ruled that states can require remote sellers to collect based on economic activity alone, such as delivering more than $100,000 in goods or services into the state or completing 200 or more separate transactions annually.1Supreme Court of the United States. The paperwork was the real burden. Each state and local jurisdiction had its own definitions of taxable goods, its own filing deadlines, its own return formats, and its own rates. The Streamlined Sales and Use Tax Agreement (SSUTA) is the contract that binds member states to uniform practices: state-level administration, shared tax base definitions, a central electronic registration system, standardized sourcing rules, simplified returns, and provisions for certified compliance software.2Streamlined Sales Tax. Which States Are In
States participate at one of two levels. Full Member States have passed every legislative change the agreement requires, vote on the Governing Board, and receive the system’s full benefits. The 23 full members are Arkansas, Georgia, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Nebraska, Nevada, New Jersey, North Carolina, North Dakota, Ohio, Oklahoma, Rhode Island, South Dakota, Utah, Vermont, Washington, West Virginia, Wisconsin, and Wyoming.4Streamlined Sales Tax. The States That Are Not Members
Several of the largest U.S. markets sit outside the agreement, including California, Texas, Florida, New York, Illinois, and Pennsylvania.5Streamlined Sales Tax. Exemptions If you have economic nexus in any of them, you register directly with that state, learn its rules, and file on its schedule. The SST portal will not help you. Non-member state thresholds also differ from what many SST states use — California, New York, and Texas each apply a $500,000 gross revenue threshold, and New York adds a requirement of more than 100 sales during the preceding four sales tax quarters.6Streamlined Sales Tax. What the Agreement Standardizes
The SSUTA requires all member states to adopt a shared library of product definitions. If “clothing” or “dietary supplements” carry a specific definition under the agreement, every member state uses that same definition.7Streamlined Sales Tax. States still decide what to tax and what to exempt within those defined categories. If a state exempts clothing, it must exempt everything within that definition rather than carving out individual items, though it can set a price threshold no lower than $110 per item. Food and grocery rules give states more flexibility to exclude subcategories like candy, soft drinks, or dietary supplements.
Each state publishes a taxability matrix listing whether each defined item is taxable or exempt, with references to state law. Sellers who charge the wrong tax because they relied on the state’s published matrix are relieved of liability for the error. Sourcing
Sourcing determines which jurisdiction’s tax rate applies. Under the SSUTA, the default is destination-based: you charge the rate where the buyer receives the goods, not where you ship from.7Streamlined Sales Tax. Limited exceptions exist for over-the-counter in-person sales, where some states apply origin sourcing, but for the typical e-commerce seller destination sourcing is the rule across every member state.
How to Register
The SST Registration System (SSTRS) is a free centralized online portal where you register for sales tax in all participating member states at once through a single form.9Streamlined Sales Tax. Registration Guide for Sellers The portal is reachable through streamlinedsalestax.org.
You’ll provide identifying information about your business, including the Federal Employer Identification Number, the legal name of the entity, and details about where and when taxable sales began. The form asks which states you have a connection to, either through physical presence or economic activity. Member states then process the registration and issue their own tax identification numbers. This registration only covers SST member states. For non-member states where you have obligations, you register directly with each state’s department of revenue.
Filing Returns and Paying Tax
Registered sellers file a Simplified Electronic Return (SER), a standardized format all full member states accept. Taxes for every local jurisdiction within a state are consolidated onto a single return per state, so you don’t file separately for each county or city.10Streamlined Sales Tax. Filing Frequency
The default schedule is monthly. Sellers using Certified Service Providers or certified automated systems must file every month for each state where they’re registered.2Streamlined Sales Tax. As a general guideline, a state may allow annual filing but can require monthly returns once a seller accumulates $1,000 or more in tax funds for that state in a given month.
Due Dates
Each state sets its own return and payment deadline, but the agreement sets a floor: no state can set a deadline earlier than the 20th of the month following the reporting period.10Streamlined Sales Tax. FAQs – About Returns and Payments January’s sales tax can’t be due before February 20th. Some states set their deadline on the 20th; others allow more time. Late filing penalties are set by each state rather than the agreement itself and generally run somewhere in the range of 5% to 25% of unpaid tax depending on the state and how late the return is, plus interest. Certified Service Providers and Liability Relief
Certified Service Providers (CSPs) are the closest thing SST offers to full automation. A CSP is a third-party agent certified under the agreement to handle nearly all of a seller’s sales tax functions: determining taxability, applying the right rate, filing returns, and remitting payments.11Streamlined Sales Tax. The cost is where this gets attractive. For sellers who qualify as “CSP-compensated sellers” — generally, remote sellers who registered through the SSTRS — the member states pay the CSP directly. The CSP shouldn’t charge the seller anything for those states.11Streamlined Sales Tax. Audit Liability
Using a CSP also shifts audit exposure. When a state audits transactions processed through a CSP, the audit targets the CSP’s system. If it turns up additional tax owed because of a CSP error, the CSP is liable for that amount, not the seller.12Streamlined Sales Tax. Amnesty for Past-Due Sales Tax
If you realize you should have been collecting sales tax years ago, the agreement offers amnesty for previously uncollected tax in participating states, provided you meet specific conditions.13Streamlined Sales Tax. Amnesty To qualify, a seller must:
- Register through the SSTRS, not directly with individual states.
- Collect and remit going forward in all full member states where the seller makes taxable sales.
- Stay registered for at least 36 months and continue collecting and remitting during that period. Drop out early and the amnesty is lost.

A separate voluntary disclosure program limits the lookback to no more than the prior 24 months from when the seller notifies the Governing Board, unless a state’s own laws require longer. Sellers who committed fraud or intentional misrepresentation don’t qualify, and the lookback protection doesn’t cover periods when the seller was below the state’s economic nexus threshold.14Streamlined Sales Tax. Exemption Certificates
Selling to resellers, nonprofits, or government buyers adds another compliance layer. The system provides a uniform exemption certificate that works across all member states. The buyer identifies its business type and the reason for the exemption, and the buyer bears responsibility for knowing whether it actually qualifies in the relevant state. A buyer who claims an exemption improperly faces liability for the tax, interest, and potential penalties.
Sellers have obligations too. You may need to provide the completed certificate to the state that would otherwise be owed tax on the sale, and you can’t accept an entity-based exemption certificate at a location within a state that doesn’t recognize that exemption. For ongoing relationships, a single blanket certificate can cover multiple transactions with the same buyer, and relying on a properly completed blanket certificate in good faith provides liability relief if the buyer turns out to be ineligible.
Marketplace Sales
If you sell through a platform like Amazon or Etsy, your obligations depend on how the state treats marketplace facilitators. In most states now, the facilitator collects and remits sales tax on behalf of third-party sellers. Whether you still need to register separately varies. Some states require a remote marketplace seller to register even when every sale flows through a registered facilitator. Others exempt sellers whose only in-state sales go through a facilitator.7Streamlined Sales Tax.
