What Is Res. SIT Tax? PSD Codes, Residency, and Philadelphia

On a Pennsylvania pay stub or W-2, “Res. Sit.” is short for Resident Situation, the label that ties your home address to the local earned income tax (EIT) withheld from your wages. The res sit tax isn’t a separate tax; it’s the portion of your local EIT routed to the municipality and school district where you live, identified by a six-digit Political Subdivision Code (PSD code) tied to your permanent address. If the Resident Situation on your paycheck is wrong, your local tax dollars are going to the wrong community, and you’ll be the one untangling it at filing time.

What Resident Situation Actually Identifies

Pennsylvania’s local earned income tax is collected based on where you live, not just where you work. Your Resident Situation is the payroll system’s way of naming your residential situs — the permanent address that determines which taxing jurisdictions receive a share of your wages. Rates across the state range from about 0.5% to well over 3% in cities like Philadelphia, Pittsburgh, and Reading, though 1% is the most common combined rate.1National Finance Center. Two agencies you’re likely to see handling the collection are Berkheimer and Keystone Collections Group, along with several regional bureaus that operate under contract with county tax collection committees.2PA Department of Community & Economic Development. One thing Resident Situation is not: it’s unrelated to the Local Services Tax (LST), the flat annual fee capped at $52 that your employer withholds based on your work location.3PA Department of Community & Economic Development. Local Services Tax The LST doesn’t depend on where you live and has nothing to do with your PSD code.

How the PSD Code Works

Every taxing jurisdiction in Pennsylvania has a unique six-digit PSD code, and the digits build outward rather than sitting in separate pairs:

  • The first two digits identify the Tax Collection District, which in most cases corresponds to your county.
  • The first four digits together identify your school district.
  • All six digits together identify the specific municipality — the township, borough, or city where you live.4PA Department of Community & Economic Development. PSD Codes and EIT Rates

Get any part of it wrong and your employer withholds at the wrong rate, sending money to a jurisdiction that isn’t yours.

Looking Up and Confirming Your PSD Code

The Department of Community and Economic Development (DCED) runs an online Address Search tool. Type in your home address and it returns your PSD code, EIT rate, LST rate, and the tax collection agency for your area.5Municipal Statistics – Commonwealth of Pennsylvania. Taxes – Find Local Withholding Rates by Address If the tool can’t match your address, you can find your code manually in the published PSD Codes List once you know your municipality and school district.4PA Department of Community & Economic Development. PSD Codes and EIT Rates

The search uses a geocoding system that DCED does not control, and results are not guaranteed. If the result looks off — for example, it places you in a neighboring borough when you know you live in a township — click “View All Results” to see other possible matches. DCED recommends confirming with your county, municipality, or school district that your address actually falls within their boundaries.6Municipal Statistics – Commonwealth of Pennsylvania. Which Address Counts as Your Residence

Your Resident Situation follows your domicile, which Pennsylvania defines as the place you consider your permanent home and intend to return to whenever you’re away. It isn’t necessarily where you spend the most nights. Someone who owns a vacation property in the Poconos and a townhouse in Allentown has one domicile — whichever place they treat as their real, permanent home.7Cornell Law School. 61 Pa Code 101.3 – Domicile

What you say about where you live matters, but not if your behavior tells a different story. Voter registration, driver’s license address, and where you file federal taxes all factor in, though no single piece of evidence decides the question.7Cornell Law School. 61 Pa Code 101.3 – Domicile The state looks at the full picture.

Students living in a dorm or off-campus apartment generally keep their parents’ domicile unless they take deliberate steps to establish a new one. Temporary relocations for a job assignment or extended travel don’t change your domicile either, as long as you intend to return. Once established, a domicile continues until you physically move somewhere new with a genuine intention to make that place your permanent home.7Cornell Law School. 61 Pa Code 101.3 – Domicile

The Residency Certification Form

The Residency Certification Form is what actually connects your address, PSD code, and local tax rate on your employer’s payroll system. DCED instructs employers to complete this form for every employee using the Address Search tool and keep a copy in the personnel file.8PA Department of Community & Economic Development. Local Income Tax Requirements for Employers

The form asks for your municipality name, county, school district, and PSD code, all of which come straight from the address search results. Confirm whether you live in a borough, township, or city, because neighboring jurisdictions with similar names can have different PSD codes and different rates. The form lets your employer verify that the correct rate is being withheld for the correct place.9PA Department of Community & Economic Development. Employers remit the withheld local taxes to the designated collector within 30 days after the end of each calendar quarter.8PA Department of Community & Economic Development. Local Income Tax Requirements for Employers You still file an annual local tax return by April 15, reconciling total wages and tax owed against what was withheld. Every resident owes this return whether or not the withholding was correct.

What to Do If You Move Mid-Year

If you move to a different taxing jurisdiction during the year, submit an updated Residency Certification Form to your employer right away so withholding switches to the new rate. Delay it and more of your tax goes to the wrong municipality, and you’ll be the one reconciling the mess at filing.

You’ll also file two local returns for that year: one for the old jurisdiction covering the months you lived there, and one for the new jurisdiction covering the rest. Each return reports only the income you earned while a resident of that district. If both jurisdictions use the same collection agency, its e-filing system can often calculate the split, but the allocation is still your responsibility to verify.

Philadelphia Works Differently

If you live or work in Philadelphia, the standard Act 32 framework doesn’t apply. The city collects its own wage tax under the Sterling Act and does not participate in the county-level EIT system, whether you’re a Philadelphia resident working elsewhere or a non-resident working in the city.10PA Department of Community & Economic Development. Local Withholding Tax FAQs Payments go directly to the Philadelphia Department of Revenue rather than through a county tax collector.

As of July 2025, the Philadelphia wage tax is 3.74% for residents and 3.43% for non-residents, the highest local income tax in the state by a wide margin.11City of Philadelphia. Earnings Tax (Employees) Move into or out of Philadelphia during the year and you’ll be dealing with two entirely separate systems for the split.

What Happens If Your Resident Situation Is Wrong

Ignoring the local return, or letting an incorrect PSD code send money to the wrong place, carries real consequences. Missing the annual filing deadline costs 5% of the tax owed as a penalty, plus another 5% for each month the return remains unfiled, up to a maximum of 25%, with a $5 minimum even if very little is owed.12Pennsylvania Code and Bulletin. 61 Pa Code 121.26 – Penalties for Failure to File or for Filing a Late Return

Interest accrues on unpaid balances at rates that vary by collection agency and jurisdiction. Willfully failing to file, filing a fraudulent return, or evading the tax is classified as a misdemeanor and carries potential fines and imprisonment.12Pennsylvania Code and Bulletin. 61 Pa Code 121.26 – Penalties for Failure to File or for Filing a Late Return Criminal cases over local EIT are rare, but the collection agencies pursue unpaid balances aggressively and have authority to garnish wages and file liens. Check your PSD code against the DCED lookup, make sure your employer has a current Residency Certification Form on file, and file your annual return by April 15.
