What Is NFS-e? Who Issues It, How to Issue, and Recordkeeping

The NFS-e (Nota Fiscal de Serviços Eletrônica) is Brazil’s mandatory electronic invoice for service transactions subject to the ISS. As of January 2026, a single national NFS-e standard replaces the patchwork of municipal formats, so a business operating in more than one city uses one portal and one layout instead of a different system per municipality.1Ministério da Fazenda. Who Has to Issue an NFS-e

Anyone who provides a service subject to the ISS (Imposto Sobre Serviços) is required to issue an NFS-e. The municipality where the provider is registered sets the specific obligations for both provider and recipient.2Presidência da República. Because ISS is a municipal tax, the penalty for failing to issue is set by each city’s tax code and can include fines and operating restrictions.

What You Need Before You Issue

You need a valid CNPJ. The national portal does not require a separate Inscrição Municipal to issue.5Portal da Nota Fiscal de Serviço eletrônica. For the recipient, you enter a CPF (individual) or CNPJ (business) along with address details, because some services are taxed where the work is performed rather than where the provider is registered.

Every service falls under a standardized code from the list annexed to Lei Complementar nº 116/2003, which contains roughly 40 main categories covering everything from IT services to construction consulting.2Presidência da República. Picking the wrong code is one of the most common mistakes and can trigger the wrong tax rate or flag the invoice for review. A plain-language description of the work goes alongside the code so an auditor can match one to the other.

The invoice must reflect the applicable ISS rate, which runs from 2% to 5% depending on the municipality and service category. You also indicate whether the ISS is withheld at source by the client or paid directly by you. Withholding typically applies when the service is performed in a different municipality from where the provider is registered, or when local law shifts tax responsibility to the recipient.2Presidência da República. Simples Nacional businesses handle this differently. Their taxes are bundled into a single monthly payment tied to revenue brackets, so on the NFS-e they may need to enter 0.00% as the ISS rate when there is no separate withholding. Ask your accountant to confirm the right entry for your revenue tier.

How to Issue Through the National Portal

The national issuer at nfse.gov.br gives you three ways in: a username and password created on first registration, a digital certificate (e-CNPJ or e-CPF), or your GOV.BR login.7NFS-e Portal Contribuinte. Once you’re in, the flow is short:

  • Enter the recipient’s identification, select the service code, write the description, set the value, and indicate the ISS rate and withholding status.
  • Submit for validation. The system checks the data against your registered tax structure and flags problems like a mismatched service code or missing recipient information right away.
  • Receive the finalized invoice. If validation passes, the system generates the NFS-e and assigns a unique protocol number for future reference or audits.

The finished document is available in PDF and XML, and many municipal systems also email it to the recipient. Save the XML. It’s the legally authoritative version and it’s what you’ll need if questions come up later.

How to Cancel or Replace an NFS-e

The national system gives you two ways to fix a problem: cancellation and substitution. There is no correction letter (carta de correção) for NFS-e, unlike the equivalent process for goods invoices (NF-e).

Cancellation

Cancellation voids the invoice. Use it when the service was never performed, a duplicate was created, or the error is fundamental enough that a replacement wouldn’t fit. Most municipalities allow direct cancellation through the portal within a window of 5 to 30 days from issuance. After that, you generally need to file a formal administrative request with the local tax department explaining the justification.

Substitution

Substitution issues a corrected invoice that stays linked to the original entry in the fiscal record. The old invoice is voided and the new one takes its place. This is the right route for fixing the service description, adjusting the value, or correcting the ISS rate. The same time limits that apply to cancellation generally apply to substitution.

Missing the deadline for either action creates real problems. Post-deadline fixes often require documentation, waiting time, and in some cities administrative fees. An uncorrected invoice also stays on your monthly tax statement, which can inflate what you owe. If you find the error too late for the portal, your accountant can file a formal correction request with the municipality.

How Long to Keep Your NFS-e Records

The tax authorities can assess unpaid ISS for up to five years from the start of the fiscal year following the one in which the assessment could have been made.9Presidência da República. Codigo Tributario Nacional In practical terms, hold your NFS-e XML files and supporting documents for at least five years. Some tax professionals keep them longer to cover overlapping audit cycles and disputes, and a longer retention window is a conservative hedge if rules change or if a municipal audit ends up cross-referenced with a federal one.
