What Is IRS ACS Support: Notices, Levies, and Resolutions

The IRS Automated Collection System, known as ACS, is the computerized collection division that takes over your unpaid tax account after the first bills go unanswered and prepares to use levies, wage garnishments, and federal tax liens to collect what you owe. If your latest IRS letter came from ACS, you are past the early-reminder stage and the clock is running on specific deadlines. Acting before those deadlines is what keeps money in your paycheck and bank account.

What ACS Actually Is

ACS is not an office, and there is no single agent assigned to your file. It is a high-volume program that monitors millions of delinquent accounts and moves each one through preset stages based on the balance owed and how long it has been outstanding. Call centers around the country share the workload, and a live person gets involved only when you call in or when your case crosses a threshold that triggers manual review.

Because the sequence is automated and predictable, there are clear points where you can step in and stop the escalation. Miss those points, and the next enforcement step happens on schedule.

The Notice Sequence and Your Deadlines

ACS communicates through a series of paper notices, each one more serious than the last. Every notice states a deadline, usually 30 days, by which you need to pay, arrange payment, or respond.

  • CP501 is the first reminder. It shows the tax year, the balance, and a due date.1Internal Revenue Service. Understanding Your CP501 Notice
  • CP503 is the second reminder, sent when the IRS has not heard from you.2Internal Revenue Service. Understanding Your CP503 Notice
  • CP504 is a notice of intent to levy. It warns that the IRS may seize your state income tax refund if you do not pay or contact the IRS within 30 days.3Internal Revenue Service. Notice CP504
  • LT11, also called Letter 11, is the final notice of intent to levy and notice of your right to a hearing. It warns that the IRS may seize your property, wages, or bank accounts, and it gives you 30 days to request a Collection Due Process hearing before enforcement begins.4Internal Revenue Service. Interest keeps accruing while the balance sits. For the first quarter of 2026, the underpayment rate is 7% per year, compounded daily.5Internal Revenue Service. Interest Rates Remain the Same for the First Quarter of 2026

What ACS Can Do If You Do Not Respond

ACS has legal authority to take several collection actions without going to court first.

Wage Levies

Under Internal Revenue Code Section 6331, the IRS can send a continuous levy to your employer, requiring the employer to divert part of every paycheck to the IRS until the debt is paid or the levy is released.6Office of the Law Revision Counsel. 26 U.S. Code 6331 – Levy and Distraint Unlike a one-time bank levy, a wage levy does not stop on its own. You keep an exempt amount based on your filing status and dependents, calculated using IRS Publication 1494, which your employer receives with the levy notice.7Internal Revenue Service. Information About Wage Levies

Bank Levies

A bank levy freezes the funds in your account. Your bank must hold the money for 21 days before sending it to the IRS.8eCFR. 26 CFR 301.6332-3 – The 21-Day Holding Period That 21-day window is your window to contact the IRS and resolve the issue, whether by proving economic hardship or by setting up a payment plan.

Federal Tax Liens

The IRS may file a Notice of Federal Tax Lien, a public record that gives the government a legal claim on all your property, including real estate, vehicles, and financial accounts. It stays in place until the debt is paid, the collection period expires, or the IRS agrees to withdraw it.9Office of the Law Revision Counsel. 26 U.S. Code 6323 – Validity and Priority Against Certain Persons A lien can damage your credit and make it hard to sell property or borrow.

Passport Certification

If your unpaid federal tax debt including penalties and interest exceeds $66,000 in 2026, the IRS can certify the debt to the State Department as seriously delinquent.10Internal Revenue Service. Revenue Procedure 2025-32 – Inflation Adjusted Items for 2026 The State Department can then deny a new passport, refuse renewal, or in some cases revoke your existing passport.11Internal Revenue Service. Revocation or Denial of Passport in Cases of Certain Unpaid Taxes The threshold is adjusted for inflation each year.

When the IRS Must Release a Levy

Under 26 U.S.C. ยง 6343, the IRS must release a levy if the debt is paid or the 10-year collection period has expired, if the levy is preventing you from meeting basic living expenses, if you enter an installment agreement, if releasing the levy would actually help collection, or if the property seized is worth significantly more than the debt. If the IRS agrees the tax is not collectible, it must release a wage levy as soon as practicable.12Office of the Law Revision Counsel. 26 U.S. Code 6343 – Authority to Release Levy and Return Property

Ways to Resolve the Debt

You do not have to pay the full balance at once. Several paths are available depending on your finances.

Installment Agreement

If you owe $50,000 or less in combined tax, penalties, and interest, you may qualify for a simple payment plan of up to 10 years.13Internal Revenue Service. Simple Payment Plans for Individuals and Businesses Setting one up online with direct debit costs $22. Applying by phone or mail without direct debit costs $178. Low-income taxpayers may qualify for reduced or waived setup fees.14Internal Revenue Service. Payment Plans – Installment Agreements Interest and the failure-to-pay penalty continue while you pay, so faster is cheaper.

Offer in Compromise

An offer in compromise lets you settle for less than the full amount. ACS itself does not process these; they go to the Centralized Offer in Compromise group.15Internal Revenue Service. IRM 5.8.10 Special Case Processing You can submit one while your account is in ACS. Be aware that filing an offer pauses the 10-year collection clock, and a rejection keeps it paused for another 30 days.

Currently Not Collectible Status

If paying would keep you from covering basic necessities like housing, food, and utilities, the IRS can place your account in currently not collectible (CNC) status. The debt does not go away, but active collection stops. You generally must show you have no income or assets available to pay without hardship.16Internal Revenue Service. IRM 5.16.1 Currently Not Collectible In some situations, such as when your only income comes from Social Security or unemployment benefits or when you are incarcerated, the IRS may grant CNC without a full financial review if the balance is under $100,000.

First-Time Penalty Abatement

If you have a clean compliance history, you may be able to get the failure-to-file or failure-to-pay penalty removed. You need to have filed all required returns for the three years before the penalty year and to have received no penalties during that period.17Internal Revenue Service. Administrative Penalty Relief Abatement does not touch the underlying tax or the interest, but it can meaningfully cut the total.

How to Appeal an ACS Action

Collection Due Process Hearing

After an LT11, you have 30 days to request a Collection Due Process (CDP) hearing by filing Form 12153.18Internal Revenue Service. Collection Due Process (CDP) FAQs A CDP hearing goes to the IRS Office of Appeals, which is independent of the collection division. You can propose alternatives like an installment agreement or offer in compromise, argue that a levy would create economic hardship, or challenge the underlying tax if you had no earlier opportunity to dispute it. Miss the 30-day window and you lose the right to take your case to Tax Court.

Collection Appeals Program

The Collection Appeals Program (CAP) is faster and less formal. It is available before or after the IRS files a lien, levies your property, rejects an installment agreement, or terminates an existing plan. File Form 9423 to request one.19Taxpayer Advocate Service. Taxpayer Requests Collection Appeals Program A CAP appeal does not let you challenge the amount of tax and does not provide access to Tax Court, but it works at more stages and typically resolves faster.

Contacting ACS

The main ACS collections number is 1-800-829-3903, generally open 7:00 a.m. to 7:00 p.m. local time.20Internal Revenue Service. Federal Payment Levy Program Expect long waits, especially between January and April. The phone menu asks for your identification number before routing you to a representative. Once you and the representative agree on a resolution, collection activity is typically paused while the paperwork processes, and a confirmation letter follows.

Have these ready before you call:

  • Your Social Security number, or Employer Identification Number for business debts, and the notice or letter number on your most recent IRS mail.21Internal Revenue Service. IRM 5.19.5 ACS Inventory
  • Form 433-F, the Collection Information Statement. It asks for monthly income, necessary living expenses, bank balances, investment accounts, and equity in real estate or other assets. Filling it out in advance lets the representative evaluate your ability to pay in the same call.22Internal Revenue Service. Collection Process for Taxpayers Filing and or Paying Late
  • Form 2848, Power of Attorney and Declaration of Representative, if you want an attorney, CPA, or enrolled agent to speak with ACS on your behalf. The representative must be eligible to practice before the IRS and must sign and date Part II.23Internal Revenue Service. Instructions for Form 2848 Power of Attorney and Declaration of Representative

Your IRS Online Account

The IRS online account at IRS.gov shows your current balance (updated daily), payment history, plan details, and digital copies of select notices.24Internal Revenue Service. IRS Online Account Makes It Easy for Taxpayers to View Their Tax Info Anytime You can set up a payment plan or approve a Power of Attorney online. It will not replace a phone call for hardship status or an offer in compromise, but it is faster than waiting on hold for balance checks, payments, and straightforward installment plans.

Taxpayer Advocate Service

If ACS actions are causing serious financial harm and normal channels are not working, you can request help from the Taxpayer Advocate Service, an independent organization within the IRS. File Form 911 by mail, fax, or email.25Taxpayer Advocate Service. Submit a Request for Assistance TAS can sometimes intervene to stop or delay collection while your case is reviewed.

The 10-Year Clock

The IRS generally has 10 years from the date your tax is assessed to collect the balance. That deadline is the Collection Statute Expiration Date, or CSED. After it passes, the IRS can no longer legally collect.26Internal Revenue Service. Time IRS Can Collect Tax

Several common actions pause the clock. Filing an installment agreement request suspends it while the IRS reviews. Bankruptcy pauses it for the duration of the case plus six months. An offer in compromise suspends it during review and for 30 days after any rejection. Requesting a CDP hearing pauses it until that process concludes. So the same steps that stop active collection also give the IRS more time to collect. If you are close to the end of your 10-year window, that trade-off is worth weighing before you file.
