What Is EBT? Programs, Purchases, and How the Card Works

EBT, short for Electronic Benefit Transfer, is the system state agencies use to deliver government assistance on a plastic card that works much like a debit card at grocery checkouts, some online retailers, and ATMs. It replaced paper food stamps and coupons decades ago and now moves benefits for more than 40 million SNAP recipients alone, along with cash aid and other federal nutrition programs.

Which Programs Run on an EBT Card

EBT is not a program itself. It is the delivery method for several kinds of assistance, each with its own eligibility rules and its own restrictions on how the money can be spent.

SNAP

The Supplemental Nutrition Assistance Program, formerly called food stamps, is by far the largest program on the EBT system. Federal law requires that cards be issued only to households certified as eligible.1Office of the Law Revision Counsel. 7 USC 2016 – Issuance and Use of Program Benefits Benefits are deposited monthly and any unused balance rolls into the next month. SNAP dollars are restricted to groceries.

TANF

Temporary Assistance for Needy Families provides cash aid for basic needs such as housing, child care, and home energy.2USAGov. Welfare Benefits or Temporary Assistance for Needy Families (TANF) TANF funds are flexible. You can pull them out at an ATM or use them for non-food items. States receive federal block grants and design their own programs, so eligibility and amounts vary widely by state.3Administration for Children and Families. Temporary Assistance for Needy Families

Summer EBT (SUN Bucks)

Summer EBT is a permanent program that puts $120 in grocery benefits on a card for each eligible school-age child during summer break, when free school meals are not available.4Food and Nutrition Service. Summer EBT Children are enrolled automatically if the household already receives SNAP, TANF, or certain other income-based benefits, or if the child attends a school offering free or reduced-price meals and the family’s income qualifies. Families who are not auto-enrolled can apply through the agency running the program in their state or territory.

WIC

The Special Supplemental Nutrition Program for Women, Infants, and Children has been shifting from paper vouchers to EBT delivery. WIC covers a specific list of foods, including infant formula, cereal, and milk. In most states, WIC benefits sit on a separate card from any SNAP or TANF card the household holds.

How the Card Works at Checkout

Each EBT card is tied to a central government database that tracks the recipient’s balance in real time. When the cashier runs the card, the terminal reads it, confirms the balance, and deducts the purchase instantly. Federal regulations require state issuance systems to move benefits accurately, on time, and only to certified households.5eCFR. 7 CFR 274.1 – Issuance System Approval Standards

Only stores authorized by the USDA’s Food and Nutrition Service can accept EBT.6Food and Nutrition Service. Retailer Retailers go through a federal certification process that checks their food stock and their ability to run electronic transactions. If a store loses that authorization, the card simply will not go through there.

What SNAP Benefits Can Buy

SNAP funds cover food meant for home preparation, plus seeds and plants that produce food for the household. Eligible items include fruits, vegetables, meat, dairy, bread, cereals, snack foods, and non-alcoholic beverages.7Food and Nutrition Service. What Can SNAP Buy

The exclusions matter just as much. SNAP will not pay for:

  • Alcohol and tobacco
  • Hot prepared foods, meaning anything hot at the point of sale
  • Vitamins, medicines, and supplements (anything with a Supplement Facts label)
  • Non-food items such as cleaning supplies, paper products, pet food, hygiene items, and cosmetics
  • Live animals, with narrow exceptions for shellfish and fish

TANF cash sitting on the same card carries no food-only limit. Those dollars can go toward ATM withdrawals or non-food essentials like clothing.

Online Grocery Orders

SNAP online purchasing is available in all 50 states and D.C., and many national grocery chains now participate. Retailers must be separately authorized by FNS to accept EBT online. One catch trips up a lot of first-time users: SNAP covers the food itself but not delivery fees, service charges, or convenience fees, which have to be paid with another method.8Food and Nutrition Service. Getting and Using the Card

Activation

Once your state agency certifies you for benefits, the card is mailed to your household or held for pickup at a local office. It arrives inactive. You set up a four-digit PIN before you can use it, and federal rules require states to let you choose your own.9eCFR. 7 CFR 274.2 – Providing Benefits to Participants If a state mails a PIN separately, it must go out at least one business day after the card ships. Activation usually happens through the toll-free number on the card or the state’s online portal, and the card is ready as soon as the PIN is set.

Checking the Balance

The bottom of your last store receipt prints your remaining balance after every transaction, which is the simplest way to check. Most states also offer a web portal and a toll-free line printed on the back of the card. Third-party apps such as Propel let you track balances, transactions, and deposit dates. ATMs that accept EBT can show the balance too, though some charge a fee for the inquiry.

Lost or Stolen Cards

Call the customer service number on the back of the card as soon as you notice it missing. That deactivates the card and keeps anyone else from spending what is left. States will send a replacement, sometimes for a small fee. Report the loss fast, because benefits already spent by a thief are generally gone. Federal rules allow benefit replacement in only limited circumstances, though recent federal action has expanded protections for benefits stolen through card skimming.

Inactivity Can Erase Your Balance

Benefits do not sit on the card forever. Federal regulations require states to remove funds from accounts that have gone inactive for an extended period, typically around nine months without a transaction. The state has to send notice before expunging the balance, but if you miss the notice and do not use the card in time, the money is gone. Any transaction, even a small one, resets the clock.

Discounts Beyond the Grocery Store

An active EBT card opens the door to benefits outside the checkout aisle. The Museums for All program gives SNAP recipients free or reduced admission to more than 1,600 museums nationwide with an EBT card and a photo ID.10Museums for All. Museums for All Many farmers’ markets run matching programs that effectively double SNAP dollars spent on fresh produce. Some phone and internet providers offer discounted plans to EBT holders through Lifeline and similar programs. What is available depends on where you live, so it is worth asking.
