A charge labeled “Capita Business” on your bank statement is a payment that Capita, a UK outsourcing company, collected on behalf of another organization you owe money to. Capita runs billing and payment systems for councils, government departments, the BBC’s TV Licensing operation, insurers, and pension providers, so its name appears on the debit instead of the organization you’d recognize. In almost every case, the payment traces back to something you or someone else on the account signed up for.
Why Capita’s Name Appears Instead of the Real Payee
Capita doesn’t sell anything directly to consumers. It processes payments and administers accounts for organizations that outsource those functions.1Capita. About Us When the money leaves your account, Capita’s payment infrastructure is what your bank sees, so Capita’s name is what gets printed. The organization you’re actually paying stays invisible on the statement.
What the Charge Is Most Likely For
TV Licence
This is the single most common answer. Capita administers the entire TV Licensing system on behalf of the BBC under a contract extended through at least 2030.2Capita. Detection and Penalties Monthly and quarterly direct debit installments each show up under Capita’s name, often with “TVL” tucked into the transaction text.
Watching or recording live television without a valid licence can lead to prosecution and a fine of up to £1,000 plus legal costs.4UK Parliament. TV Licence Fee Non-Payment: Should It Be Decriminalised? If this is what your charge is, it’s one to leave in place.
Council Tax
Some local authorities contract with Capita to collect council tax, business rates, and housing benefit payments. Westminster City Council, for instance, uses Capita for council tax collection.5Capita. Capita Secures Extension With Westminster City Council If your council is one of them, the monthly direct debit will carry the Capita label rather than the council’s.
Council tax is a priority debt. A missed payment triggers a reminder giving you seven days to pay, then a demand for the full year’s balance. If that remains unpaid, the council can apply to a magistrates’ court for a liability order and add its legal costs to the bill.6GOV.UK. Pay Council Tax Arrears
Government Payroll or Pension
Capita handles payroll, HR, and pension administration for several government departments, and has administered the Civil Service Pension Scheme. If you’re paid by a government employer or receive a civil service pension, a Capita-labeled entry may reflect a payroll deduction or pension contribution routed through their systems.
Insurance and Other Private Sector Charges
Private insurers and pension providers also use Capita to process premium collections and renewals. Auto-renewing annual policies catch people out most often, because the charge reappears twelve months after the original purchase and may not match the figure you remember paying.
Reading the Transaction Line
The most useful piece of information sits right next to Capita’s name. A short abbreviation usually indicates the service: “TVL” is TV Licensing, and other codes point to specific councils, government departments, or insurance administrators. That code is your fastest route to identifying where the money went.
Most entries also include a multi-digit reference number in the transaction details. It links the debit to a specific account in Capita’s system, and both Capita and the underlying organization will ask for it before they can pull up your record. If the description is truncated in your banking app, ask your bank for a fuller transaction report showing the complete reference and the payee’s sort code.
Why It Keeps Coming Back
Capita-processed charges are almost always direct debits, which means someone authorized an ongoing payment at some point. TV licences, council tax, insurance premiums, and professional registrations typically run on annual or monthly cycles, and they continue until you actively cancel.
Installment plans for past-due balances look the same. If you agreed to repay a fine or an outstanding bill over time, the scheduled withdrawals show Capita as the collector rather than the organization you originally owed. The original creditor’s name never appears on the statement, which is why the charge can feel like it came out of nowhere.
Verifying a Charge You Don’t Recognize
Start with the reference number. Contact Capita through their official website, give them the reference along with the date and amount, and they can tell you which organization collected the payment and what service it covers. If the answer matches something you signed up for, that’s the end of it.
If Capita’s answer doesn’t ring any bells, go to your bank next. Banks can look up routing details behind the transaction, which often carry more identifying information than the statement shows. This step matters especially if you suspect fraud rather than an unfamiliar-but-legitimate charge. Keep notes of every call, email, and reference number in case you need to prove your case later.
Getting Your Money Back If the Charge Is Wrong
The Direct Debit Guarantee
Every direct debit in the UK is covered by the Direct Debit Guarantee, which all banks and building societies that accept direct debit instructions must honor. If an error is made in the payment, whether by the collecting organization or your bank, you’re entitled to a full and immediate refund from your bank.7Direct Debit. Direct Debit Guarantee That covers wrong amounts, wrong dates, and payments taken after you cancelled.
To claim it, tell your bank the direct debit was taken in error and ask for a refund under the Guarantee. The bank processes the refund and works out the dispute with the collector afterward. If it later turns out you weren’t entitled, the collecting organization can ask you to pay it back, but the refund itself comes first.
If the Charge Was Truly Unauthorized
Where there’s no direct debit agreement at all, the Payment Services Regulations 2017 apply. Your bank must refund an unauthorized transaction as soon as practicable, and no later than the end of the next business day after becoming aware of it.8Legislation.gov.uk. The Payment Services Regulations 2017 – Regulation 76 The bank must also restore your account to the position it would have been in, including any interest or charges caused by the debit. The one exception is where the bank has reasonable grounds to suspect you’re committing fraud.
Cancelling a Capita Direct Debit
You can cancel a direct debit at any time by contacting your bank or building society. You don’t need Capita’s permission or the collecting organization’s agreement.7Direct Debit. Direct Debit Guarantee Your bank may want written confirmation, but the cancellation itself takes effect once processed.
Cancelling stops the money leaving your account. It does not cancel the underlying obligation. If you owe council tax, an insurance premium, or a TV licence fee, the debt still exists and the organization can pursue it by other means. Cancelling a council tax direct debit while you still owe, in particular, can accelerate the enforcement steps described earlier. Before you cancel, either settle what you owe another way or confirm you don’t owe anything at all.
Tell both your bank and Capita when you cancel. The bank stops the payments; letting Capita or the underlying organization know keeps them from trying to reinstate the instruction or treating you as being in default.
