CAIVRS, the Credit Alert Verification Reporting System, is a federal database that flags borrowers who owe delinquent debt to the U.S. government and blocks them from getting new federally backed loans until the debt is cleared. If you apply for an FHA, VA, or USDA mortgage and the lender’s CAIVRS check comes back with a “hit,” your application stops until you resolve the underlying obligation with the agency that reported it. HUD maintains the system, and it pulls records from five federal agencies covering everything from defaulted student loans to unpaid SBA debt to prior mortgage foreclosures.1U.S. Department of Housing and Urban Development (HUD). Credit Alert Verification Reporting System (CAIVRS)
A regular consumer credit report from Equifax, TransUnion, or Experian will show late payments and collections, but it does not carry the federal delinquency coding that decides your eligibility for a government-insured loan. CAIVRS is where that information lives, and lenders approved by the federal credit agencies are the ones who can query it.
What Kinds of Debt Land You in CAIVRS
Five federal agencies feed data into CAIVRS: HUD, the Department of Veterans Affairs, the USDA, the Small Business Administration, and the Department of Justice.2Fiscal.Treasury.Gov. Credit Alert System (CAIVRS) – API Implementation Guide Federal student loan defaults also appear, reported through the Department of Education. Under federal rules, a non-tax debt generally becomes delinquent once it goes unpaid for 90 days past the due date in the agency’s demand or loan agreement.3eCFR. 31 CFR 285.13 – Barring Delinquent Debtors from Obtaining Federal Loans or Loan Insurance or Guarantees
The obligations that most often produce a flag:
- Defaulted federal student loans. This is the single most common cause. The flag stays until you rehabilitate, consolidate, or pay off the loan.
- FHA mortgage claims. If a prior FHA-insured loan of yours went to foreclosure and HUD paid a claim to the lender, that claim creates a CAIVRS record that remains for three years from the claim payment date.4U.S. Department of Agriculture (USDA). Appendix 7 – Credit Alert Interactive Voice Response System (CAIVRS)
- VA loan defaults and foreclosures. A prior VA-guaranteed loan that resulted in a loss to the government will appear, and your VA entitlement cannot be restored until the loss is repaid in full.5U.S. Department of Veterans Affairs. VA Loan Origination Reference Guide
- Defaulted SBA loans, including EIDL loans, once they reach delinquency thresholds.
- Federal judgments and liens, including those reported by the Department of Justice.6Fiscal.Treasury.Gov. Do Not Pay Portal Quick Reference Card – CAIVRS
Which Loans Run a CAIVRS Check
CAIVRS screening is required for mortgages insured or guaranteed by a federal agency: FHA loans, VA loans, and USDA Rural Development loans.7U.S. Department of Housing and Urban Development (HUD). VA Loan Origination Reference Guide
Conventional mortgages backed by Fannie Mae or Freddie Mac do not use CAIVRS. If you have a flag you cannot clear quickly, a conventional loan is a possible route, though you will need to meet that program’s credit and down payment standards, which are often stricter than FHA’s.
Understanding the Result Codes
When a lender queries CAIVRS, the system returns a one-character code as the first character of a ten-digit authorization number. That code tells the lender what type of problem exists:8Department of Housing and Urban Development (HUD). CAIVRS Authorization Results Page – Field Descriptions
- A: Approved. No federal debt issue found, and the only code that lets the loan proceed without further action.
- B: Multiple records found from one or more federal agencies.
- C: A claim was paid to a lender on a prior government-backed loan, typically after foreclosure.
- D: The borrower is in default on a federal loan.
- F: A federal loan is in foreclosure.
- J: A federal judgment has been filed against the borrower.
Any code other than A stops the loan process until the issue is addressed. A B code is especially awkward because multiple agencies have flagged you and each one has to be cleared separately.
How to Find Out If You’re Listed
You cannot pull your own CAIVRS report. Access is restricted to approved lenders and federal agency staff, so no consumer portal or annual report exists.1U.S. Department of Housing and Urban Development (HUD). Credit Alert Verification Reporting System (CAIVRS) Most borrowers only find out about a listing when a loan officer runs the check during underwriting.
When a hit does come back, the lender receives the reporting agency’s name, the type of delinquency, and a phone number for follow-up, and is supposed to share that with you. If you suspect a problem before applying, contact the specific federal agency where you think the debt originated. For student loans, that means your loan servicer or Federal Student Aid. For a prior FHA mortgage, contact HUD. For a past VA loan, contact the VA’s regional loan center.
One protection worth knowing: under FHA rules, a lender cannot deny your mortgage solely on unverified CAIVRS information. The lender must confirm the delinquency with the reporting agency before rejecting your application.7U.S. Department of Housing and Urban Development (HUD). FHA Single Family Housing Policy Handbook If that agency confirms the debt is no longer valid or has been resolved, the lender can move forward even before CAIVRS itself updates.
How to Clear a CAIVRS Flag
The path to clearing a flag depends on which agency reported the debt and what kind of obligation it is. In every case, you work with the originating agency, not HUD’s CAIVRS office. HUD hosts the database; the agencies that feed data into it are the ones who can update or remove a record.9HUD. CAIVRS Phone Script
Defaulted Federal Student Loans
Because student loan defaults are the most common cause of a CAIVRS flag, they also have the most structured resolution options.
Loan rehabilitation requires nine voluntary, on-time monthly payments within a period of ten consecutive months. You can miss one month and still qualify, as long as nine payments land inside that window.10Federal Student Aid. Student Loan Rehabilitation for Borrowers in Default – FAQs Payments are typically income-based and can be as low as $5 per month. Once you finish rehabilitation, the default is removed from your credit report and the CAIVRS flag clears. Perkins Loan borrowers face a stricter standard: nine consecutive payments with no misses allowed.
Direct Consolidation is faster. You take out a new Direct Consolidation Loan that pays off the defaulted loans, replacing them with a current loan. The CAIVRS flag on the old default typically clears within 30 to 60 days after the consolidation loan is disbursed. Consolidation does not scrub the default notation from your credit history the way rehabilitation does, and you can only consolidate out of default once.
Full repayment always works. The default clears when the balance reaches zero.
Prior Mortgage Claims and Foreclosures
If a government-backed mortgage of yours ended in foreclosure and the insuring agency paid a claim, that claim creates a CAIVRS record that persists for three years from the date of payment.4U.S. Department of Agriculture (USDA). Appendix 7 – Credit Alert Interactive Voice Response System (CAIVRS) During that period you are generally ineligible for a new government-insured mortgage through the same program.
For VA borrowers the math is different. If the VA suffered a loss on your prior loan, your entitlement cannot be restored until that loss is repaid in full, regardless of how much time has passed.5U.S. Department of Veterans Affairs. VA Loan Origination Reference Guide Without restored entitlement you will not have enough guaranty coverage for a new VA loan.
FHA borrowers whose foreclosure was caused by circumstances genuinely beyond their control, such as serious illness or the death of a household’s primary earner, may qualify for shortened waiting periods under FHA’s extenuating circumstances policy. Divorce does not count as an extenuating circumstance under FHA guidelines.7U.S. Department of Housing and Urban Development (HUD). FHA Single Family Housing Policy Handbook
SBA Loans, Judgments, and Other Federal Debts
For defaulted SBA loans, federal judgments, or other obligations reported by the Department of Justice, resolution generally means paying the balance in full or negotiating a settlement with the creditor agency. Once the agency confirms the debt is satisfied, it updates the CAIVRS record. For USDA loans specifically, the agency requires official documentation showing the borrower is no longer liable for any federal debt before it will process a new application.11USDA LINC. Disputing an Inaccurate Listing
If you believe the listing is wrong, whether from identity theft, a paid debt that was never updated, or an administrative error, the dispute goes to the reporting agency, not HUD. For debts reported by HUD itself, the process starts when you receive a Notice of Intent, which gives you 60 calendar days to present evidence to HUD’s Office of Appeals showing the debt is not past due or not legally enforceable.12U.S. Department of Housing and Urban Development. Debt Collection Handbook (1900.25 REV-5) You submit a written letter along with a copy of the Notice and supporting documentation.
HUD’s own rules prohibit reporting debts to CAIVRS while they are formally in dispute or while the debtor has filed bankruptcy.12U.S. Department of Housing and Urban Development. Debt Collection Handbook (1900.25 REV-5) If the dispute is sustained or the underlying debt is found invalid, the agency removes the flag.
Why the Flag Can Linger After You Pay
CAIVRS does not update in real time. After you resolve a debt, the reporting agency has to update its own records and then push that change to the CAIVRS database. Student loan consolidation typically clears within 30 to 60 days. Mortgage claims, SBA debts, and other federal obligations can take anywhere from a few weeks to several months.
A HUD Office of Inspector General audit found cases where the system failed to correctly update a borrower’s status even 20 days after a claim was paid, letting some loans slip through that should have been flagged while other borrowers who had already resolved debts stayed incorrectly flagged.13U.S. Department of Housing and Urban Development, Office of Inspector General. Review of FHA Default and Claims Information in Credit Alert Verification Reporting System (CAIVRS) The practical response: once you clear a federal debt, get written confirmation from the creditor agency and keep it. Your lender can use that documentation to verify eligibility with the reporting agency directly, even if CAIVRS still shows the old code. USDA’s own guidance tells lenders never to condition a loan approval on receiving a clear CAIVRS number, because the database is known to lag actual resolutions.11USDA LINC.
