What Is APO AP? Addressing, Postage, and Restrictions

An APO AP address is a U.S. military mailing address used by Army and Air Force service members stationed in the Asia-Pacific region. APO stands for Air/Army Post Office, and AP is the postal abbreviation for Armed Forces Pacific. USPS carries this mail at domestic postage rates even though it ends up overseas, routing it through ZIP codes in the 962–966 range that cover Japan, South Korea, the Pacific Islands, and other Far East locations.1USPS. Breaking Down the Letters

The military postal system uses three prefixes depending on which branch runs the installation:

  • APO (Air/Army Post Office) serves Army and Air Force installations overseas.
  • FPO (Fleet Post Office) serves Navy, Marine Corps, and Coast Guard locations, including ships at sea.
  • DPO (Diplomatic Post Office) serves U.S. embassies, consulates, and other State Department facilities abroad.

Each prefix is paired with a two-letter code that stands in for a state and identifies the region. AA is Armed Forces Americas. AE is Armed Forces Europe, which also covers the Middle East and Africa. AP is Armed Forces Pacific. So APO AP specifically means mail bound for an Army or Air Force post office somewhere in the Pacific theater. Every military location worldwide has its own ZIP code, and USPS processes the mail the same way it handles a domestic shipment.1USPS. How is Military Mail Processed?

How to Address a Package to APO AP

The format looks like a domestic address, but a few details catch people off guard. One wrong line can push your package out of the military mail stream and into a foreign postal system.

The first line is the recipient’s full name. Including their rank abbreviation is recommended but not required.

The second line is the delivery address, which will use one of three identifiers:

  • UNIT, followed by a unit number and box number (for example, UNIT 2050 BOX 4190).
  • PSC (Postal Service Center), a central mail facility, followed by a box number (for example, PSC 76 BOX 1830).
  • CMR (Community Mail Room), a smaller distribution point, also followed by a box number (for example, CMR 401 BOX 555).

The last line replaces the city and state. Write APO AP followed by the five-digit ZIP code, or the ZIP+4 if you have it. The extra four digits help route the package to the right building or unit on a large installation.2USPS. How Do I Address Military Mail?

Don’t Write the City or Country

Never put the actual city or country anywhere on the package. Adding Seoul, South Korea or Okinawa, Japan is the fastest way to derail a shipment. The package can get pulled out of the military mail stream and handed to the host country’s postal service, where it will be treated as international mail, potentially delayed, charged extra postage, or returned.2USPS. How Do I Address Military Mail?

If you’re mailing to a dependent living at a military address, write the dependent’s full name on the first line, then C/O followed by the service member’s full name on the second line, with the unit and box information below that.

Postage and Customs

USPS is the primary carrier for APO mail and the only one that delivers directly into the military postal system. UPS SurePost can accept APO/FPO/DPO shipments but hands them off to USPS for final delivery. FedEx does not deliver to military addresses.3USPS. Military and Diplomatic Mail

The big financial advantage of the system is that you pay domestic postage. A First-Class stamp reaches a service member in Japan for the same price as a letter across town. USPS also offers a dedicated APO/FPO/DPO Flat Rate Box that costs $30.15 at the retail counter as of January 2026, which is $1.35 less than the standard Large Flat Rate Box at $31.50.1USPS. Even though you’re paying domestic rates, USPS treats the contents as international mail for regulatory purposes. Packages need a customs declaration. You’ll use one of two forms:

  • PS Form 2976 (CN 22), a shorter declaration generally used for items valued at $400 or less.
  • PS Form 2976-A (CP 72), a more detailed declaration required for Priority Mail and higher-value shipments.

All customs forms must now be generated electronically. Old handwritten forms with preprinted barcodes are no longer accepted.5Postal Explorer. 123 Customs Forms and Online Shipping Labels

USPS Click-N-Ship is the simplest route. Enter the APO ZIP code and the system generates integrated postage labels and customs forms, flags destination-specific restrictions, and tells you which customs form applies. You can also schedule a free pickup.3USPS. Military and Diplomatic Mail

How Long Delivery Takes

Transit time depends on the mail class and destination. For APO AP addresses in the 962–966 ZIP range, USPS estimates:

  • Priority Mail Express Military Service: about 3 days.
  • Priority Mail: 7 to 9 days.
  • USPS Ground Advantage or Parcel Select: 30 to 45 days, because these may travel by ship.

These are estimates under normal conditions. Military operations, security screenings, and the remoteness of some installations can stretch delivery well beyond those windows. Tracking is available on Priority Mail and Priority Mail Express, but updates often stop once the package enters the military distribution system overseas.6USPS. Sending Military and Diplomatic Mail

For holiday mail, plan early. USPS generally recommends sending Priority Mail to APO AP addresses by early to mid-December and surface parcels by late October or early November. Exact recommended dates change each year, so check the current USPS holiday shipping deadlines in the fall.

What You Cannot Send

APO mail follows international mailing rules for prohibited and restricted items, and the restrictions are often stricter than domestic shipping. Items prohibited across all APO locations include:

  • Alcohol. Beer, wine, and liquor cannot go to military addresses.
  • Ammunition and explosives. No firearms, ammunition, or fireworks.
  • Gasoline and flammable liquids, including lighter fluid and most fuel-based products.
  • Marijuana, regardless of state legality, including CBD products in some cases.

Tobacco products are restricted and can only be mailed in limited circumstances. Aerosols, perfumes containing alcohol, and hand sanitizers are also prohibited in international and APO/FPO/DPO mail because they’re classified as flammable hazardous materials.7USPS. Lithium Battery Rules

Electronics are a common care package item, and nearly all of them contain lithium batteries. You can mail a device with a lithium battery to an APO address only if the battery is installed inside the device. Loose batteries, spare batteries packed alongside equipment, and damaged or recalled batteries are all prohibited.8Federal Register. Outbound International Mailings of Lithium Batteries

For rechargeable lithium-ion batteries, each shipment can contain a maximum of four cells or two batteries. Each cell can’t exceed 20 watt-hours, and the total battery can’t exceed 100 watt-hours. The device must be off or have an effective way to prevent accidental activation, and the package must be strong enough to prevent movement and damage in transit. If the watt-hour rating isn’t printed on the battery, compliance can’t be confirmed and the package may be rejected.8Federal Register. Outbound International Mailings of Lithium Batteries

Country-Specific Restrictions

Beyond the universal prohibitions, each destination country has its own restricted list. Something you can mail to an installation in Japan may be prohibited at a base in another Pacific country. USPS publishes country-by-country restrictions through the Individual Country Listings in the International Mail Manual. Click-N-Ship flags some restrictions automatically when you enter the ZIP code, but it doesn’t catch everything. When in doubt, check the USPS Postal Bulletin or ask at the counter before sealing the box.3USPS. Military and Diplomatic Mail

Size, Weight, and Insurance

Standard USPS limits are 70 pounds maximum weight and 130 inches maximum combined length plus girth. Some APO locations impose lower limits depending on the installation’s capacity and available transportation, so check the specific restrictions for your destination ZIP before packing a large or heavy box.9USPS. Parcel Size, Weight and Fee Standards

Every Priority Mail shipment includes $100 of insurance against loss, damage, or missing contents at no extra charge, as long as the package has a USPS tracking barcode. You can buy additional coverage for higher-value contents. Keep your mailing receipt and proof of value in case you need to file a claim.10USPS. Insurance and Extra Services

When the Address Changes

Military reassignments are frequent, and a Permanent Change of Station (PCS) means a new APO address. USPS will forward military mail, but only for 60 days after the move. After that, undeliverable mail is returned to the sender. If someone you write to regularly is expecting a transfer, ask for the new address as soon as they have it and update your records right away.
