An image cash letter is the standardized electronic file that banks use to exchange digital check images and the payment data that goes with them, replacing the overnight trucks and planes that once moved paper checks between institutions. The format exists because Congress passed the Check Clearing for the 21st Century Act in 2003, codified starting at 12 U.S.C. ยง 5001, which lets a bank “truncate” a paper check and send images in its place.1Office of the Law Revision Counsel. 12 USC 5001 – Findings; Purposes2Office of the Law Revision Counsel. 12 USC 5002 – Definitions Nearly every check written in the United States now clears this way. The file itself is the transport. The legal instrument, when one is needed on paper, is a separate document called a substitute check.
What Goes Inside the File
Each check in the batch contributes two things to the file: data and images. The data starts with the Magnetic Ink Character Recognition line, the string of numerals printed in magnetic ink along the bottom edge of a check. The MICR line can carry the routing number, account number, check number, amount, and other encoded fields.2Office of the Law Revision Counsel. 12 USC 5002 – Definitions A misread digit sends the payment to the wrong bank or stalls settlement for days, so capture accuracy is everything.
Scanning software also reads the dollar amount twice: once from the numeric figure using Courtesy Amount Recognition, and once from the written-out line using Legal Amount Recognition. When those two disagree, the written amount generally controls and the item gets flagged for manual review.3Federal Deposit Insurance Corporation. Risk Management of Remote Deposit Capture Date, payee, and endorsement information fill out the rest of the per-check record.
The images themselves follow a tight industry specification. ANSI X9.100-181 requires bitonal black-and-white captures of the front and back of each check at exactly 200 or 240 dots per inch, with Group 4 Fax compression.4Accredited Standards Committee X9. ANSI X9.100-181-2014 (R2021) TIFF Image Format for Image Exchange Grayscale and color images are not allowed in the standard exchange format. The compression keeps files small enough to transmit in bulk while preserving every handwritten and printed element.
All of this is assembled into a single file under ANSI X9.100-187, the standard that governs electronic check exchange, including forward presentment, returns, return notifications, and customer reporting.5ANSI Webstore. ANSI X9.100-187 – Electronic Exchange of Check and Image Data The Federal Reserve requires any ICL sent to a Reserve Bank to conform to that standard as the Reserve Banks apply it.6Federal Reserve Services. Operating Circular No. 3 – Collection of Cash Items and Returned Checks Inside the file, information is organized into nested record types:
- A file header (Record Type 01) identifies the sending institution, the destination, and the creation date and time.
- A cash letter header (Record Type 10) opens each cash letter within the file and records the business date and originating institution.
- Check detail records (Record Type 25) carry the parsed MICR fields and dollar amount for each individual check.
- Image view records hold the actual front and back images, embedded in the file itself.
- Trailer records close each cash letter and the file as a whole, providing control totals the receiving system uses to confirm nothing was lost in transit.
The Federal Reserve caps the overall file at 2 gigabytes and limits any single image record to 250,000 bytes.7Federal Reserve Services. Federal Reserve Adoption of DSTU X9.37 – Image Cash Letter Customer Documentation A file that exceeds those limits or contains structural errors is rejected outright, and the sender has to rebuild and resubmit the batch.
How the File Moves Between Banks
Assembled files travel over encrypted connections, usually Secure File Transfer Protocol or a private portal operated by the receiving institution. The Gramm-Leach-Bliley Safeguards Rule requires financial institutions to encrypt customer information both at rest and in transit, using current cryptographic methods, and to limit who can access that information, monitor authorized users, and detect unauthorized access attempts.8Federal Trade Commission. FTC Safeguards Rule: What Your Business Needs to Know Multi-factor authentication is standard for ICL uploads.
Timing of “receipt” matters legally. Under Federal Reserve Operating Circular 3, a Reserve Bank treats an image cash letter as received only when the complete file has been written to its storage device in conformity with the technical requirements.6Federal Reserve Services. Operating Circular No. 3 – Collection of Cash Items and Returned Checks A partial upload does not start the clock.
Once the file lands, the receiving bank runs automated balancing. The dollar total in the trailer must equal the sum of every check record in the batch. A mismatch can suspend the entire letter until the sender resolves it. Files that pass validation move through a clearinghouse, often the Federal Reserve’s own Check 21 services, which distributes items to the paying banks. Senders typically get an acknowledgment file within hours, often a 997 functional acknowledgment confirming whether the transaction was accepted, accepted with errors, or rejected. The full clearing cycle generally wraps up within one to two business days.
When the Money Shows Up, and When It Can Still Bounce
If you deposited a check that was then packaged into an ICL, Regulation CC governs when you can draw on the funds. Electronic payments generally become available by the next business day. For most check deposits, Regulation CC requires banks to make funds available by the second business day after deposit for local checks and by the fifth business day for nonlocal checks.9eCFR. 12 CFR Part 229 – Availability of Funds and Collection of Checks (Regulation CC) Longer holds are allowed for large deposits, new accounts, and items a bank has reasonable cause to doubt.
Availability is not the same as finality. A paying bank can still return a check for insufficient funds, a signature mismatch, or other defects. Regulation CC requires the paying bank to return a dishonored check so that the depositary bank would normally receive it by 2:00 p.m. local time on the second business day after presentment.9eCFR. 12 CFR Part 229 – Availability of Funds and Collection of Checks (Regulation CC) For checks of $5,000 or more, the paying bank must also send a separate notice of nonpayment within that same two-business-day window. Missing those deadlines can shift the loss to the paying bank.
Because digital images are easy to copy, duplicate presentment is a real risk in electronic check clearing. The Federal Reserve runs safeguards that detect duplicate files submitted within five business days of the original, and its Duplicate Check Notification System lets subscribing banks alert each other when a duplicate situation surfaces.10Federal Reserve Services. Check Services Overview of Image Cash/Return Letters Check 21 reinforces this with a statutory warranty: any bank that transfers a substitute check warrants that no one will be asked to pay the same check twice.11Office of the Law Revision Counsel. 12 USC 5004 – Substitute Check Warranties
When a Paper Substitute Check Appears
Most checks sent through ICLs never become paper again. When a receiving bank does need a physical document, for a customer’s records, a legal proceeding, or a downstream system that cannot handle images, it prints a substitute check, sometimes called an Image Replacement Document. Federal regulation requires the substitute check to contain front and back images of the original, carry a MICR line with all the information from the original, meet specific paper and dimension standards, and be processable the same way the original would be.12eCFR. 12 CFR 229.2 – Definitions It must also carry the legend: “This is a legal copy of your check. You can use it the same way you would use the original check.” That substitute check, not the ICL file, is what carries full legal equivalence to the original paper check under federal and state law.13Office of the Law Revision Counsel. 12 USC 5003 – General Provisions Governing Substitute Checks
Expedited Recredit if a Substitute Check Causes a Problem
Consumers have a specific remedy when a substitute check is tied to an improper charge. You can file an expedited recredit claim with your bank if you believe the charge was wrong or you have a warranty claim, you suffered a loss, and you need the original check or a better copy to prove it. The claim must be filed within 40 days of the later of when your bank mails your statement showing the charge or makes the substitute check available to you.14Office of the Law Revision Counsel. 12 USC 5006 – Expedited Recredit for Consumers Illness, travel, or similar circumstances can extend that deadline.
After a valid claim, the bank must recredit the lesser of $2,500 or the claimed amount within one business day, and the rest within 45 calendar days if the investigation is still open. Beyond expedited recredit, Check 21 provides an indemnity: the bank that created the substitute check and every bank that later transferred it must indemnify a party who takes a loss because they received the substitute check instead of the original. Where a warranty was breached, the indemnity covers the full loss plus attorneys’ fees and costs; without a warranty breach, it is capped at the face amount of the check plus interest and expenses, and it is reduced for the injured party’s own fault.15Office of the Law Revision Counsel. 12 USC 5005 – Indemnity
These protections apply specifically to substitute checks. If a check cleared entirely as electronic data and no substitute check was ever created, the ordinary error-resolution rules for your account, not the Check 21 expedited recredit process, govern the dispute.
What It Costs to Send One
Sending an image cash letter is not free. Under the Federal Reserve’s 2026 electronic check collection fee schedule, cash letter fees run from $4.50 to $10.50 per letter depending on the deposit deadline tier, and a cash letter submitted at the 12:00 p.m. ET premium deadline carries an additional $25 fixed fee per letter.16Federal Reserve Services. 2026 Electronic Check Collection Fee Schedule Per-item fees apply on top of that. Corrections cost extra. The 2025 paper check schedule, a reasonable baseline for budgeting, lists $22 for a cash letter correction and $25 for paper adjustments.17Federal Reserve Financial Services. 2025 Paper Check Collection and FedImage Services Fee Schedule Individual banks layer their own charges on top of what the Fed collects.
