There is no IRS Form W-4T. If you’re a Texas TRS retiree looking for a “W-4T form” to control federal tax withholding on your monthly annuity, the form you actually need is IRS Form W-4P, the Withholding Certificate for Periodic Pension or Annuity Payments. TRS hosts a copy on its own website and uses it to set how much federal income tax comes out of each check.1Teacher Retirement System of Texas. IRS Form W4-P Withholding Certificate for Periodic Pension or Annuity Payments The mix-up usually comes from combining “W-4” with “TRS” or “Texas.” There is no separate TRS-specific withholding form; you complete the same W-4P any pension recipient in the country would use and send it to TRS.
Why the W-4P Matters
Federal law treats periodic pension payments much like wages for withholding purposes, so TRS calculates tax on each annuity check the same way an employer would for a salaried worker.2Internal Revenue Service. Topic No. 410, Pensions and Annuities Your W-4P is what tells TRS your filing status, credits, other income, and deductions so the withheld amount lines up with what you’ll actually owe.
Get it right and your April return has no surprises. Get it wrong in either direction and you either owe a lump sum plus possible interest, or you’ve spent the year handing the government an interest-free loan.
What Happens If You Never Submit One
Skip the W-4P and TRS must withhold as if you were single with no adjustments in Steps 2 through 4. The same default kicks in if you provide an incorrect Social Security number or the IRS flags an SSN mismatch.3Internal Revenue Service. Form W-4P Withholding Certificate for Periodic Pension or Annuity Payments (2026) For many married retirees and anyone with substantial deductions, that default pulls out considerably more tax than needed. Submitting a completed W-4P adjusts the withholding on a future payment.
Filling Out the Form
The current W-4P uses a five-step layout. Older versions asked for “withholding allowances”; the IRS removed allowances from this form starting in 2022, so ignore any copy that still references them.
Step 1: Personal Information
Enter your name, Social Security number, address, and filing status. Your options are single, married filing jointly, and head of household. This choice drives the tax tables TRS uses for each payment. If you receive pension payments from more than one source, file a separate W-4P for each.3Internal Revenue Service. Step 2: Other Jobs or Pensions
Complete this only if you or your spouse (if filing jointly) also holds a job or receives another pension. If the TRS annuity is your only income and neither of you works, skip it. When there is another job in the picture, put Steps 3 and 4 on that job’s W-4 instead of on this W-4P. The IRS Tax Withholding Estimator can help you figure the adjustment.4Internal Revenue Service. Step 3: Dependent Credits
For 2026, multiply each qualifying child under 17 by $2,200 and each other dependent by $500. You can also add other credits you expect to claim, such as education or foreign tax credits.5Internal Revenue Service. Child Tax Credit Only complete this step on the W-4P if you don’t already claim these credits on a job’s W-4, and only on the pension paying you the most annually.
Step 4: Other Adjustments
Most retirees do their real fine-tuning here. Line 4(a) is for income that won’t have its own withholding, such as interest, dividends, or taxable Social Security; entering it here bumps up TRS withholding to cover it and can spare you from filing separate estimated payments. Line 4(b) is for deductions above the basic standard deduction. The Deductions Worksheet on page 4 of the form walks through the math, and the additional standard deduction for being 65 or older is worth capturing there, since most TRS retirees qualify. Leave 4(b) blank and TRS assumes only the basic standard deduction ($16,100 single, $32,200 married filing jointly for 2026).6Internal Revenue Service. Step 5: Sign and Date
Sign it. An unsigned W-4P is not valid, and TRS will return it before any change takes effect. The date lets TRS apply the most recent instruction if more than one form arrives.3Internal Revenue Service. Form W-4P Withholding Certificate for Periodic Pension or Annuity Payments (2026)
Choosing No Withholding
You aren’t required to have federal tax withheld from TRS payments. The W-4P has a “No withholding” checkbox; check it, complete only Steps 1(a), 1(b), and 5, and submit.7Internal Revenue Service. Form W-4P Withholding Certificate for Periodic Pension or Annuity Payments One limit: if your payments go to an address outside the United States or its territories, you generally cannot elect zero withholding.
This option shifts the full responsibility onto you, and you’ll likely need to make quarterly estimated tax payments to avoid an underpayment penalty. It fits best when your TRS annuity is small relative to other income that already has adequate withholding, or when your overall tax liability is very low.

When to Revisit Your Election
Your W-4P stays in place until you replace it, so TRS won’t ask you to resubmit if nothing has changed. The IRS suggests reviewing your withholding after any major life event that affects your tax picture, including marriage, divorce, the death of a spouse, buying a home, or a meaningful change in other income.10Internal Revenue Service. Tax Withholding: How to Get It Right An annual check makes sense even without a life event, because bracket inflation adjustments shift the math each year.
If you retired mid-year, revisit the numbers as soon as you enter your first full calendar year of retirement. Your income sources and marginal bracket may look very different from your working years. Staying Clear of Underpayment Penalties
When withholding falls short of what you owe, the IRS charges an underpayment penalty on the shortfall. The rate for the first quarter of 2026 is 7%.11Internal Revenue Service. Quarterly Interest Rates You avoid the penalty by meeting any one of these safe harbors:
- You owe less than $1,000 after subtracting withholding and credits from your total tax.
- You paid at least 90% of the current year’s tax liability through withholding and estimated payments.
- You paid at least 100% of last year’s total tax (110% if your prior-year adjusted gross income exceeded $150,000, or $75,000 if married filing separately).12Internal Revenue Service. Underpayment of Estimated Tax by Individuals Penalty
For most retirees with steady income, the 100% safe harbor is the easiest to hit: make sure this year’s total withholding at least equals what you owed last year. The IRS also offers a special waiver for taxpayers who retired after reaching age 62 when the underpayment resulted from reasonable cause rather than neglect. Request it by checking box A in Part II of Form 2210 and attaching documentation of your retirement date and age.13Internal Revenue Service. Instructions for Form 2210 – Underpayment of Estimated Tax by Individuals, Estates, and Trusts The waiver is particularly useful during the transition year when your income pattern shifts unpredictably.
One thing TRS retirees don’t need to plan around: Texas has no state income tax, so your W-4P is the only withholding form on the pension.
