What Is a W-3 Form Used For? Who Files, Deadlines, and Corrections

A W-3 form is used to transmit and summarize all of an employer’s W-2s to the Social Security Administration, giving the agency one set of totals for wages paid and taxes withheld across the entire workforce for the year.1Internal Revenue Service. If you file W-2s on paper, the W-3 is the required cover page; if you file electronically, the SSA’s system builds the equivalent for you automatically. For the 2026 tax year, the filing deadline is February 1, 2027.

What the SSA Does With It

Rather than making the Social Security Administration add up every individual W-2 an employer sends in, the W-3 hands over the totals: wages, tips, Social Security wages, Medicare wages, and each category of withheld tax. The SSA uses those figures to update the earnings histories that determine future Social Security and Medicare benefits for each worker.2Social Security Administration. The totals also serve a cross-check function. The IRS compares the year-end W-3 numbers against the quarterly employment tax returns the same employer filed during the year on Form 941, Form 943, or Form 944. Who Has to File One

Any employer that issues at least one Form W-2 during the calendar year must also account for a W-3. The rule covers businesses of every size, along with nonprofits and government agencies.4Internal Revenue Service. Topic No. 752, Filing Forms W-2 and W-3

Household employers — people who pay a nanny, housekeeper, or other domestic worker — are on the hook once their payments cross a threshold. For 2026, you must issue a W-2 (and therefore file a W-3) for any household employee you paid $3,000 or more in cash wages during the year, or for any household employee whose wages you voluntarily withheld federal income tax from, regardless of the amount.5Internal Revenue Service. One important exception: you only prepare a standalone Form W-3 when you’re filing paper W-2s. If you file the W-2s electronically through the SSA’s Business Services Online portal, the system generates the W-3 for you and you don’t send one yourself.4Internal Revenue Service. What Goes on the Form

If the W-2s are already done, the W-3 is largely an adding exercise. The form asks for:

  • Your Employer Identification Number, legal business name, and mailing address.
  • Checkboxes indicating your Kind of Payer and Kind of Employer (standard employer, government entity, tax-exempt organization, third-party sick pay).
  • Box 1: combined Box 1 wages, tips, and other compensation from every W-2.
  • Box 2: combined federal income tax withheld.
  • Box 3: total wages subject to the 6.2% employee Social Security tax, up to the 2026 wage base of $184,500 per employee.
  • Box 4: total employee-side Social Security tax withheld (no more than $11,439 per employee for 2026).
  • Box 5: total Medicare wages and tips, with no wage cap.
  • Box 6: total employee-side Medicare tax withheld, including any Additional Medicare Tax.

Every dollar amount on the W-3 has to equal the sum of the same box across all attached W-2s. Even small rounding differences can trigger automated notices from the SSA.3Internal Revenue Service. When It’s Due and What Late Filing Costs

The standard deadline for the W-3 and its W-2s is January 31 of the year after the tax year. For the 2026 tax year, that falls on a Sunday, so the deadline moves to February 1, 2027. Extensions are hard to get. W-2s and W-3s are not eligible for an automatic extension. You can request a single 30-day extension by filing Form 8809, but the IRS grants it only under extraordinary circumstances such as a natural disaster or fire that destroyed the records needed to complete the forms.3Internal Revenue Service. Late filing penalties apply per W-2, and they climb the longer the filing is overdue. For returns due after December 31, 2026:3Internal Revenue Service. General Instructions for Forms W-2 and W-3 (2026)

  • Filed within 30 days of the deadline: $60 per W-2, capped at $698,500 per year ($244,500 for small businesses).
  • Filed more than 30 days late but by August 1: $130 per W-2, capped at $2,095,500 ($698,500 for small businesses).
  • Filed after August 1, or not filed at all: $340 per W-2, capped at $4,191,500 ($1,397,000 for small businesses).
  • Intentional disregard: at least $690 per W-2, with no cap.

Because the penalty is per form, an employer with 50 employees filing three months late could owe $6,500 or more. Fixing Mistakes After You File

If you find an error after submitting to the SSA, you correct it by filing Form W-2c for the individual employee record along with Form W-3c, the corrected transmittal. A W-3c is required even if you’re correcting only one W-2c, or fixing something as minor as a name or Social Security number.7Internal Revenue Service. There’s no fixed correction deadline; the instructions say to file “as soon as possible” after finding the error. On the W-3c, each relevant box gets two columns: what you originally reported and the corrected figure. If any amount went down, you have to explain why, and the form asks whether you’ve already filed an adjusted employment tax return with the IRS.
