What Is a HUD-Approved Homebuyer Education Course?

A HUD-approved homebuyer education course is a class — in person, online, or self-paced — that walks you through the basics of buying and owning a home, taught by an agency HUD has vetted and listed in its national directory. Several of the most common first-time buyer mortgages require you to finish one before closing. To find a provider, use HUD’s online search tool filtered by zip code, or call 800-569-4287 for a referral by phone.1HUD.gov. Housing Counseling Start early. Most buyers who get tripped up by the requirement are the ones who waited until they were already under contract.

What the Course Covers

Expect to spend several hours on the full arc of buying and owning. The curriculum covers budgeting for a mortgage payment, reading your credit report and improving your score, comparing loan types and interest rates, estimating closing costs, and working with real estate agents. You’ll also cover how to evaluate a property, what a home inspection reveals, and the ongoing realities of property taxes, homeowners insurance, and routine maintenance.

A meaningful part of the material focuses on what to do if you hit financial trouble after closing — how to spot warning signs early and understand your options before foreclosure becomes a real risk. Curriculum varies by provider, but every HUD-approved course has to align with the National Industry Standards for Homeownership Education and Counseling or meet HUD’s own requirements.2Fannie Mae. Education vs. Counseling

HUD draws a line between homebuyer education and housing counseling, and the difference affects what satisfies your loan program.

Homebuyer education is a group class or self-paced online course covering general topics. It doesn’t look at your personal finances.3HUD.gov. About Housing Counseling

Housing counseling is one-on-one work with a HUD-certified counselor who reviews your specific financial situation, analyzes affordability, and builds a personalized action plan.3HUD.gov. About Housing Counseling It’s more involved and more useful if you’re working through credit or budget problems.

The distinction matters most on Fannie Mae’s HomeReady loan. Borrowers who complete housing counseling (not just education) with a HUD-approved agency may qualify for a $500 loan-level price adjustment credit, but only if the counseling happens before you sign a purchase contract. Group education by itself satisfies the loan requirement but doesn’t earn the credit. Borrowers who complete housing counseling also don’t need to separately complete an education course for Fannie Mae loans.4Fannie Mae. Homeownership Education

Which Mortgage Programs Require a Course

Not every mortgage requires it. Standard FHA loans don’t. But most low-down-payment and assistance programs do, each with its own rules.

Fannie Mae Conventional Loans

Fannie Mae requires homeownership education when all borrowers on the loan are first-time homebuyers. It’s also required on any purchase loan with a loan-to-value ratio above 95 percent, regardless of first-time buyer status. For HomeReady and HFA Preferred loans, education is required at every loan-to-value ratio.4Fannie Mae. Homeownership Education The provider has to be independent of the lender, with content aligned to National Industry Standards or HUD.2Fannie Mae. Homeownership Education and Housing Counseling

Freddie Mac Conventional Loans

Freddie Mac’s rules are similar. At least one occupying borrower must complete homeownership education when all occupying borrowers are first-time homebuyers, and education has to be done before the note date.5Freddie Mac. Home Possible Mortgage Fact Sheet

USDA Direct Loans

Down Payment Assistance Programs

Most state and local down payment assistance programs require a homebuyer education certificate, a housing counseling session, or both. Many Housing Finance Agency first-lien mortgages also impose their own requirements.7FDIC. Homeownership Education and Counseling Some programs accept any HUD-approved agency’s certificate; others require a specific provider. Check with your program administrator before you enroll anywhere.

How to Find an Approved Provider

HUD’s Housing Counseling search page is the place to start. You can search by zip code or state and filter by distance (10, 25, or 50 miles).8HUD.gov. Housing Counseling Services Pick “Buying a Home” as the service type and choose your preferred format: face-to-face counseling, group sessions, internet-based courses, phone counseling, or video conference. The results show agency names and contact details. If you’d rather handle it by phone, call 800-569-4287 or 202-708-1455 (TTY).1HUD.gov. Housing Counseling

Before you enroll, confirm two things with your lender. First, does your loan require group education, individual counseling, or both? Second, is the provider you’ve chosen on your program’s accepted list? Some down payment assistance programs and Housing Finance Agencies only accept certificates from designated providers, and the wrong choice means starting over.

Online Course Options

If in-person doesn’t fit your schedule, several online platforms meet HUD guidelines and are widely accepted. The clearest first stop is Fannie Mae’s HomeView, a free self-paced course in English and Spanish that runs on desktop, tablet, or phone. It has six chapters, ending in a brief quiz and a certificate you can send to your lender.9Fannie Mae. HomeView Homebuyer Education HomeView satisfies education requirements for most mortgage products.

Framework and eHome America are also common with Housing Finance Agencies and down payment assistance programs. They typically charge between $50 and $100 per borrower and can take up to eight hours. Check with your lender or program administrator before paying — if your program specifies a provider, a certificate from a different platform won’t count.

One caveat: a self-paced online education course doesn’t satisfy an individual housing counseling requirement. Counseling has to be conducted by a HUD-certified housing counselor.10Federal Register. Housing Counseling – New Certification Requirements

What You’ll Pay

Federal regulations cap what HUD-approved agencies can charge at “reasonable and customary” levels, and an agency can’t turn you away for inability to pay — services have to be provided free of charge in that case. Fee schedules must be posted and disclosed before services begin, and you can’t be charged for the initial intake.11eCFR. 24 CFR 214.313 – Housing Counseling Fees

In practice, courses run from free to around $125 depending on provider and format. HomeView costs nothing. Some state Housing Finance Agencies offer courses at no charge, and some down payment assistance programs waive the fee for participants.7FDIC. Homeownership Education and Counseling

When to Complete the Course

Start early. Fannie Mae and Freddie Mac both require education before the note date, the day you sign your mortgage documents.5Freddie Mac. Home Possible Mortgage Fact Sheet That’s the floor, not the goal. USDA direct loans want training completed as early in the application as possible.6USDA Rural Development. HB-1-3550 Chapter 3 – Application Processing Down payment assistance programs often want your certificate in hand before they’ll issue a commitment letter or voucher, and missing that deadline can push back your closing.7FDIC. Homeownership Education and Counseling

If you’re after the $500 Fannie Mae housing counseling credit on a HomeReady loan, the counseling has to happen before you enter a purchase contract, not just before closing.4Fannie Mae. Homeownership Education The practical move is to finish while you’re still getting pre-approved, so inspections, appraisals, and paperwork don’t have to share your attention with it.

Your Completion Certificate

After you finish, the provider issues a certificate of completion. Your lender keeps a copy in the loan file as proof you’ve met the requirement.2Fannie Mae. Homeownership Education and Housing Counseling

Expiration and Renewal

HUD doesn’t set a universal expiration date. The issuing agency decides whether the certificate expires and on what terms, and your lender or program administrator decides what age they’ll accept. Most lenders want a certificate no older than 12 to 24 months. If yours ages out before closing, contact the issuing agency — some will renew after a shorter refresher instead of making you retake the full course. Down payment assistance programs may set their own renewal rules.12HUD Exchange. What Are the Requirements for Renewing a Pre-Purchase Homebuyer Certificate

Switching Lenders

Your certificate generally travels with you. The requirement comes from the loan program (HomeReady, Home Possible, a down payment assistance program), not from any one lender, and the provider has to be independent of the lender in the first place.2Fannie Mae. Homeownership Education and Housing Counseling Still, confirm with the new lender that they accept both your provider and the certificate’s age before assuming it carries over.
