What Is a Full Bird Colonel? Rank, Duties, and Pay

A full bird colonel is a senior military officer at the O-6 pay grade whose rank insignia is a silver spread eagle, the “bird” that gives the rank its nickname and separates a colonel from a lieutenant colonel, who wears a silver oak leaf. It is the highest field-grade rank in the Army, Marine Corps, Air Force, and Space Force, sitting one step below brigadier general. Officers who reach it typically have more than two decades of service and command formations of several thousand people.

Why It’s Called Full Bird

The Institute of Heraldry describes a colonel’s insignia as “a silver spread eagle.”1The Institute of Heraldry (TIOH). Where Colonel Sits in the Rank Structure

Colonel is the O-6 pay grade and the top field-grade officer rank. It falls directly above lieutenant colonel (O-5) and directly below brigadier general (O-7).4United States Marine Corps. Ranks – Section: Officer That line between O-6 and O-7 is one of the most significant thresholds in a military career. Promotions up to colonel are handled by statutory selection boards under the Defense Officer Personnel Management Act. Promotions into the general officer ranks require Senate confirmation and move the officer into a different legal and oversight framework entirely.

Federal law also caps how many colonels each service can carry on active duty. The authorized number of O-6 officers scales with the size of the commissioned officer corps.5Office of the Law Revision Counsel. 10 USC 523 – Authorized Strengths Commissioned Officers on Active Duty Colonels are a small share of the officer corps, which is part of what makes the rank so competitive.

What a Full Bird Colonel Does

Colonels run large, complex organizations. They are the last layer of leadership before the general officer ranks, translating strategic direction from above into plans their subordinate commanders can execute. The specific units vary by service.

Army

Army colonels typically command brigades or regiments. A brigade combat team, the Army’s primary deployable combined-arms formation, is designed to include roughly 4,400 to 4,700 soldiers depending on type.6Congressional Budget Office. The U.S. Military’s Force Structure A Primer Functional and support brigades can be smaller. Colonels also fill senior staff positions at division, corps, and Army command level, often as a chief of staff synchronizing an entire headquarters.

Marine Corps

Marine colonels command regiments and may lead a Marine Expeditionary Unit or serve as brigade executive officers and division staff.7Marines.com. Marine Corps Ranks – Section: Officer Ranks A Marine Expeditionary Unit is a self-contained air-ground task force of about 2,200 Marines that deploys aboard Navy ships, giving its colonel unusual operational independence.

Air Force and Space Force

Air Force colonels command wings, the primary organizational units that generate airpower.8Center for Strategic and International Studies. Air Force Organization 101 A wing can pull together multiple groups and squadrons covering flying operations, maintenance, mission support, and medical functions. Space Force colonels hold equivalent positions commanding deltas and other senior formations.

Staff Assignments

Not every colonel commands. Many serve as senior advisors to generals, run planning cells, oversee acquisition programs, or coordinate joint operations with allied nations. A colonel serving as chief of staff for a general officer supervises the entire headquarters staff and keeps it aligned with the commander’s intent.9ARSOF History. The General Staff System Basic Structure These roles carry heavy influence even without formal command authority.

Navy and Coast Guard Use a Different Title

In the Navy and Coast Guard, the O-6 rank is called captain, not colonel. The insignia is the same silver eagle, and the responsibilities are comparable: command of major warships, carrier air wings, SEAL groups, or significant shore installations. One trap for the unwary: the Army, Marine Corps, Air Force, and Space Force use “captain” for the O-3 pay grade, which is far more junior. Context and branch matter when someone introduces themselves as a captain.

How Long It Takes to Reach Colonel

No one pins on the eagle early. The Department of Defense’s target promotion timing for O-6 is 21 to 23 years of commissioned service.10RAND Corporation. Promotion Timing, Zones, and Opportunity – Section: DoD Policy An officer who commissioned at 22 is generally in their mid-forties by the time this promotion is on the table.

Education

A four-year college degree is the baseline requirement to commission as an officer in any branch.11Military OneSource. Becoming an Officer in the Military After College By the time officers are competitive for colonel, most hold at least one graduate degree. Senior Service College attendance, at institutions like the Army War College or its equivalents, is a critical milestone. These programs focus on national security strategy, joint operations, and executive leadership.12U.S. Army Ordnance Corps and Ordnance School. Colonel Development – Section: Ordnance Colonel Development Not every lieutenant colonel gets a seat in the resident course, but completing the program in some form is a near-universal expectation for O-6.

Selection Odds

Promotion to colonel is decided by a centralized selection board that reviews the officer’s entire record: performance evaluations, assignments, education, awards, and potential for greater responsibility. The DoD’s target selection opportunity for O-6 is roughly 50 percent of eligible officers.10RAND Corporation. Promotion Timing, Zones, and Opportunity – Section: DoD Policy Actual rates fluctuate by year and branch, and some communities see rates well below the target. An officer passed over twice for colonel typically will not be promoted and may be required to separate or retire.

Pay and Retirement

Base pay for an O-6 depends on years of service and is set by the annual military pay tables published by the Defense Finance and Accounting Service.13Defense Finance and Accounting Service. Military Pay Tables and Information On top of base pay, colonels receive a Basic Allowance for Subsistence of $328.48 per month in 202614Defense Finance and Accounting Service. Basic Allowance for Subsistence (BAS) Pay Tables and a Basic Allowance for Housing that varies significantly by duty station and dependent status. Both allowances are tax-free.

Most colonels serve long enough to qualify for retirement at 20 or more years. Under the current Blended Retirement System, monthly retired pay equals years of creditable service multiplied by 2 percent, applied to the average of the member’s highest 36 months of basic pay. A colonel retiring after 24 years would receive 48 percent of that high-three average. Officers who entered service before 2018 may still be under the legacy High-3 system, which uses a 2.5 percent multiplier per year but does not include government-matched Thrift Savings Plan contributions. Under the Blended Retirement System, the Department of Defense automatically contributes 1 percent of basic pay to the member’s Thrift Savings Plan and matches voluntary contributions up to another 4 percent, for a total of up to 5 percent.15My Air Force Benefits. Colonel Compared to the Ranks Around It

The step from lieutenant colonel to colonel is one of the steepest in the military. A lieutenant colonel usually commands a battalion of 300 to 1,000 soldiers, supported by a command sergeant major.16Army.mil. U.S. Army Ranks – Section: Officer Ranks A colonel commands a formation several times that size, owning problems that span multiple battalions, geographic areas, or functional domains. The planning horizon shifts from weeks and months to months and years.

Above the colonel sits the brigadier general at O-7, the entry point to the general officer ranks. A brigadier general may serve as a deputy commanding general for a division or lead a large task force. The difference is not just larger units. General officers work under a different set of legal authorities, face Senate confirmation, and take on roles where political and strategic considerations often outweigh the tactical ones. For most officers, colonel is the highest rank they will realistically reach, and many retire at this grade after a career that shaped how their branch fights and trains.
