A “Fed” payment on your bank statement is a direct electronic deposit from the U.S. Treasury, sent on behalf of a federal agency such as the IRS, the Social Security Administration, the VA, or the Office of Personnel Management.1U.S. Department of the Treasury. Treasury Payments The short description your bank prints next to the amount is not random. It names the agency, flags whether the payment came through in full, and identifies what the money is for. Once you know how to read those pieces, an unfamiliar deposit usually explains itself in about thirty seconds.
As of September 30, 2025, an executive order directed the Treasury to stop issuing paper checks for nearly all federal disbursements, so electronic deposits are now the default for virtually every government payment.2The White House. How to Read the Description on Your Statement
A federal deposit line has three parts that matter: the agency prefix, a three-digit transaction code, and a short payment-type label.
The prefix tells you who sent it. “IRS TREAS” is the Internal Revenue Service. “SSA TREAS” is Social Security. “VACP TREAS” or similar covers VA benefits. “OPM TREAS” is a federal civilian retirement annuity.
The three-digit code tells you whether the payment came through whole. 310 means the payment was delivered in full as intended. 449 means the Treasury Offset Program held back part or all of the money to cover a debt you owe (more on that below).
The text label after the code tells you the payment type. The common ones:
- TAX REF — a tax refund from a filed return, including amended returns.3Taxpayer Advocate Service. TAS Tax Tip – Got a Direct Deposit From the IRS But Not Sure What It Is For
- TAXEIP1, TAXEIP2, TAXEIP3 — Economic Impact (stimulus) payments; the number is the round.3Taxpayer Advocate Service. TAS Tax Tip – Got a Direct Deposit From the IRS But Not Sure What It Is For
- CHILDCTC — an advance Child Tax Credit payment.3Taxpayer Advocate Service. TAS Tax Tip – Got a Direct Deposit From the IRS But Not Sure What It Is For
- SOC SEC — Social Security retirement or survivor benefits.
- SUPP SEC — Supplemental Security Income (SSI).
- VA BENEF — VA disability compensation or pension.
- CIV SERV — a Civil Service Retirement annuity from OPM.
- FED SAL — federal employee salary.
- MISC PAY — a federal vendor or miscellaneous payment.
These labels are standardized in the Treasury’s Green Book, the official guide to federal ACH payment formatting.4Bureau of the Fiscal Service. A Guide to Federal Government ACH Payments – Green Book Putting the three parts together, a line reading “IRS TREAS 310 TAX REF” is a normal tax refund, delivered in full. “SSA TREAS 310 SOC SEC” is your monthly Social Security check. “IRS TREAS 449 TAX REF” is a refund that was partially or fully offset.
If you need to ask a question about a specific deposit, the paying agency handles it, not the Treasury. The label is what tells you which agency to call.
What a 449 Offset Means and How to Challenge It
If your description shows 449 instead of 310, the Treasury Offset Program (TOP) intercepted part or all of the payment to pay down a debt you owe to a federal or state agency. Debts that commonly trigger an offset include delinquent federal taxes, past-due child support, defaulted federal student loans, and overpaid unemployment benefits.5Bureau of the Fiscal Service. FAQs for Debtors in the Treasury Offset Program
The mechanics: the creditor agency reports the debt to the TOP database, every federal payment is matched against that database, and if there’s a match the Treasury withholds enough to cover the debt and sends the remainder (if any) to your account. The Treasury mails you a notice after the offset explaining the amount taken and the agency that claimed it. You should also have received an earlier letter from the creditor agency itself before the debt was referred, describing your rights to review the debt and arrange repayment.5Bureau of the Fiscal Service. To dispute an offset or ask about a payment plan, contact the creditor agency named in the notice. TOP staff cannot discuss the debt, issue a refund, or negotiate. If you don’t know which agency referred the debt, call the TOP automated line at 800-304-3107.5Bureau of the Fiscal Service. FAQs for Debtors in the Treasury Offset Program
One situation catches married couples off guard: if a joint tax refund was offset because of your spouse’s debt, you can file IRS Form 8379 (Injured Spouse Allocation) to recover your share. Whether the Timing Is Normal
Before assuming a deposit is missing or unexpected, check whether it lines up with the usual schedule.
- IRS tax refunds by direct deposit generally arrive within about three weeks of e-filing. Paper returns take six weeks or longer. You can check status 24 hours after e-filing using the “Where’s My Refund?” tool at irs.gov with your Social Security number, filing status, and exact refund amount.6Internal Revenue Service. Refunds
- Social Security retirement and survivor benefits follow a birth-date schedule: the 1st–10th are paid the second Wednesday of the month, the 11th–20th the third Wednesday, and the 21st–31st the fourth Wednesday.7Social Security Administration. Schedule of Social Security Benefit Payments 2026
- OPM civil service annuities are typically deposited on the first business day of the month.
- VA disability compensation is generally deposited on the first business day of the month.
If a Social Security payment is more than three business days late, contact the SSA directly to report it.8USAGov. Social Security Benefits and How to Apply Common causes of delay include mismatched names and Social Security numbers, math errors on a tax return, or bank changes that haven’t fully processed.
Tracing a Missing Payment
The right first call depends on which agency sent the payment, which is why the label on your statement matters.
For an IRS refund, start with “Where’s My Refund?” at irs.gov. If the tool shows the refund was sent and at least five calendar days have passed since the deposit date, you can request a payment trace. The IRS contacts your bank, which has up to 90 days to respond; full resolution can take up to 120 days.9Internal Revenue Service. 21.4.2 Refund Trace and Limited Payability To start a trace, call 800-829-1040 or file Form 3911 (Taxpayer Statement Regarding Refund).10Internal Revenue Service. For a missing SSA, VA, or OPM payment, contact that agency’s customer service line. If you can’t tell which agency issued a payment, or need to report a lost or stolen check, the Bureau of the Fiscal Service call center is 855-868-0151.11Bureau of the Fiscal Service. When the Money Went to the Wrong Account
If you gave the IRS the wrong routing or account number and the bank couldn’t match it to a valid account, the bank returns the funds and the IRS mails a paper check to the address on file. The harder case is when your wrong numbers happen to match someone else’s real account and the bank accepts the deposit. Then you have to work with the financial institution directly. If two weeks pass without resolution, file Form 3911 so the IRS can contact the bank on your behalf.10Internal Revenue Service. Refund Inquiries 18
For non-IRS federal payments, a bank that can’t apply a deposit is required to return it using standard ACH return codes such as R02 (account closed), R03 (no account found), or R04 (invalid account number). A returned payment automatically revokes your direct deposit authorization with that agency, so you’ll need to contact the agency and re-enroll with corrected bank information before payments resume.4Bureau of the Fiscal Service. When a “Fed Payment” Is Actually a Scam
A real federal deposit shows up on your statement without any phone call, text, or email attached. Scammers imitating the IRS, SSA, or Treasury tend to reach out before or after a rumored payment and ask you to confirm details, pay a fee, or “unlock” the money. A few ground rules make the impersonations easy to spot.
The federal government will not call, text, or email you out of the blue demanding immediate payment or personal information. It will not threaten you with arrest over the phone. It will not ask you to pay a fee in gift cards, wire transfers, or cryptocurrency.12Federal Trade Commission. Scams – Consumer Advice You don’t sign up or pay anything to receive a tax refund or benefit you’re already owed. The IRS routes refunds using the bank details on your return, and Social Security benefits flow automatically once approved.
Other warning signs: unsolicited messages about “unclaimed” government money, requests for your Social Security number by email or text, and pressure to act right now. If you get a suspicious contact, hang up or delete it and report it at ReportFraud.ftc.gov. To confirm anything legitimate, go directly to the agency’s official website or call the number listed there.
