A check tracer is a formal investigation that tracks down a payment that was issued to you but never arrived, or that was cashed by someone else. Federal agencies like the IRS and the Social Security Administration run them routinely, and banks run their own version for cashier’s checks. The tracer answers a single question: is the check still outstanding, lost in the mail, or already cashed? The answer determines whether you get a replacement, a forgery claim package, or a longer fight.
When You Can Start One
You can’t file a tracer the day you notice a payment is missing. Agencies build in waiting periods so ordinary mail delays don’t flood the system.
For an IRS refund, wait at least 21 days after e-filing, or six weeks after mailing a paper return, before contacting the IRS.1Taxpayer Advocate Service – IRS. I Don’t Have My Refund For direct deposit, if the money hasn’t landed within five days after that 21-day window, you can request a trace.2Taxpayer Advocate Service. Lost or Stolen Refund
Social Security moves faster. If you live in the U.S. and your benefit check hasn’t arrived within three business days after its usual mailing date, contact SSA right away. Have your claim number, the payment period, and the name and address that should appear on the check ready when you call.3Social Security Administration. SSA Handbook 123
How to File an IRS Refund Trace
The IRS uses Form 3911, Taxpayer Statement Regarding Refund. It asks for your taxpayer identification number, the refund amount, the tax period, the filing date, and your current address. If you filed jointly, your spouse’s name and taxpayer identification number go on the form as well, and both spouses must sign by hand under penalties of perjury before the trace can start.4Internal Revenue Service. Form 3911, Taxpayer Statement Regarding Refund Signing also commits you to returning the original refund if both checks eventually reach you.
The fastest routes are the “Where’s My Refund?” tool on IRS.gov and the automated refund hotline at 800-829-1954. You can also call 800-829-1040 to reach a representative, or mail Form 3911 to the IRS processing center for your area.5Internal Revenue Service. Refund Inquiries
One catch trips up joint filers. The automated tools don’t work for joint returns. You have to call and speak with a representative or mail in Form 3911.5Internal Revenue Service. Refund Inquiries
Missing Direct Deposits
If the IRS sent your refund electronically and it never appeared in your account, contact your bank first. If two weeks go by without resolution, file Form 3911 so the IRS can approach the bank on your behalf.6Internal Revenue Service. Tell IRS to Direct Deposit Your Refund to One, Two, or Three Accounts
Set your expectations for a long wait. Banks have up to 90 days from the date of the initial trace to respond, and full resolution can take up to 120 days. If the bank recovers the money, the IRS will usually mail you a paper check. If the bank refuses or can’t return the funds, the IRS has no authority to force the issue, and the dispute becomes a civil matter between you and the bank or whoever received the deposit.6Internal Revenue Service. What the Trace Turns Up
Every trace ends one of two ways, depending on whether the original check has been cashed.
If it hasn’t been cashed, the IRS cancels it and issues a replacement. For paper check refunds, the replacement typically takes about six weeks.2Taxpayer Advocate Service. Lost or Stolen Refund
If it has been cashed, the Bureau of the Fiscal Service sends you a claim package with an image of the cashed check so you can inspect the endorsement.5Internal Revenue Service. Refund Inquiries If the signature isn’t yours, the next step is a forgery claim.
Filing a Forgery Claim
The Bureau of the Fiscal Service’s claim package includes Form FS 1133 and instructions. Fill out both pages in black ink, answer every question, and sign your name three separate times so Treasury can compare your handwriting against the endorsement. If the check was payable to two people, both must sign.7Department of the Treasury Bureau of the Fiscal Service. Instructions to Payee – Claim Against the United States for the Proceeds of a U.S. Treasury Check
Send the completed FS 1133, the check image, and any additional claim documents to the Bureau’s Check Resolution Division in Philadelphia. Treasury’s review can take up to six weeks from the day BFS receives your completed claim.5Internal Revenue Service. Cashier’s Checks Don’t Follow the Same Rules
Lost cashier’s checks run on their own timeline. Under the Uniform Commercial Code, a claim on a lost cashier’s check doesn’t become enforceable until 90 days after the issue date. If someone presents the original check during that window, the bank can pay it and owes you nothing, because cashier’s checks are treated as near-cash instruments that banks need to honor reliably.9D.C. Law Library. UCC 3-312 – Lost, Destroyed, or Stolen Cashier’s Check, Teller’s Check, or Certified Check
Even after the 90 days, most banks require you to purchase an indemnity bond before issuing a replacement. The bond is an insurance policy that shifts the risk to you: if the original resurfaces and gets cashed, you take the loss. These bonds typically require an insurance broker, and after you present the bond the bank may wait another 30 to 90 days before cutting the replacement check.10HelpWithMyBank.gov. The Deadline That Can Cost You Everything
A tracer only helps if you catch the problem in time. Under the Uniform Commercial Code, if someone forges your signature on a check drawn from your bank account, you have one year from the date your bank statement becomes available to discover and report it. Miss that window and you lose the right to hold the bank responsible, even if the bank was careless in paying the forged check.11Legal Information Institute (LII) / Cornell Law School. UCC 4-406 – Customer’s Duty to Discover and Report Unauthorized Signature or Alteration
Review your bank statements every month. The tracer process gives you a path to recovery, but only if you use it while the law still lets you.
