What Does the VCF Status “Determination Made: Processing” Mean?

When your claim shows the VCF status “Determination Made: Processing,” the September 11th Victim Compensation Fund has calculated your award and entered it into the system, and a final quality check is underway before the official award letter is sent.1September 11th Victim Compensation Fund. Claim Status Definitions The substantive review of your eligibility, medical conditions, and loss calculation is finished. What’s left is administrative, and it can take several months.

What the Status Actually Covers

Two different situations show the same status, and the difference matters.

The first is the one most claimants are in: your file is sitting in the VCF’s internal queue for a final audit before the award letter goes out. You don’t need to do anything for this to move forward.

The second situation catches people off guard. If the VCF has already told you the award amount but is still waiting on documentation from you, such as banking forms, the portal will also display “Determination Made: Processing.”2September 11th Victim Compensation Fund. Claim Status Definitions Check your portal messages and any recent letters. If the fund has requested paperwork, the status won’t change until you send it in.

How Long the Quality Check Takes

Plan on several months. There is no published deadline for this step, and the wait is longer than most people expect after seeing the word “processing.”

The VCF prioritizes claims for quality review by the date the compensation claim or amendment was originally submitted, working from oldest to newest. The order in which claims arrive at “Determination Made: Processing” does not decide who gets reviewed first.2September 11th Victim Compensation Fund. Claim Status Definitions A claim filed years ago that only recently reached this status will be looked at before a newer claim that reached this status first.

For most claimants, there is no way to accelerate this step. Expedited review based on financial hardship or a terminal diagnosis is requested earlier in the process, not at this stage.

What Arrives After the Quality Check

When the audit finishes, your portal status changes to “Compensation Determination Sent” and the VCF mails your official award letter, which is also posted to the online portal.1September 11th Victim Compensation Fund. Claim Status Definitions This letter is the legal notice of your compensation amount.

Inside the letter is a Loss Calculation Summary. The VCF’s formula is non-economic loss plus economic loss, minus collateral offsets.3September 11th Victim Compensation Fund. Section 2 – Calculation of Loss (Compensation) The letter shows how the fund arrived at each number.

Non-Economic Loss

Non-economic awards for pain and suffering follow published caps. A single cancer condition is capped at $250,000. A single non-cancer condition is capped at $90,000. Non-cancer conditions that cause only mild impairment or that are well-controlled with medication start at $10,000 and increase based on severity documented in medical records.3September 11th Victim Compensation Fund. Section 2 – Calculation of Loss (Compensation)

Where a claimant has multiple conditions, the Special Master can raise the total above $250,000, up to a current aggregate maximum of $340,000 for multiple severe conditions. Cancer awards generally fall between $90,000 and $250,000 depending on type, metastasis, recurrence, and long-term complications.3September 11th Victim Compensation Fund. Section 2 – Calculation of Loss (Compensation)

Collateral Offsets

The number that surprises most claimants is the collateral offset. Federal law requires the VCF to subtract compensation you received or became entitled to receive from other sources related to your 9/11 injury. Common offsets include workers’ compensation, pension funds, life insurance, Social Security disability payments, and settlements from 9/11-related lawsuits.3September 11th Victim Compensation Fund. Section 2 – Calculation of Loss (Compensation) If your award letter shows an offset that looks wrong, that is a concrete basis for an appeal.

Set Up Banking Now

Use the wait to prepare your payment paperwork. The VCF pays awards electronically through the U.S. Department of the Treasury’s Automated Clearing House system.4September 11th Victim Compensation Fund. Section 3 – Awards and Payment Payment requires Standard Form 3881, the ACH Vendor/Miscellaneous Payment Enrollment Form. The form asks for your financial institution’s name and address, the nine-digit routing number, your account number, and whether the account is checking or savings.5General Services Administration. ACH Vendor/Miscellaneous Payment Enrollment Form

Take the form to your bank and have them complete and sign the financial institution section directly. A transposed digit in the routing or account number is the most common cause of payment delays, because a returned Treasury payment restarts the process. Filling this out during the quality check period means you can submit it the moment your award letter arrives.

From Award Letter to Deposit

Once the award letter is issued, payment processing begins one business day after the letter’s date. The Special Master then has up to 20 days to authorize the payment, and the payment moves through the Department of Justice and the Treasury Department, which may take up to three additional weeks. Most deposits arrive within roughly two months of the award letter date, and some arrive sooner.4September 11th Victim Compensation Fund. Section 3 – Awards and Payment

Your portal status will update again when payment is sent. Consider giving your bank a heads-up that a large federal deposit is coming so a fraud hold doesn’t land on the funds. If you file an appeal instead of accepting the award, the payment clock restarts from the appeal decision date.

If the Amount Looks Wrong

You have 30 days from the date of the award letter to file an appeal. If a completed Appeal Request Form isn’t submitted by that deadline, the award is deemed accepted and you waive the right to challenge it.6September 11th Victim Compensation Fund. Section 4 – Appeals and Hearings The form can be uploaded through the online claim or mailed, provided it is postmarked by the due date listed in your decision letter.7eCFR. 28 CFR Part 104 – September 11th Victim Compensation Fund

An appeal is worth pursuing when you can point to a specific error: a miscalculated offset, medical evidence that wasn’t considered, or an economic loss figure that doesn’t match your documentation. Disagreeing with the amount without identifying a factual mistake rarely changes the outcome.

If you appeal, you have the right to a hearing before a Hearing Officer from the Special Master’s office. These hearings are non-adversarial, and their purpose is to let you present information or evidence supporting your position. You may bring witnesses, including expert witnesses.8September 11th Victim Compensation Fund. What to Expect at Your Hearing A hearing is not required to appeal, but it can help when the dispute turns on subjective medical evidence.

What to Do During the Wait

Three things are worth doing while your claim sits in the quality check. Prepare Form 3881 with your bank so the payment step doesn’t stall. Gather your records on any collateral sources, since offsets are the most common surprise in an award letter and reviewing them quickly matters when you only have 30 days to appeal. And keep an eye on your portal messages so you catch any request for additional paperwork, which will keep the status frozen until you respond.
