What Does Tax Levy CNT Mean on Your Paycheck?

“Tax levy CNT” on your paycheck or bank statement means a county tax authority has legally seized money from you to cover an unpaid tax debt. “CNT” is the bank’s shorthand for “county,” identifying the government body that issued the seizure order. This is not a warning or a hold pending review. A levy is the actual taking of funds, and unless you act inside a short window, that money is on its way to the taxing agency.

Levy vs. Lien, and Why the County Can Do This Without Going to Court

A lien is a legal claim against your property. A levy is the seizure itself. When you see the “CNT” code, you are past the claim stage — the county has already directed your bank or employer to hand over funds.

No court order is needed. Because the tax debt was legally established when the agency assessed it, the county can issue the levy administratively under state law. Your bank or employer has no discretion to refuse. Federal levies work the same way: 26 USC 6331 gives the IRS authority to seize property and bank funds after notice and demand, and county and state agencies operate under parallel state provisions.1Office of the Law Revision Counsel. 26 USC 6331 – Levy and Distraint

The mechanics vary slightly by agency. A federal bank levy triggers a mandatory 21-day holding period before your bank forwards the money.2Internal Revenue Service. Information About Bank Levies County levies may or may not include a similar hold, depending on state law. Check the notice from the agency for the exact deadline that applies to you.

You Should Have Received Notices First

Tax agencies do not levy without warning. There is almost always a paper trail leading up to the seizure, and if you never saw it, that fact itself may matter.

At the federal level, the IRS must send written notice of intent to levy at least 30 days before seizing anything.1Office of the Law Revision Counsel. 26 USC 6331 – Levy and Distraint The typical sequence:

  • An initial balance-due notice stating what you owe and giving a deadline to pay.
  • Follow-up reminders with growing urgency and accruing penalties.
  • A final notice of intent to levy. For the IRS this is Letter 1058 or LT11, sent certified mail, and it also tells you about your right to request a hearing within 30 days.3Office of the Law Revision Counsel. 26 USC 6330 – Notice and Opportunity for Hearing Before Levy

County and state agencies follow similar escalation patterns under their own tax codes, though names and timelines differ. If you genuinely never received notice — for instance, the agency had an outdated address after you moved — raise that when you contact them. A defective notice process can sometimes be grounds for releasing the levy.

What the Levy Is Actually Taking

The “CNT” code can appear in two very different situations, and the difference matters for what happens next.

A One-Time Bank Grab

A bank levy captures whatever is in the account on the day the levy hits. The bank freezes the amount owed, or your entire balance if it’s smaller, and logs the transaction under a code like “tax levy CNT.” Under federal rules, the bank must hold the money for 21 calendar days before forwarding it to the IRS.4eCFR. 26 CFR 301.6332-3 – The 21-Day Holding Period Applicable to Property Held by Banksa> That window is your chance to negotiate. County procedures vary, so read the notice for your deadline.

Expect a bank fee on top of the seized amount. The IRS acknowledges that banks commonly charge around $100 to process a levy order, and it comes out of your account.2Internal Revenue Service. Information About Bank Levies

A Continuous Wage Garnishment

A wage levy is different. It doesn’t hit once and end. Your employer must withhold a portion of every paycheck and send it to the agency until the debt is fully paid or the levy is released.5Internal Revenue Service. Levy What comes out of each check is everything above a statutory exempt amount tied to your filing status and dependents. In practice, that leaves you with only a minimal living allowance.

If a levy code appears on your pay stub, there is a form to return immediately. The IRS levy notice includes a statement of filing status and dependents. If you don’t return it to your employer within three days, the exempt amount defaults to married filing separately with zero dependents — the lowest possible protection.6Internal Revenue Service. 5.11.5 Levy on Wages, Salary, and Other Income Fill it out and hand it back the day you see the levy.

What the Levy Cannot Touch

Federal law exempts specific categories of property from levy regardless of how much you owe.7Office of the Law Revision Counsel. 26 USC 6334 – Property Exempt from Levy The list includes unemployment compensation, workers’ compensation, service-connected disability benefits, needs-tested public assistance under the Social Security Act, and income needed to comply with a pre-existing child support order. Necessary clothing, school books, household goods and personal effects up to $6,250 in value, and tools of your trade up to $3,125 are also off-limits.

For wages specifically, the IRS publishes exempt amounts each year in Publication 1494.8Internal Revenue Service. Tables for Figuring Amount Exempt from Levy on Wages, Salary, and Other Income For 2026, a single filer paid weekly with no dependents keeps roughly $300 to $350 per week; a married-filing-jointly filer paid biweekly with two dependents keeps about $1,646. Taxpayers who are over 65 or blind get additional exempt amounts. County exemption rules track state law and may differ, but the categories are usually comparable.

How to Stop the Levy

A release stops the seizure and unfreezes what’s still frozen. It does not erase the underlying tax debt. Federal law requires the IRS to release a levy when any of these conditions is met:9Office of the Law Revision Counsel. 26 USC 6343 – Authority to Release Levy and Return Property

  • The debt is paid, or the collection period has expired.
  • Releasing the levy will actually help the agency collect — for example, you need the money to keep your job.
  • You’ve entered into an installment agreement covering the debt.
  • The levy is causing economic hardship, meaning it prevents you from meeting basic living expenses.
  • The seized property is worth far more than the debt, and a partial release wouldn’t hurt collection.

Economic hardship is usually the fastest route. The IRS defines it as a levy that prevents you from covering basic, reasonable living expenses.10Internal Revenue Service. What if a Levy Is Causing a Hardship For a wage levy, the IRS must release it when hardship is immediate. For a bank levy, the agency may release it. Bring documentation: recent bank statements showing the frozen balance, pay stubs, rent or mortgage bills, utilities, and medical expenses. The clearer the picture, the stronger the case.

Request a Hearing Within 30 Days

If you are inside the 30-day window after a final notice of intent to levy, file Form 12153 to request a Collection Due Process hearing.3Office of the Law Revision Counsel. 26 USC 6330 – Notice and Opportunity for Hearing Before Levy Filing on time pauses levy activity while the hearing is pending and preserves your right to challenge the outcome in U.S. Tax Court. At the hearing you can raise procedural defects, dispute the assessment, or propose a collection alternative.

Miss the 30 days and you can still request an “equivalent hearing” within one year, but it doesn’t stop the levy and doesn’t give you a path to Tax Court.11Internal Revenue Service. Request for a Collection Due Process or Equivalent Hearing The 30-day deadline is the single most important date in the process.

Resolving the Underlying Debt

A release stops the bleeding. It does not close the case. Three formal options exist.

An installment agreement lets you pay in monthly installments. The IRS offers short-term plans (paid within 180 days) for debts under $100,000, and long-term plans with monthly payments for balances of $50,000 or less. Once you request one, the IRS is generally prohibited from levying while the request is under review, while the plan is active, for 30 days after a rejection, and during any appeal.13Internal Revenue Service. Payment Plans; Installment Agreements

An offer in compromise lets you settle for less than the full amount. The IRS weighs your ability to pay, income, expenses, and asset equity to decide whether your offer is the most it can reasonably expect to collect.14Internal Revenue Service. Offer in Compromise Collection activity is suspended during review. You must have filed all required returns, made required estimated payments, and not be in an open bankruptcy. A free pre-qualifier tool on the IRS website helps you check eligibility before applying.

If you truly can’t pay anything, ask for “currently not collectible” status. The debt doesn’t go away and penalties and interest keep accruing, but the agency stops pursuing you until your finances improve.15Internal Revenue Service. Temporarily Delay the Collection Process You’ll typically file Form 433-F documenting your assets, income, and expenses. The IRS reviews these accounts periodically and can resume collection if your situation changes.

Whichever path you choose, move now. The clock started running the day the “tax levy CNT” line appeared on your statement, and every day you wait narrows what you can still get back.
