What Does SCD Leave Mean on Your LES: Counted Service and Fixes

On your Leave and Earnings Statement, SCD Leave stands for Service Computation Date for Leave — the date the military uses to measure how much creditable service you have for leave purposes. While you’re on active duty it won’t change what you earn each month, because every service member accrues leave at a flat 2.5 days per month regardless of rank or years in.1Office of the Law Revision Counsel. 10 USC 701 – Entitlement and Accumulation Where the date carries real weight is later, if you take a federal civilian job, because civilian leave accrual is tiered by years of creditable service and your SCD-Leave decides which tier you start in.

What the Date Actually Represents

A Service Computation Date is a date, real or constructed, that the government uses to measure how long you’ve been in creditable positions. The “Leave” version specifically tracks the service time that counts toward leave benefits.2OPM. Chapter 6 – Creditable Service for Leave Accrual It isn’t necessarily the day you first entered service. If you had earlier creditable time — a prior enlistment, a service academy, or federal civilian work — your SCD-Leave can be set earlier than your current entry date to reflect all of it.

Don’t confuse it with the other service dates on your paperwork. Your Date of Initial Entry to Military Service (DIEMS) determines which retirement system you fall under. Your Pay Entry Base Date (PEBD) drives longevity pay. SCD-Leave has a narrower job: it exists to calculate leave, and it follows its own rules about what counts.

Finding It on Your LES

The military LES uses numbered fields. Leave information sits in Fields 25 through 32, showing your brought-forward balance, leave earned this fiscal year, leave used, current balance, projected balance at your Expiration Term of Service, lost leave, paid leave, and your use-or-lose total.3DFAS. How to Read an Active Duty Army Leave and Earning Statement Years of Service appears in the identification block at the top, and DIEMS has its own block.4Military Compensation and Entitlements. Your Leave and Earnings Statement

The SCD-Leave itself doesn’t always have a prominently labeled block on every branch’s format. It may appear in the remarks section or in the identification area depending on your branch. If you can’t spot it, pull your personnel records through your branch’s HR system, check an SF-50 from any prior civilian federal service, or ask your finance or personnel office directly.

Why It Doesn’t Change Your Active Duty Accrual

On active duty, leave accrues at 2.5 days per month, or 30 days per year.5Military OneSource. Military Leave: What It Is and How It Works The rate is the same for an E-1 in basic and an O-6 with 25 years in. Reserve and Guard members on active duty orders earn at the same rate.6MyArmyBenefits. Leave For Active Soldiers Federal statute sets that flat rate, and it doesn’t move with your SCD-Leave or your years of service.1Office of the Law Revision Counsel. 10 USC 701 – Entitlement and Accumulation So if you’re reading your LES to understand your current monthly leave, the SCD-Leave isn’t the number driving it.

Where SCD-Leave Starts to Matter

The date becomes important if you move into federal civilian employment. Civilian federal employees earn leave on a tiered system based on total creditable service:

  • Under 3 years: half a day per biweekly pay period, or 13 days a year
  • 3 to 15 years: three-quarters of a day per pay period, or 20 days a year
  • 15 years or more: one full day per pay period, or 26 days a year

Those tiers come from 5 U.S.C. 6303.7Office of the Law Revision Counsel. 5 USC 6303 – Annual Leave; Accrual Prior active duty can push your SCD-Leave back far enough to land you in a higher tier from day one. Six years of active duty would let you begin a GS position as though you already had six years of federal service, skipping the lowest tier. The gap between 13 and 20 days a year adds up quickly.

There’s an important limit for military retirees. If you draw military retired pay, your active duty time only counts toward the civilian SCD-Leave in specific situations: retirement based on a combat-related disability, service performed during a war or in a campaign for which a campaign badge was authorized, or employment in a covered federal position on November 30, 1964 with continuous service since.7Office of the Law Revision Counsel. 5 USC 6303 – Annual Leave; Accrual Outside those exceptions, a military retiree starts civilian leave accrual without credit for active duty years unless the hiring agency uses its discretion to grant it.

That discretion exists under 5 U.S.C. 6303(e). An agency head can credit prior active duty when the skills you gained relate directly to the civilian position and are needed for an important agency mission. The determination has to be made before you enter on duty, not afterward.8OPM. What Service Counts

Active Duty

Active duty in any uniformed service counts as long as you separated under honorable conditions. That covers an honorable discharge, a general discharge under honorable conditions, or a transfer to the inactive reserves under honorable conditions.2OPM. Chapter 6 – Creditable Service for Leave Accrual Time at a military service academy also counts.

Reserve and National Guard

Reserve time on active duty, including active duty for training, is creditable. Weekend drills and monthly assemblies are not. National Guard service counts only if it was performed on federal active duty under Title 10, meaning a call-up by the President or Secretary of Defense. State-side Guard duty under the Governor’s authority or under Title 32 does not count, no matter how long it lasted.2OPM. Chapter 6 – Creditable Service for Leave Accrual This distinction trips people up often, so check the orders under which you served.

Federal Civilian Service

Civilian service under a federal appointment counts — competitive service, excepted service, or Senior Executive Service. Service covered by CSRS or FERS deductions counts even if you took a refund of those contributions. National Guard Technician positions have counted as federal service since January 1, 1969, and technicians receive credit for all their service in that role, including time before 1969. A few narrower categories also count, including Peace Corps and qualifying VISTA service, some nonappropriated fund employment when the move to civil service happens without a break of more than three days, and certain government service performed abroad.2OPM. Chapter 6 – Creditable Service for Leave Accrual

Non-Pay Status

Time in a non-pay or non-duty status (leave without pay, suspension, or furlough) is creditable up to six months per calendar year. Beyond that, the extra time is noncreditable and your SCD-Leave gets adjusted forward. When you return to duty, the agency is required to recalculate the SCD-Leave to reflect the gap.2OPM. Fixing a Wrong SCD-Leave

If the date looks wrong, address it early. An error may cost you nothing while you’re on active duty earning the flat rate, but it can cut your leave every pay period once you move to a civilian federal position. A miscalculated SCD-Leave that drops your credited service below a tier threshold is a real, ongoing loss.

Gather your documentation first. For military service, your DD Form 214 is the primary record. For prior federal civilian work, pull records from your Official Personnel Folder. Standard Form 144, the Statement of Prior Federal Service, is designed specifically to document prior service for leave accrual credit, and failing to complete it can leave you without credit you’re entitled to.9OPM. Statement of Prior Federal Service – Standard Form 144

Bring the documentation to your finance or personnel office. Your current employing agency is responsible for recalculating the SCD-Leave when an error surfaces, regardless of who made the original mistake or when. The corrected date is recorded on Standard Form 144A or an equivalent agency form, and the updated SCD-Leave appears in Block 31 of your Standard Form 50.2OPM. Chapter 6 – Creditable Service for Leave Accrual If verification of Reserve or Guard time is needed, the agency may have to contact the Adjutant General’s office for your state or the branch where you served.
