A Treasury check stamped F-941 REF 01 is a federal employment tax refund. The “F-941” identifies the source as Form 941, the Employer’s Quarterly Federal Tax Return, and “REF 01” flags the payment as a refund. In plain terms, the IRS determined that your business deposited more in federal payroll taxes for a quarter than it actually owed, and the Treasury is sending the difference back.
Why You Received a Form 941 Refund
Form 941 is the quarterly return where employers report federal income tax withheld from wages along with the employee and employer shares of Social Security and Medicare taxes. Each quarter, the IRS reconciles the total tax liability against the deposits the employer made during that period.1Internal Revenue Service. Form 941 (Rev. March 2026)
When deposits exceed liability, the difference shows up on Line 15a as an overpayment. On Line 15b, the employer chooses whether to apply that overpayment to the next quarter or request a refund. If the refund box was checked, and no direct deposit information was provided, the Treasury issues a paper check — the one now in your hand.2Internal Revenue Service. Instructions for Form 941 (03/2026)
Common reasons for an overpayment include a miscalculated deposit, a mid-quarter payroll adjustment that lowered liability after deposits were already made, or a credit from a prior period that turned out larger than expected.
The check may also be the result of a Form 941-X, the amended version of Form 941. Employers use 941-X to correct a prior quarter’s return, and when the correction reduces the reported tax, the IRS pays back the difference. A refund arriving many months after the original filing quarter is usually a 941-X refund rather than a same-quarter overpayment.3Internal Revenue Service. Does the Amount Include Interest?
It might. If the IRS did not issue the refund within 45 days of the later of the return’s due date or the date you filed it, interest accrues on the overpayment. On-time returns start the 45-day clock at the due date; late returns start it at the filing date.4eCFR. 26 CFR 301.6611-1 – Interest on Overpayments
The rate is set quarterly. It equals the federal short-term rate plus three percentage points for non-corporate taxpayers, and plus two percentage points for corporations.5Office of the Law Revision Counsel. 26 U.S. Code 6621 – Determination of Rate of Interest For the second quarter of 2026, the non-corporate overpayment rate is 6%.6Internal Revenue Service. Quarterly Interest Rates
If the check is larger than the overpayment you were expecting, the excess is likely interest. Keep track of that portion separately, because interest paid by the IRS is taxable income even though the refund itself is not. When the interest reaches $10 or more in a year, the IRS reports it to you on Form 1099-INT, which you’ll need when filing your income tax return.7Internal Revenue Service. About Form 1099-INT, Interest Income
Is the Refund Itself Taxable?
No. A refund of overpaid federal employment taxes is a return of your own money, not income. Only the interest component, if any, is taxable.7Internal Revenue Service. About Form 1099-INT, Interest Income
What If the Amount Looks Wrong?
Before depositing, compare the check to what you actually claimed. Pull the Form 941 or 941-X that generated the refund and look at your reported overpayment (Line 15a on Form 941, or Line 27 on Form 941-X). The check should equal that amount plus any interest.
The IRS can also offset a refund against other past-due federal tax liabilities tied to the same EIN, so a smaller-than-expected check may reflect an offset rather than an error.2Internal Revenue Service. Instructions for Form 941 (03/2026) If an offset occurred, the IRS generally sends a separate notice explaining the adjustment.
For a direct answer, call the IRS business tax line at 800-829-4933. An agent can confirm which quarter and which return the payment is tied to, whether interest was included, and whether any offset was applied.8Internal Revenue Service. Telephone Assistance Contacts for Business Customers
If the Check Never Arrived or Was Cashed by Someone Else
When a refund is overdue, you can initiate a trace. Call 800-829-4933, or download Form 3911 (Taxpayer Statement Regarding Refund), complete it, and mail it to the IRS Refund Inquiry Unit for your region.9Internal Revenue Service. About Form 3911, Taxpayer Statement Regarding Refund
Businesses located east of the Mississippi send Form 3911 to the Florence, Kentucky unit. Those west of the Mississippi send it to Ogden, Utah. Arkansas and Louisiana file to Florence, and Wisconsin files to Ogden.9Internal Revenue Service. About Form 3911, Taxpayer Statement Regarding Refund
If the original check was never cashed, the IRS cancels it and reissues the refund. If someone else cashed it, the Bureau of the Fiscal Service takes over the investigation and sends a claim package that includes a copy of the cashed check for you to review. That process can take up to six weeks.10Internal Revenue Service. Refund Inquiries
Confirming the Payment Before It Arrives
If you’re anticipating a refund but nothing has landed yet, the IRS publishes a processing status page that lists the month of paper returns the agency is currently working through. Comparing that month to when you filed gives a rough position in the queue. As of mid-2026, paper Form 941 originals received as far back as March 2026 and Form 941-X amended returns filed as far back as July 2025 were still moving through processing.11Internal Revenue Service. Processing Status for Tax Forms
Electronically filed original returns are generally processed within 21 days. Paper returns take considerably longer, and a paper 941-X refund can take many months to reach you.
Avoiding Paper Checks Next Time
The March 2026 revision of Form 941 added direct deposit for refunds. Lines 15c through 15e collect the routing number, account type, and account number. Completing them sends the refund to your bank instead of the mailbox, which is faster and removes the risk of a lost or stolen check.2Internal Revenue Service. Instructions for Form 941 (03/2026)
Confirm the routing number with your bank before filing. The first two digits must fall within 01–12 or 21–32, and the routing number printed on deposit slips is sometimes different from the one on checks.2Internal Revenue Service. Instructions for Form 941 (03/2026) Leaving the direct deposit lines blank doesn’t cancel the refund; it just puts you back on the paper-check track, and back on a Treasury check that will again read F-941 REF 01.
