What Does DR US Collection Mean on a Bank Statement?

A “DR US Collection” line on your bank statement means the U.S. government has debited money from a federal payment headed to you, usually a tax refund or benefit deposit, to pay down a delinquent debt you owe to a federal or state agency. “DR” is bank shorthand for debit, and “US Collection” identifies the United States as the party that pulled the funds. How to Find Out Which Agency Took the Money

Your statement won’t tell you who initiated the collection. To find out, call the Treasury Offset Program’s automated line at 800-304-3107. Have your Social Security number and the exact dollar amount of the debit in front of you. Write down the agency name and any reference numbers. Every step after this — disputing the debt, requesting records, negotiating repayment — happens with that creditor agency, not with Treasury. Treasury is the collection mechanism, not the decision-maker on the underlying debt.

Debts That Commonly Cause a DR US Collection Debit

A handful of debt types drive most of these offsets:

You Should Have Been Warned First

The creditor agency is legally required to send you written notice at least 60 days before referring a debt to Treasury for offset. If you never got a notice, that matters. The agency may have sent it to an old address. Document that you had no prior knowledge of the debt and raise it when you contact the creditor agency, because failure to receive actual notice strengthens a dispute.

What’s Protected in Your Account

Not every dollar in your account is available for offset or garnishment. The protections depend on the type of debt.

Non-Tax Federal Debts

Federal Tax Debts

Through the Federal Payment Levy Program, the IRS can take up to 15 percent of a Social Security benefit for delinquent federal taxes, even if the remaining amount falls below $750. Lump-sum death benefits, children’s benefits, and SSI are excluded, and the IRS exempts certain low-income taxpayers at or below poverty guidelines.6Internal Revenue Service. Bank Account Review for Garnishment Orders

If your bank receives a garnishment order, 31 CFR Part 212 requires the bank to look back two months and identify federal benefit payments deposited during that period. The total of those deposits, or your current balance if it is lower, becomes a protected amount the bank cannot freeze or hand over. One practical step: if you receive federal benefits, keep them in an account that holds no other funds. Mixed accounts create tracing problems that can delay access to money you need for essentials.

Disputing a Debt You Don’t Recognize

If the debt looks wrong or you suspect identity theft, move quickly. Call 800-304-3107 to identify the creditor agency, then contact that agency’s debt management office to formally dispute the claim. For tax-related identity theft, such as a fraudulent return filed in your name, file IRS Form 14039 (Identity Theft Affidavit). You can submit it online at irs.gov, fax it toll-free to 855-807-5720, or mail it to the address on any IRS notice you received. Use one submission method and don’t file the same affidavit twice.10Internal Revenue Service. For non-tax identity theft, such as a student loan you never took out, report the fraud at IdentityTheft.gov and dispute directly with the creditor agency. Put everything in writing, send by certified mail, and keep copies. The agency has to validate the debt before continuing collection; if it can’t prove the debt is yours, the referral should be withdrawn.

Hardship Relief Before the Next Offset

If a tax refund offset would leave you unable to cover basic living expenses, ask the IRS about an Offset Bypass Refund (OBR). An OBR can release part or all of a refund despite an outstanding federal tax debt, but only up to the amount needed to relieve the hardship. Timing is the whole ballgame: once the refund has been applied to the debt, an OBR is no longer available.11Taxpayer Advocate Service. To request one, contact the IRS or file Form 911 (Request for Taxpayer Advocate Service Assistance) with your local Taxpayer Advocate office along with a copy of your completed return and documentation of the hardship. File the request at the same time as your return, or earlier. If you show $1,000 in hardship on a $4,000 refund, you get $1,000, and the remaining $3,000 goes toward the debt.11Taxpayer Advocate Service. For non-tax debts, hardship relief works differently. Contact the creditor agency, not Treasury, and request forbearance or a reduced payment arrangement. Many agencies can adjust collection based on documented financial hardship, though terms vary.

Stopping Future Offsets

Once you’ve confirmed the debt is legitimate and identified the agency, the way to stop the next debit is to resolve the balance with that agency. Most offer installment plans, and once a plan is in place and payments are current, further offset referrals should halt.7Bureau of the Fiscal Service. What is the Treasury Offset Program? Come to the conversation with pay stubs, monthly expenses, and recent bank statements. A clear picture of your ability to pay tends to produce more manageable terms. For federal student loans, rehabilitation and consolidation may pull the loan out of default and end offset activity altogether.

Keep records of every agreement, payment, and phone call, and follow up in writing after any conversation. If an installment plan is in place and offsets keep happening, that paper trail is the fastest way to prove the referral should have been withdrawn.
