What Does a Refund Freeze Mean? Notices, Codes, and Fixes

A refund freeze means the IRS has put a hold on your tax refund while it reviews something about your return. Nothing gets paid out until the review clears, and the hold can last anywhere from a few weeks to several months depending on why it was placed. Most people find out about it one of three ways: the Where’s My Refund? tool on IRS.gov stops updating or shows a generic delay message, their IRS online account shows a hold, or their account transcript has a code like TC 810 on it.1Internal Revenue Service. About Where’s My Refund?

The freeze itself is not a penalty and not an audit. It’s a pause. What matters is figuring out which kind of pause you’re in, because each type needs a different response.

Why the IRS Froze Your Refund

A handful of triggers account for most freezes.

Identity verification. If the return filed under your Social Security number looks suspicious — an unfamiliar IP address, a sudden change in filing patterns, or a duplicate return — the IRS holds the refund and sends a letter asking you to prove you’re the real filer.

Income or withholding that doesn’t match. The IRS gets copies of every W-2 and 1099 from your employers and financial institutions.2Internal Revenue Service. General Instructions for Forms W-2 and W-3 (2026) When the numbers on your return don’t match those third-party reports, the system flags it automatically. Even small discrepancies can trigger a hold, and returns filed with a substitute Form 4852 in place of a real W-2 often get slowed down for the same reason.3Internal Revenue Service. W-2 – Additional, Incorrect, Lost, Non-Receipt, Omitted

The PATH Act hold for EITC and ACTC filers. If you claimed the Earned Income Tax Credit or the Additional Child Tax Credit, federal law requires the IRS to hold your entire refund until at least mid-February.4Taxpayer Advocate Service. Held or Stopped Refunds This one is automatic and requires nothing from you.

Missing forms, especially Form 8962. If you got advance Premium Tax Credit payments through the Marketplace and didn’t attach Form 8962 to reconcile them, the IRS sends Letter 12C and holds the refund. Once you send in the completed Form 8962 with your Form 1095-A, processing typically takes another six to eight weeks.5Internal Revenue Service. The Notice on Your Desk Tells You What to Do

The IRS almost never uses the phrase “refund freeze” in its letters. Instead you get one of a few form letters, and each one demands a specific response.

Notice CP05

CP05 is the frustrating one: it tells you to do nothing. The IRS is verifying your income, withholding, or credits, and it needs up to 60 days. Don’t call, don’t send documents, don’t file anything new. If 60 days pass with no refund and no follow-up, then call the number printed on the notice.6Internal Revenue Service. Notice CP05

Letter 4464C

Similar to CP05. The IRS is doing a secondary review, the hold lasts up to 60 days, and you’re told to recheck your reported income and withholding. If you find an error, file an amended return. If everything is correct, wait it out.

Letter 4883C

This one needs immediate action. The IRS received a return under your SSN and won’t process it until you verify your identity by phone. Call the Taxpayer Protection Program number printed on the letter with the letter itself, the return in question, a prior-year return if you have one, and supporting W-2s and 1099s ready.7Internal Revenue Service. Understanding Your Letter 4883C If the agent can’t confirm your identity over the phone, you’ll be asked to visit a local Taxpayer Assistance Center with physical ID.

Letter 5071C

Same purpose as 4883C, but you can verify online through ID.me instead of calling. You’ll upload a government-issued ID and either take a selfie or do a video chat.8Internal Revenue Service. How to Register for IRS Online Self-Help Tools If you’d rather call, the toll-free number on the letter works too, and you have 30 days to respond either way.9Taxpayer Advocate Service. Reading the Codes on Your Tax Transcript

If you pull your account transcript from IRS.gov, a short list of transaction codes will tell you what’s happening under the hood.

  • TC 810 – Refund Freeze. The main code that signals your refund is locked. It appears for identity holds, questionable credits, and other review triggers.10Internal Revenue Service. Section 8A – Master File Codes
  • TC 570 – Additional Account Action Pending. Something on your return needs manual review before the refund can move. It often shows up next to a TC 810.11Internal Revenue Service. 21.5.10 Examination Issues
  • TC 424 – Examination Indicator. Your return has been selected for possible audit. It doesn’t mean an audit will happen, but the refund waits while the IRS decides.11Internal Revenue Service. 21.5.10 Examination Issues
  • TC 811 – Reverse Refund Freeze. Reverses a TC 810 in whole or in part, as long as no other freeze conditions remain.10Internal Revenue Service. Section 8A – Master File Codes
  • TC 846 – Refund Issued. The one you want. It means money is on the way, and the date next to it is the expected deposit or mailing date.

How to Get the Freeze Released

Your first move is always to read the letter carefully. The number and address on that letter route to the specific unit handling your case; calling the general IRS helpline usually goes nowhere.

Verify Online

If your notice includes a web address for identity verification, start there. The IRS uses ID.me: upload a government-issued photo ID, take a selfie or do a short video chat, and answer verification questions. After a successful verification, it can still take up to nine weeks for the return to finish processing and the refund to release.12Internal Revenue Service. Verify Your Return

Verify by Phone

Use the exact number on your letter. Have the letter, the return under review, a prior-year return, all W-2s and 1099s, and a photo ID next to you before you dial.7Internal Revenue Service. Understanding Your Letter 4883C The agent will ask questions pulled from your tax history. Wait times get ugly during filing season; early morning and later in the week are usually shorter.

Verify in Person

If the phone verification doesn’t work, the IRS may direct you to a local Taxpayer Assistance Center. Bring the same documents you would have used on the phone, plus original physical identification.12Internal Revenue Service. Verify Your Return

File Form 14039 if Someone Filed in Your Name

If the freeze traces back to a fraudulent return filed under your SSN, submit Form 14039, the Identity Theft Affidavit. The preferred route is the online form at irs.gov/dmaf/form/f14039. You can also fax it to 855-807-5720 with a “Confidential” cover sheet, or mail it to the IRS in Fresno, CA. If you’re responding to a specific notice, use the fax number or address on that notice instead.13Internal Revenue Service. Identity Theft Affidavit The form is signed under penalty of perjury. Attach your legitimate paper return to the back of it if you still need to file.

Amend Only if the Return Is Wrong

If you got Letter 4464C and realize your return has real errors, filing Form 1040-X can resolve the hold. Processing an amended return takes up to 16 weeks, and you can track it through Where’s My Amended Return?14Internal Revenue Service. 21.5.6 Freeze Codes If your original return is correct, don’t amend it — that only complicates the review.

What You Lose by Ignoring the Notice

Nothing moves until you respond. The IRS will only reissue certain identity verification letters once; after that, your authentication is marked incomplete and the return sits.14Internal Revenue Service. 21.5.6 Freeze Codes

The bigger risk is the statute of limitations. You generally have three years from the filing deadline to claim a refund. If the freeze drags past that window, the IRS treats the money as non-refundable and moves it to its Excess Collections file. At that point the refund is gone for good.

Interest the IRS Owes You

If the hold lasts long enough, the IRS pays you interest. Under federal law the IRS has 45 days after your filing deadline (or 45 days after you actually file, if you file late) to issue the refund without paying interest. Past that, interest accrues from the original filing deadline until the refund goes out.15Office of the Law Revision Counsel. 26 US Code 6611 – Interest on Overpayments

The rate is set quarterly. For January through March 2026, the rate on individual overpayments is 7 percent; for April through June 2026 it drops to 6 percent.16Internal Revenue Service. Bulletin No. 2026-8 You don’t have to request it. The IRS calculates and adds it automatically. If your refund was held for months, check the deposited amount against your original expected refund to confirm the interest was included.

A Freeze Is Not an Offset

These get confused because both feel the same from your end: the money didn’t show up. A freeze is a temporary hold during review. An offset is different. It means the IRS or the Treasury Department’s Bureau of the Fiscal Service redirected some or all of your refund to a debt you owe.

Debts that can trigger an offset include past-due federal taxes, state income tax, state unemployment compensation debts, child support, spousal support, and federal nontax debts like defaulted student loans.17Taxpayer Advocate Service. Refund Offsets You’ll get a notice showing which debt took the money and how much. To check offset status, call the Treasury Offset Program’s automated line at 800-304-3107, or contact the agency that submitted the debt.18Treasury Offset Program. Contact Us

If the Delay Is Causing Real Hardship

A frozen refund can bite hard when rent, utilities, or prescriptions depend on it. If you’re facing genuine hardship, the IRS may expedite the refund. Call and explain your situation, and have documentation ready — an eviction notice, a shutoff warning, or similar proof.19Taxpayer Advocate Service. Expediting a Refund

When you’ve already tried the IRS and hit a wall, the Taxpayer Advocate Service is the next stop. TAS is an independent office inside the IRS that helps taxpayers resolve problems that normal channels can’t. Request help using Form 911 by mail, fax, or email, describing the tax issue, the financial harm, and asking specifically for the freeze to be released.20Internal Revenue Service.
